Book excerpt: National Institutes of Health reimbursements to its grantees for indirect costs increased from $166 million in 1972 to $690 million in 1982. Moreover, indirect costs consumed an increasing proportion of the federal research dollar--rising from about 21 to 30 percent during the same period. GAO believes that indirect cost rates have been established with grantees despite (1) difficulties involved in verifying the largest category of indirect costs (departmental administratration expenses), (2) relatively few indirect cost audits, and (3) inadequate written explanations for significant year-to-year increases in indirect costs. GAO recommends that the Office of Management and Budget (OMB) revise its Circular A-21 to establish a fixed allowance for large institutions' departmental administration expenses to replace the cost reimbursement method now used. This simplified means of establishing reimbursable departmental administration expense allowances should not require reliance on grantees' personnel activity reporting system. It should also minimize difficulties encountered in independently verifying such expenses.

Available in PDF, EPUB and Kindle. Book excerpt: Each year thousands of biomedical and behavioral researchers submit grant applications to the United States Public Health Service (USPHS) for support of their research or research training activities. The majority of these applications are submitted to the National Institutes of Health (NIH). By describing the inner workings of the NIH extramural programs and providing practical information about grant programs and processes, this authoritative work is designed to help investigators gain a more favorable edge in obtaining support for their research proposals. It offers practical insights into a broad spectrum of the basic and clinical research interests of the 21 NIH research granting components, and identifies the various mechanisms of support. Descriptions, guidance, and advice are also provided on specific areas such as how to prepare a grant application; the peer review system, the procedures leading to award decisions, the responsibilities of the NIH staff in managing the review and referral of applications, and managing grant programs. Other extramural policies and procedures are covered such as the appeals system, animal welfare, the privacy act, and research involving human subjects. Legislation, funding, and the NIH budget are also discussed. Written by two former senior-level managers at the National Institutes of Health and current consultants to several USPHS agencies, ^IA Guide to NIH Grant Programs^R is a valuable reference source for members of the biomedical and behavioral research community.

Available in PDF, EPUB and Kindle. Book excerpt: The American research university enjoyed an unprecedented boom from the end of World War II until the 1990s. All sources of financial support for universities--federal grants, private gifts, state appropriations, student tuition, and revenues from university medical centers--grew substantially. As a result, traditionally prestigious universities expanded and numerous other universities were transformed from primarily teaching institutions to significant research centers. But in the 1990s, research universities have experienced the first protracted challenge to the boom of the preceeding four decades. This book examines the nature of the challenges to research universities, and their likely effects on the number, size, and operation of these universities. The authors assess the prospects for research support from government, industry, and profits from university medical centers, and conclude that the future does not appear bright in these cases. They also examine the methods used by the federal government to pay for university research, and propose changes that would make both universities and the federal government better off by reducing the administrative costs of federal grants. Their primary conclusion is that in the next decade American research universities will face increasingly stringent budgets, and will be forced to shrink and refocus their activities in order to survive as research institutions.
