Based on the visit and discussions by two IWMI staff members from 25 September to 4 October 2000 with the Association Managers, staff of the Agricultural Engineering Research Centre (AERC) and staff of the Council of Agriculture (COA), certain issues were identified in the two systems, which are detailed. In the second part, the results of analyses of the performance of these two irrgation systems of Taiwan are compared with a irrgation system from Sri Lanka.

Book excerpt: As we enter an era of increasing water scarcity, there is a growing interest to find ways to capture and put water to more productive uses. Substantial increases in the productivity of water in agriculture are needed to meet the demands for food and ensure environmental security, and to satisfy the demands for non-agricultural uses. However, increasing water productivity in rice-dominated agriculture is a function of the irrigation infrastructure, advances in rice-plant breeding, and the physical, institutional and socioeconomic environments. This paper first describes the potential ways in which increased water productivity can be achieved in the context of rice production in Asia. It then illustrates the ways in which the differences in the environmental context affect the ability to increase water productivity, the approaches used and the incentives to do so. This is explained using two ‘case studies’ reflecting the experiences of Taiwan and the Philippines over the past half-century.

The spectacular worldwide increase in groundwater use in the last decades, especially in arid and semi-arid regions, has been a silent revolution carried out by millions of small farmers. In some instances, groundwater abstraction has caused problems of quality degradation, excessive drawdown of groundwater levels, land subsidence, reduction of spring and baseflows or degradation of groundwater-dependent ecosystems. Most of these problems could be anticipated, mitigated, or even avoided with more active water agencies, adequate regulations and users’ participation in management. Groundwater Intensive Use contains a selection of papers presented at a symposium held in December 2002 in Valencia, Spain. It constitutes a step forward in creating a greater worldwide awareness of the relevance of groundwater in water resources policy. The book presents new ideas and accounts of recent advances in technical, economic, legal, administrative and political issues. It addresses groundwater development to ecosystems sustainability, through different or complementary approaches. A wide series of case studies from North and South America, Europe, South Asia and North and Sub-Saharan Africa cover the various issues. Book excerpt: Water is being transferred out of agriculture to meet the growing demand in other areas, often without an agreement of or compensation to farmers with irrigated land and water rights. Furthermore, there is a failure to recognize that irrigation systems supply water not only for the main fields, but also for domestic uses, home gardens, trees and other permanent vegetation, and livestock. Other productive uses include fishing, harvesting of aquatic plants and animals, and a variety of other enterprises such as brick making. In addition, irrigation systems can have a positive or negative effect on wildlife habitats. Thus, the withdrawal of water affects the rural household, rural economy, and the environment in a number of ways. This paper argues that to ensure efficient, equitable, and sustainable water use, to reduce poverty and improve the well-being of the community, irrigation and water resources policies need to take into account all uses and users of water within the irrigation system. The multiple uses of water in the Kirindi Oya irrigation system are examined in this paper. An interdisciplinary group of scientists have investigated a number of areas including water accounting, water quality, household water use, the valuing of water for alternative uses, and the complementarities, competition, and conflicts among uses and users.

This book highlights the innovativeness of the project lay in its provision of ample opportunities for farmers to make decisions regarding the operation of the irrigation system based on their local knowledge and creativity. The authors of this work, Elinor Ostrom, Wai Fung Lam, Prachanda Pradhan and Ganesh P. Shivakoti provide detailed analysis of these interventions and support the conclusion that farmers can build on an innovative intervention that not only provides physical improvements but also enhances farmers' problem-solving capacity. They argue that to achieve sustainable improvements in performance, the farmers themselves need to engage in collective action over time and support local entrepreneurs who provide leadership and stimulate adjustments to change.
