With local agents tasked to prepare for an evening Presidential visit to downtown Boston, and with procedures requiring a response to any threat, no matter how unreliable it may seem, FBI administrative staffer Ben Porter is dispatched to investigate the call. Can Ben, untrained in field work and relying only his wits and intuition, uncover the deadly plot ... in time to stop it?

Book excerpt: While policy makers and scholars have long devoted considerable attention to strategies like deterrence, which threaten others with unacceptable consequences, such threat-based strategies are not always the best option. In some cases, a state may be better off seeking to give others a greater sense of security, rather than by holding their security at risk. The most prominent use of these security assurances has been in conjunction with efforts to prevent the spread of nuclear weapons. Ongoing concerns about the nuclear activities of countries like Iran and North Korea, and the possible reactions of other states in their regions, have catapulted this topic into high profile. This book represents the first study to explore the overall utility of assurance strategies, to evaluate their effectiveness as a tool for preventing nuclear proliferation, and to identify conditions under which they are more or less likely to be effective.

Available in PDF, EPUB and Kindle. Book excerpt: Do alliances curb efforts by states to develop nuclear weapons? Atomic Assurance looks at what makes alliances sufficiently credible to prevent nuclear proliferation; how alliances can break down and so encourage nuclear proliferation; and whether security guarantors like the United States can use alliance ties to end the nuclear efforts of their allies. Alexander Lanoszka finds that military alliances are less useful in preventing allies from acquiring nuclear weapons than conventional wisdom suggests. Through intensive case studies of West Germany, Japan, and South Korea, as well as a series of smaller cases on Great Britain, France, Norway, Australia, and Taiwan, Atomic Assurance shows that it is easier to prevent an ally from initiating a nuclear program than to stop an ally that has already started one; in-theater conventional forces are crucial in making American nuclear guarantees credible; the American coercion of allies who started, or were tempted to start, a nuclear weapons program has played less of a role in forestalling nuclear proliferation than analysts have assumed; and the economic or technological reliance of a security-dependent ally on the United States works better to reverse or to halt that ally's nuclear bid than anything else. Crossing diplomatic history, international relations, foreign policy, grand strategy, and nuclear strategy, Lanoszka's book reworks our understanding of the power and importance of alliances in stopping nuclear proliferation.

Book excerpt: Despite our professions of belief, our baptisms, and our membership in the church, many of us secretly wonder, Am I truly saved? We worry that our love for Jesus isn't fervent enough (or isn't as fervent as someone else's). We worry that our faith isn't strong enough. We struggle through the continuing presence of sin in our lives. All this steals the joy of our salvation and can lead us into a life characterized by legalism, perfectionism, and works righteousness--the very life Jesus freed us from at the cross! But Greg Gilbert has a message for the anxious believer--be assured. Assured that your salvation experience was real. Assured that your sins--past, present, and future--are forgiven. Assured that everyone stumbles. Assured that Jesus is not your judge but your advocate. With deep compassion, Gilbert comforts readers, encouraging them to release their guilt, shame, and anxiety to rejoice in and follow hard after the One who set them free.

Strategy, Policy, & Review Department and published by International Monetary Fund. This book was released on 2023-03-17 with total page 21 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Executive Board of the International Monetary Fund (IMF) approved changes to the Fund’s financing assurances policy. The changes apply in situations of exceptionally high uncertainty, involving exogenous shocks that are beyond the control of country authorities and the reach of their economic policies, and which generate larger than usual tail risks. The changes adopted could enable the design of a Fund Upper Credit Tranche (UCT) program in situations of exceptionally high uncertainty, in particular by modifying the Fund’s financing assurances policies in two ways. The first change allows official bilateral creditors to provide an upfront credible assurance about delivering debt relief and/or financing with the delivery of a contingent second-stage element of debt relief and/or financing once the exceptionally high uncertainty has been resolved. This would help establish that medium-term viability is being restored. The second change extends the use of a capacity-to-repay assurances from official bilateral creditors/donors from emergency financing to a UCT arrangement context. This would help establish adequate safeguards. These changes and their application to any specific country case in a situation of exceptionally high uncertainty would require the Fund to weigh whether it is prepared to accept the enterprise risks that such arrangement would entail.

Book excerpt: The original establishment of life assurance upon a sound basis was largely the achievement of The Society for Equitable Assurances on Lives and Survivorships (now known as The Equitable Life Assurance Society and still affectionately called the 'Old Equitable'), and of the men who served her. Old Equitable was the first life assurance society to grant long-term contracts for either a stated period or the whole of life, with premiums calculated according to age and type of assurance. Published in 1962 to mark this Society's bicentenary, this book charts its long history in a way that will interest not only those actually engaged in the assurance business, but any intelligent policy holder to whom perhaps the mechanics of life assurance is still a mystery. This book traces the development of life assurance from untried theory into established practice, through the interplay of ideas of many individuals. Their activities, ranging far beyond the quiet walls of a life office, are part of the stuff of history. It tells the story of how James Dodson's vision of mutual life assurance became realized in the pioneer 'experiment' of the Equitable.

Readers familiar with the first edition of this text will recognize all the hallmarks that have made it a classic in its field. The Second Edition features a host of new examples, methods, techniques, and best practices to bring the text fully up to date with the state of the art in assurance technology. Much new content has been added as well, including four new chapters: Managing Safety-Related Risks Statistical Concepts, Loss Analysis, and Safety-Related Applications Models, Concepts, and Examples: Applying Scenario-Driven Hazard Analysis Automation, Computer, and Software Complexities The text begins with an introduction and overview of assurance technology. Next, readers are provided with fundamental statistical concepts. The chapters that follow explore in depth the approaches and disciplines that make up assurance technology applications. Each chapter is organized into major phases-design, manufacturing, test, and use phase-that help readers understand both how and when to apply particular measures. Throughout the text, readers discover detailed examples that prepare them to manage real-world challenges. References and further reading are provided at the end of each chapter leading to more in-depth discussion on specialized topics. With its extensive use of examples and highly structured approach, this is an excellent course book for students in industrial engineering, systems engineering, risk engineering, and other assurance technology domains. Design and system engineers as well as safety professionals will find the material essential in troubleshooting complex projects and ensuring product, process, and system safety.
