Book excerpt: When signage on a rural highway in Kansas was upgraded, the State received some comments that begged the question of whether modern highly reflective sign sheeting materials could, in some circumstances, actually decrease the legibility of signage, particularly for older drivers. Older drivers tend to have poorer visual acuity, requiring larger signs to provide the same legibility as found in a younger population. However, older drivers also tend to be more sensitive to glare and slower to recover from glare blindness. This study was conducted to determine if highly reflective sheeting could cause a reduction in sign legibility due to veiling glare, especially in older drivers. The test was conducted using 60 drivers in an actual automobile and full scale signs and distances. The data collection was conducted in a test facility where external factors could be eliminated, isolating the variables of greatest interest. Older drivers as a whole were found to exhibit poorer performance in terms of visual acuity and response time, but no detrimental effects attributable to glare were observed.

A literature review, a detailed accident analysis, and eight focus groups were conducted to identify the specific kinds of traffic-control-related problems experienced by older drivers and pedestrians at intersections. Three problem areas were targeted. The Left-Turn Signal Comprehension Study examined the lack of understanding associated with a variety of protected and permitted left-turn signal displays. Older pedestrians frequently indicated that they don't have enough time to cross the street. This complaint is exaggerated by the lack of understanding of the clearance--Flashing DON'T WALK--phase. The Driver Signal Response and Stopping Behavior Study compared the responses of older and younger drivers to amber onset and the braking ability of older and younger drivers.

In order to develop strategies that the National Highway Traffic Safety Administraion could implement, older persons were contacted in focus group settings; organizations that could distribute traffic safety information to older drivers and pedestrians also supplied information to the study team. Individuals with higher socioeconomic backgrounds and more education tend to be attracted to information distributors that make use of facts and figures and to information pertaining health. Individuals with lower socioeconomic backgrounds and less education obtain information through local organizations such as churches and senior centers and are attentive to messages relating to personal security and well being. Out of 69 potential information distributors, 20 were identified with high, repeated exposure to large numbers of elderly people, a central distribution point, established mechanisms, willingness and ability to bear some costs of distribution, and current or potential cooperation with NHTSA. Information on each orgnization is presented in a directory that describes the relevant characteristics of each organization.
