Book excerpt: Previous investigations at Travis AFB concluded that groundwater in portions of the Base is contaminated with chlorinated hydrocarbons and petroleum hydrocarbons. The nature and extent of the contamination are described in Remedial Investigation (RI) reports prepared for four operable units (OUs) at Travis AFB. Each OU covers a portion of the Base and encompasses multiple sites. Natural attenuation of contaminated groundwater is a potential remedy considered for the NEWIOU. In the remedy selection process, the Natural Attenuation alternative (Alternative 2) was compared with the No Action alternative (Alternative 1) and the Extraction, Treatment, and Discharge alternative (Alternative 3). In general, sites considered favorable for natural attenuation are those for which "active" remediation (i.e., extraction, treatment, and discharge) may not be cost-effective because of the relatively low concentrations of contaminants, strong sorption of pollutants on soils, and the potential for natural processes to remediate the contaminant plume in a reasonable amount of time while being fully protective of human health and the environment. The NEWIOU Groundwater WOD selected natural attenuation as the interim remedy for one site (LF006) and identified two sites and a portion of five other sites where the selection of the interim remedy has been deferred, but where natural attenuation will be assessed further. More details regarding the relationship of these sites to the Natural Attenuation alternative are provided in the FS, Proposed Plan, and Groundwater IROD. While the nature and extent of contamination at these sites are characterized in the RI reports, data are lacking with respect to natural attenuation. The understanding of natural attenuation has only recently developed to the point where a systematic assessment of the complex processes involved is possible.

Book excerpt: This report presents the results of a treatability study for remediation by natural attenuation (RNA TS), completed by Parsons Engineering Science, Inc. (Parsons ES) at IRP Site SS-04, Langley Air Force Base (AFB), Virginia. The TS evaluates the use of natural attenuation with long-term monitoring (LTM) as a remedial option for dissolved hydrocarbon fuel constituents in groundwater. The occurrence of groundwater and soil contamination at the site, as a consequence of leakage of petroleum-based fuel (jet fuel or JP-4), has been documented during previous investigations. This TS focuses primarily on the impact of dissolved fuel constituents, in particular benzene, toluene, ethylbenzene, and xylene isomers (BTEX), in the groundwater system at, and downgradient from, the source area. Residual fuel hydrocarbon contamination in soil surrounding the source area (the abandoned USTs) was remediated from 1992 through 1996 with a vapor extraction system. The site history and the results of previously- completed soil and groundwater investigations are summarized in this report. Soil and groundwater samples were collected from the site and analyzed to obtain the information necessary for the transport evaluation and RNA demonstration. Physical and chemical data collected under this program were supplemented (where necessary) with data collected during previous site characterization investigations and monitoring events. Biodegradation of fuel hydrocarbons can occur when an indigenous population of hydrocarbon-degrading microorganisms is present in the subsurface, and sufficient concentrations of electron acceptors, nutrients, and electron donors (including fuel hydrocarbons) are available to these organisms. Several lines of chemical and geochemical evidence indicate that dissolved BTEX constituents are undergoing biodegradation within and downgradient from the contaminant source area.

The stated objectives of the investigation, 'to characterize the stratigraphy, depth to groundwater, groundwater flow directions, and the vertical and horizontal distribution of contaminants within the accelerated anaerobic biodegradation test plot and the intrinsic bioremediation test plot, ' were accomplished in a phased approach. The site stratigraphy was characterized based on the interpretation and correlation of recent cone penetrometer technology (CPT) logs with existing well logs. Depth to water and aerial groundwater flow directions across the study area were determined from contoured water-level measurements in new piezometers and existing monitor wells. The extent of contamination, both vertical and horizontal, was determined based on 'StrataProbe' groundwater sampling and laboratory analysis for selected target constituents. This report summarizes the work conducted, describes the details of the effort, and reports the conclusions. The activity portion of this report is divided into sections corresponding to the three phases of the fieldwork described in the work plan: CPT logging, soil and groundwater sampling, and piezometer installation.

(Parsons ES) to define the scope of work and procedures required to evaluate remediation by natural attenuation (RNA) of groundwater contaminated with chlorinated aliphatic hydrocarbons (CAHs) at Operable Unit 4 (OU 4), Hill Air Force Base (AFB), Utah. To this end, this work plan presents a preliminary conceptual model based on available data, and provides suggested protocols to fill the identified data gaps necessary to develop a more thorough conceptual model of groundwater flow and RNA at OU 4. The CAH plume covers an area of about 60 acres of which approximately 45 acres are off-base. Landfills have been identified as the primary source of the groundwater contamination. Trichloroethene (TCE) is the primary CAll contaminant. Leachate from the landfills has migrated into shallow groundwater and has been transported under the influence of steep hydraulic gradients to hillside discharge points. For the purposes of this WP, RNA is defined as a management strategy that relies on natural attenuation mechanisms to bring about a reduction in the total mass of contaminants dissolved in groundwater, and to control receptor exposure risks associated with this contamination. Natural attenuation is defined by the United States Environmental Protection Agency (USEPA) Offices of Research and Development (ORD) and Solid Waste and Emergency Response (OSWER), as follows: The biodegradation, dispersion, sorption, volatilization, and/or chemical and biochemical stabilization of contaminants to effectively reduce contaminant toxicity, mobility, or volume to levels that are protective ofhuman health and the ecosystem. As suggested by this definition, there are destrnctive and non-destmctive mechanisms of natural attenuation.
