Book excerpt: The development of Brazil's modern social safety net is quite recent, and social assistance programs claim a relatively small share of resources of the broader social sector. A key feature of the Brazilian social protection system is the duality between formal sector workers, who gained social insurance and labor benefits as early as the 1930s, and the large number of mostly poor informal workers and their families who were historically excluded. The objective of social assistance programs in Brazil is to provide support to people living in poverty and other vulnerable groups. These programs primarily include social pensions for the poor elderly and disabled, conditional cash transfers for poor families, unconditional cash transfers, housing assistance for low-income households, school feeding, food programs, social services, and a variety of other small benefits and services. They are usually targeted to the poor or low-income groups via means-testing, or provide eligibility to specific vulnerable groups. Within the broader system of social protection, social assistance programs complement social insurance pensions, which are contributory by design but have been significantly subsidized from general taxation, and labor market programs, which are largely contributory and include a mix of active and passive benefits and services. The current note focuses on Social Assistance Programs while a second background chapter focuses on Labor market programs. Thus, detractors of social assistance programs argue that they create disincentives to work. While there is substantial evidence showing limited effects of these programs on overall labor supply, the jury is still out with respect to their impact on formal employment. This paper exploits an unannounced change in the eligibility rule of the Bolsa Familia program in Brazil, one of the oldest and largest conditional cash transfers in the world, to identify the causal impact of the program on formal employment, combining three large administrative datasets. This paper finds that the program has a positive effect on entry in formal labor market, especially for younger cohorts.

Brazil's response to the pandemic, the Auxilio Emergencial (AE) program, demonstrated the value of a resilient social safety net and digital tools. This study assesses AE's effectiveness in income stabilization, poverty reduction, and inequality. Results show that the pre-pandemic social protection system would have only buffered about a quarter of income loss, with unemployment insurance more significant for higher-income households, and social safety net transfers crucial for lower-income households, especially those in informal employment. AE successfully supported lower-income households during the pandemic, but its generosity went beyond the stabilization of income, resulting in large fiscal costs.

Book excerpt: Social security is the single most important fiscal issue facing the Brazilian government today. This report summarizes the state, and potential policy implications, of the Brazilian Social security system. It also discusses policy recommendations for: social security and pensions, the national social security system, government pensions and funds, and the complementary pension systems. An overview of the social security challenge reviews the system components, revealing unsustainable fiscal imbalances and administrative weaknesses in both the unreformed General Regime for Social Security (RGPS), and the Pension Regime for Government Workers (RJU), with large tax-related distortions, and labor market inefficiency. Thus the goals of Brazil's reforms are to reduce fiscal deficits, lower actuarial imbalances, increase equity and redistribution, reduce collateral inefficiencies, and facilitate growth of funded pensions. The study implies there is no recourse for the country, but to lower the high, uniform replacement rates (experience suggests that rates higher than 40-70 percent, cannot be sustained). The key to effective reform of social security is widening the debate to include potential winners from these changes, particularly the private sector, the young, and the poor. Policy recommendations suggest that the adverse equity effects of RGPS reforms should be widely publicized to generate political support for deeper RJU reform.
