Book excerpt: The purpose of this study was to assess the relative functional performance, including skid resistance and splash and spray, of five hot-mix-asphalt (HMA) surfaces and a tinned portland cement concrete highway surface during controlled wet and wintry weather events. The study compared the way that these surfaces respond to various deicing and anti-icing snow removal and ice control techniques under artificial wintry conditions. In addition, the splash and spray characteristics of the surfaces during and immediately after rain were also evaluated. The study focused on the surfaces placed within the all-weather testing area at the Virginia Smart Road. The winter maintenance techniques tested include the application of sodium chloride (salt) in granular, pre-wetted, and liquid forms. The snow removal and ice control measures that were used followed the recommendation of the FHWA Project T & E 28 and variations thereof. The experiments to compare the splash and spray characteristics of the mixes were conducted using artificial rain. The study defined and tested a methodology for testing winter maintenance operations under controlled, artificial wintry events. The winter maintenance test results were inconclusive, as the various maintenance treatments were unable to significantly improve the functional condition of the road. Under the temperature and precipitation conditions encountered, there were no significant differences in the performance of the different surface mixes tested. However, conditions encountered did not correspond to conditions normally encountered with natural snow. The researcher concluded that at temperatures at and just below freezing, artificial snow might not be appropriate for evaluating the effectiveness of winter maintenance chemicals. Studies that depend upon imitating the on-road attributes of natural snow, such as testing effectiveness of winter maintenance chemicals, should adhere to the ideal temperature-humidity guidelines for the snowmaking equipment. The open-graded friction course appears to have enhanced spray and splash performance when compared with the dense HMA surface mixes; however, a more objective measure of splash and spray characteristics of the surfaces is needed to quantify the beneficial effect of this type of mixes. No visual difference in performance was observed among the other mixes.

Book excerpt: The purpose of this manual is to provide clear and helpful information for maintaining gravel roads. Very little technical help is available to small agencies that are responsible for managing these roads. Gravel road maintenance has traditionally been "more of an art than a science" and very few formal standards exist. This manual contains guidelines to help answer the questions that arise concerning gravel road maintenance such as: What is enough surface crown? What is too much? What causes corrugation? The information is as nontechnical as possible without sacrificing clear guidelines and instructions on how to do the job right.

The Iowa Department of Transportation (Iowa DOT) attempts to lessen the impact of winter weather events on traffic speeds with various proactive maintenance operations. In order to assess the performance of these maintenance operations, it would be beneficial to develop a model for expected speed reduction based on weather variables and normal maintenance schedules. Such a model would allow the Iowa DOT to identify situations in which speed reductions were much greater than or less than would be expected for a given set of storm conditions, and make modifications to improve efficiency and effectiveness. The objective of this work was to predict speed changes relative to baseline speed under normal conditions, based on nominal maintenance schedules and winter weather covariates (snow type, temperature, and wind speed), as measured by roadside weather stations. This allows for an assessment of the impact of winter weather covariates on traffic speed changes, and estimation of the effect of regular maintenance passes. The researchers chose events from Adair County, Iowa and fit a linear model incorporating the covariates mentioned previously. A Bayesian analysis was conducted to estimate the values of the parameters of this model. Specifically, the analysis produces a distribution for the parameter value that represents the impact of maintenance on traffic speeds. The effect of maintenance is not a constant, but rather a value that the researchers have some uncertainty about and this distribution represents what they know about the effects of maintenance. Similarly, examinations of the distributions for the effects of winter weather covariates are possible. Plots of observed and expected traffic speed changes allow a visual assessment of the model fit. Future work involves expanding this model to incorporate many events at multiple locations. This would allow for assessment of the impact of winter weather maintenance across various situations, and eventually identify locations and times in which maintenance could be improved.

Book excerpt: This document is the final report for the Clear Roads project entitled Snow Removal Performance Metrics. The project team was led by researchers at Washington State University on behalf of Clear Roads, an ongoing pooled fund research effort focused on winter maintenance materials, equipment, and methods. Clear Roads research projects are managed and administered by the Minnesota Department of Transportation (MnDOT). Through this project, the research team conducted a comprehensive literature review on the use of performance measures by transportation agencies for winter highway maintenance activities. To identify the effective performance metrics for snow and ice maintenance operations, the team surveyed all possible snow and ice states to gather information about their use of performance measures. The survey results were tabulated and analyzed to identify commonalities and differences between agencies and to develop a matrix of performance measures. Relative costs associated with different metrics were also presented. Based on the literature review and survey results, recommendations were made regarding the performance measures that should be considered for further evaluation. Remaining knowledge gaps were also identified, and recommendations were made for cases where existing measures may be modified or new measures developed for evaluation in future research.

Available in PDF, EPUB and Kindle. Book excerpt: Weather has broad and significant effects on the roadway environment. Snow, rain, fog, ice, freezing rain, and other weather conditions can impair the ability of drivers to operate their vehicles safely, significantly reduce roadway capacity, and dramatically increase travel times. Multiple roadway activities, from roadway maintenance and construction to shipping, transit, and police operations, are directly affected by inclement weather. Some road weather information is available to users currently, however a disconnect remains between current research and operations, and additional research could yield important safety and economic improvements for roadway users. Meteorology, roadway technology, and vehicle systems have evolved to the point where users could be provided with better road weather information through modern information technologies. The combination of these technologies has the potential to significantly increase the efficiency of roadway operations, road capacity, and road safety. Where the Weather Meets the Road provides a roadmap for moving these concepts to reality.
