Book excerpt: Master's Thesis from the year 2017 in the subject Communications - Journalism, Journalism Professions, grade: 4.00, Addis Ababa University (College of Journalism and Communications), course: Journalism and communiction, language: English, abstract: The government media are event oriented. They lack professional integrity for the public interest by ensuring transparency and accountability by exposing corruption and investigating crimes that hinder the national development process through ethical participation in the development activity in a process oriented manner and are not finding solutions for development problems through participating in the grassroots. Structural censorship, self-censorship of journalists, unethical conduct of journalists, professional limitations, law commitment of media leaders to enforce the policy, lower level of public culture of information exchange, trespassing of editorial policy and government official’s perception of DJ as a development success only reporting are challenging the practice. In contrast, privately-owned media in Ethiopia covers less development issues than the government media, gives very little time and space for the development issues of Ethiopia compared to the government media. But, in that little amount of coverage, they focus on government development actor’s failure and dissimulate non-state actor’s failure. Paradoxically, the private media in Ethiopia similar to government media are not applying investigative journalism and watchdog the public property. They have no role in exposing corruptions and crimes committed on public properties. Practically, they are also event oriented and Addis Ababa-based, one-sided story tellers more than the government media. Resource limitation (human, material and financial), wrong perception of government PR officers and officials towards private media and prohibition of information, government tax and null incentive for private media, lower level of public culture for information exchange and freedom of expression are the top line challenges which affected their coverage of development issues of the private media.

Book excerpt: Building an effective, inclusive, and accountable public administration has become a major point of attention for policymakers and academics in Ethiopia who want to realise sustainable development. This first handbook on Ethiopian Public Administration is written by Ethiopian academics and practitioner-academics and builds on PhD studies and conference papers, including studies presented at the meetings of the Ethiopian Public Administration Association (EPAA), established in 2016. Public Administration in Ethiopia presents a wide range of timely issues in four thematic parts: Governance, Human Resources, Performance and Quality, and Governance of Policies. Each of the individual chapters in this volume contributes in a different way to the overarching research questions: How can we describe and explain the contexts, the processes and the results of the post-1990 politico-administrative reforms in Ethiopia? And what are the implications for sustainable development? This book is essential for students, practitioners, and theorists interested in public administration, public policy, and sustainable development. Moreover, the volume is a valuable stepping stone for PA teaching and PA research in Ethiopia.

Book excerpt: Not only is everyday conversation increasingly dependent on television, but more and more people are appearing on television to discuss social and personal issues. Is any public good served by these programmes or are they simply trashy entertainment which fills the schedules cheaply? Talk on Television examines the value and significance of televised public debate. Analysing a wide range of programmes including Kilroy, Donohue and The Oprah Winfrey Show, the authors draw on interviews with both the studio participants and with those watching at home. They ask how the media manage discussion programmes and whether the programmes really are providing new 'spaces' for public participators. They find out how audiences interpret the programmes when they appear on the screen themselves, and they unravel the conventions - debate, romance, therapy - which make up the genre. They also consider TV's function as a medium of education and information, finally discussing the dangers and opportunities the genre holds for audience participation and public debate in the future.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a critical political economic examination of the impact of increasingly concentrated global media industries. It addresses different media and communication industries from around the globe, including film, television, music, journalism, telecommunication, and information industries. The authors use case studies to examine how changing methods of production and distribution are impacting a variety of issues including globalization, environmental devastation, and the shifting role of the State. This collection finds communication at a historical moment in which capitalist control of media and communication is the default status and, so, because of the increasing levels of concentration globally allows those in control to define the default ideological status. In turn, these concentrated media forces are deployed under the guise of entertainment but with a mind towards further concentration and control of the media apparatuses many times in convergence with others

Book excerpt: Democracy is a concept reflecting European philosophies, struggles and concerns. Many Ethiopian ethnic groups have traditions which may offer more satisfactory and culturally acceptable foundations for a “sovereignty of the people” through time-honored ways of voicing political ideas, ironic observations and vital interests. In line with modern urban life Ethiopians also organize and express their interests in non-governmental organizations, the independent press and advocacy groups representing political and social alternatives. The contributors to this book analyze the democratic potential of these movements and practices, their ability to give a voice to the view from below and their potential contribution to a more genuine participation by the majority of Ethiopians in democratic decision making and bringing the sovereignty of the people a step closer to reality.

Available in PDF, EPUB and Kindle. Book excerpt: This book gives an overview of current debates surrounding press freedom in Africa in response to ongoing contestations between media and governments on the continent. Through case studies of individual African countries as well as international comparisons, a wide range of global contributors provide critical assessments of the state of press freedom on the continent and critical perspectives on the dominant discourses around freedom and democracy. Some fear an alarming slide towards a media-intolerant environment in South Africa, and the proposed Media Appeals Tribunal and the Protection of State Information Bill (POSIB) have met with strong criticism from journalism practitioners and educators. This book examines these and other recent developments seen to represent a threat to press freedom on the African continent. Contributors to the volume take a comparative look at the situation in South Africa within a broader, global context of transitions to democracy and globalised marketization of the media, as well as inspecting specific African examples that may serve to illuminate broader trends. Case studies from different African countries are examined, but in the process the discourses around press freedom are also subjected to critical scrutiny. Critics state that the South African media are not without fault, and that part of journalism scholarship’s role is to continue to point to these shortcomings and to suggest ways of improving the media’s democratic responsibility. Press Freedom in Africa provides a range of perspectives on the heated debates surrounding press freedom. It illustrates the importance of research-based, scholarly interventions into the often emotional and rhetorical debates surrounding the role of the media in African society. This book was originally published as a special issue of Ecquid Novi: African Journalism Studies.

Book excerpt: This book evaluates the efficiency and growth of the Ethiopian air transport sector through careful analysis. It provides essential research input for air transport industry practitioners in planning and resource management as well as for academics of advanced efficiency analysis who need to work and study in airports and the airline industry. The book analyzes the theoretical and practical implications of air transport growth determinants, airports' cost and production efficiency, including labor use efficiency by taking their respective determinant factors. The findings and policy implications of each research work provide important inputs for government policymakers and air transport planners to consider the causality of economic growth versus airlines growth and other determinants, to take lessons on the proper resource allocation in the application of airport cost and production efficiency, human capital, investment cost, price of capital, and labor inputs during the development and expansion of airports and airlines. This book is the first of its kind on the Ethiopian air transport industry and serves as a much-needed reference for the African air transport industry as well as other developing countries in terms of airport costs, production, labor use efficiency and airline growth perspectives.

Available in PDF, EPUB and Kindle. Book excerpt: In this broad-ranging text, Peter Dahlgren clarifies the underlying theoretical concepts of civil society and the public sphere, and relates these to a critical analysis of the practice of television as journalism, as information and as entertainment. He demonstrates the limits and the possibilities of the television medium and the formats of popular journalism. These issues are linked to the potential of the audience to interpret or resist messages, and to construct its own meanings. What does a realistic understanding of the functioning and the capabilities of television imply for citizenship and democracy in a mediated age?
