Book excerpt: Over the next six years the Army expects to pay more than $8.7 billion dollars to remediate contaminated lands and to mitigate outdated industrial and troop installation operations. These high costs have had and will continue to have significant impact on the availability of resources for operations, modernization and procurement of critical warfighting materiel, and training lands. Environmental costs therefore represent significant opportunity losses for Army Readiness. The Secretary of the Army and the Chief of Staff of the Army promulgated the 'Army's Environmental Strategy into the 21st Century' to drive environmental sustainability as a tool for maintaining Army Readiness. However, serious limitations of available environmental technologies are hampering that Strategy. The Army has invested substantially in environmental quality research, development, and acquisition (EQ RDA) to modernize its environmental technologies. Unfortunately, that effort has had little strategic pay-off and the Army remains far from reaching its goal of environmental sustainability. This study represents a comprehensive assessment of the management practices the Army has used in the past to conduct EQ RDA. It contains the perspectives of key stakeholder elements of the Army Secretariat and Army Staff. Additionally, conclusions draw on the expertise available in the Tri-Service EQ RDA arena, the Defense Acquisition University, and the Office of the Deputy Undersecretary of Defense for Environmental Security. Several useful management tools proven highly effective in Defense and Army Systems RDA programs are recommended for EQ RDA implementation. These tools will ensure greater returns on Army R & D investments and facilitate meeting Army sustainability goals.

Book excerpt: A new book from the National Research Council recommends changes in how the federal government evaluates the efficiency of research at EPA and other agencies. Assessing efficiency should be considered only one part of gauging a program's quality, relevance, and effectiveness. The efficiency of research processes and that of investments should be evaluated using different approaches. Investment efficiency should examine whether an agency's R&D portfolio, including the budget, is relevant, of high quality, matches the agency's strategic plan. These evaluations require panels of experts. In contrast, process efficiency should focus on "inputs" (the people, funds, and facilities dedicated to research) and "outputs" (the services, grants, publications, monitoring, and new techniques produced by research), as well as their timelines and should be evaluated using quantitative measures. The committee recommends that the efficiency of EPA's research programs be evaluated according to the same standards used at other agencies. To ensure this, OMB should train and oversee its budget examiners so that the PART questionnaire is implemented consistently and equitably across agencies.

Book excerpt: When first established decades ago, most U.S. military installations were far from major cities and towns. That is no longer true. A growing population and changing land development patterns over the past several decades have led to lands vital to military readiness being surrounded by urban, suburban, and other types of development. Such development, especially large residential tracts, can limit the installation's operational capability. Complaints about noise, dust, and smoke from aircraft, weapons, and vehicles force commanders to curtail training of certain types or during certain hours. As development destroys or displaces native species of plants and animals, military posts become their critical refuge, and their presence further restricts military operations. These constraints have been so severe in some cases that installations have had to close. Such pressures are called encroachment. Encroachment can be defined as issues external to military operations that affect military installation testing, training, and other operations and overall military readiness. Recognizing the gravity of the problem, Congress provided legislative authority to allow military departments to partner with government or private organizations to establish buffer areas near training and testing areas. The Office of the Secretary of Defense(OSD) created the Conservation Partnering Program (now known as the Readiness and Environmental Protection Initiative (REPI)2) to implement this authority.

The increase in soil erosion and landscape fragmentation caused by intensive military training degrades environmental quality and restricts military missions simultaneously. This study aims at overcoming the existing gaps in land management of the U.S. Army installations. The significant contributions made in this study include (i) exploring the relationships of landscape aesthetic evaluations with spatial metrics variables and further incorporating the spatial metrics as surrogates of the landscape aesthetic evaluations into derivation of comprehensive environmental quality indicator; and (ii) developing a practical method to integrate the individual factors into a comprehensive environmental quality indicator at both landscape and patch levels based on sustainable environmental health and military land carrying capacity.
