This report is an update to a similar report completed by PNNL in 2002 (Lucas 2002) that compared the 1992 MEC to the 2000 IECC.

Book excerpt: The effects of climate change caused by the release of greenhouse gases (GHG) are a growing concern for state governments in the United States. The majority of state governments have attempted to mitigate GHG emissions through energy efficiency programs to combat the rising demand for electricity. In order to manage the increasing demand for electricity, states have adopted International Energy Conservation Codes (IECC) for new residential buildings to offset the demand for energy. This paper studies the relationship between state level residential building codes and electricity consumption rates. Using state-level panel data, I construct a database of state residential building code adoptions and energy use from 2000-2010 to measure the relationship between state regulation and residential electricity consumption using an OLS Fixed Effects model. My most conclusive findings suggest that there is a negative association between specific code adoption and electricity consumption, but only in states with low rates of new residential construction. I find that the adoption of the 2006 IECC building code in states with low rates of new residential construction is associated with a 1.7 percent decrease in electrical consumption per 10,000 residents. I also find that the adoption of an up-to-date building code is associated with a .7 percent decrease in electrical consumption per 10,000 residents in states with low rates of new residential construction.

This equates to $500 million in residential energy expenditures every year, or approximately 50 trillion Btu. This study investigated the levels of home energy efficiency and potential energy savings throughout Wyoming by focusing on the effectiveness of residential model energy codes and the feasibility of achieving Zero Energy for homes within the state. The residential energy code of focus was the International Energy and Conservation Code (IECC). To address the path to Zero Energy, a case study of the National Institute of Standards and Technology (NIST) Net-Zero Energy Test Facility (NZERTF) was performed. Adopting the IECC is determined to be beneficial for Wyoming. The major challenge in adopting the IECC throughout the state is accommodating the enforcement of an energy code. The NZERTF is determined to be successful in achieving Zero Energy in a colder climate, yet its high costs limit its effectiveness as a national Zero Energy demonstration home and thus its effectiveness in Wyoming.

Book excerpt: In 2001, the Texas State Senate passed Senate Bill 5 to reduce ozone levels by encouraging the reduction of emissions of NOx that were not regulated by the Texas Natural Resource Conservation Commission, including point sources (power plants), area sources (such as residential emissions), road mobile sources, and non-road mobile sources. For the building energy section, the Texas State Legislature adopted the 2000/2001 International Energy Conservation Code, as modified by the 2001 Supplement, as the state's building energy code. The 2000/2001 IECC is a comprehensive energy conservation code that establishes a standard for the insulation levels, glazing and cooling and heating system efficiencies through the use of prescriptive and performance-based provisions. Therefore, the purpose of this research is to improve the accuracy of a 2000/2001 IECC-compliant performance simulation using the DOE-2.1e simulation program to investigate the energy performance of a typical single-family house. To achieve this purpose, several objectives had to be accomplished, including: 1) the development of an IECC-compliant simulation model, 2) the development and testing of specific improvements to the existing code-traceable model, 3) the calibration and installation of sensors in a case-study house, 4) the validation of the improved simulation model with measured data from the case-study house, and 5) use the validated model to simulate the energy-conserving features of single-family residences that cannot be simulated with existing versions of the DOE-2.1e program. In order to create the code-traceable IECC-compliant simulation model, a base-case house simulation was created and the results calibrated with measured energy and environmental data from the case-study house. This was done in order to obtain an improved simulation model that would more accurately represent the case-study building. The calibrated model was then used to verify the accuracy of the improved simulation methods against previous models and measured data. After validation of the new simulation methodologies, the IECC simulation model was used to simulate different energy-conserving features for a single-family residence that could not be simulated with the previous version of the DOE-2 input file. Finally, areas for future work were identified in an effort to continue to improve the model.

Home owners will experience an annual cost savings of about $80 a year by complying with the 2009 IECC because reduction to energy bills will more than compensate for increased mortgage payments and other costs.

Pacific Northwest National Laboratory (PNNL), funded by DOE, conducted an assessment of the prospective impacts of national model building energy codes from 2010 through 2040. A previous PNNL study evaluated the impact of the Building Energy Codes Program; this study looked more broadly at overall code impacts. This report describes the methodology used for the assessment and presents the impacts in terms of energy savings, consumer cost savings, and reduced CO2 emissions at the state level and at aggregated levels. This analysis does not represent all potential savings from energy codes in the U.S. because it excludes several states which have codes which are fundamentally different from the national model energy codes or which do not have state-wide codes. Energy codes follow a three-phase cycle that starts with the development of a new model code, proceeds with the adoption of the new code by states and local jurisdictions, and finishes when buildings comply with the code. The development of new model code editions creates the potential for increased energy savings. After a new model code is adopted, potential savings are realized in the field when new buildings (or additions and alterations) are constructed to comply with the new code. Delayed adoption of a model code and incomplete compliance with the code's requirements erode potential savings. The contributions of all three phases are crucial to the overall impact of codes, and are considered in this assessment.

Book excerpt: In light of the pressing impacts of climate change and rising demand for electricity, many state governments have adopted International Energy Conservation Codes (IECC) and the Energy Standard for Buildings Except Low-Rise Residential Buildings (ASHRAE 90.1) for new commercial buildings. This paper investigates the relationship between commercial building energy codes and electricity consumption on the state level. Using state-level data on commercial building code adoption and electricity use from 2004 to 2015 in OLS and fixed-effects models, I found a negative relationship between building energy code adoption and electricity consumption. States adopting the building energy codes between 2004 and 2015 are associated with a 1,968.974 million kilowatthours less electricity consumption in the commercial sector, enough to power about 18,300 households per year. However, using a fixed-effects model with a one-year lagged effect, I found a positive relationship between building code adoption and electricity consumption. In this model specification, states adopting building energy codes in the previous year are associated with a 606.918 million kilowatthours increase in annual average electricity consumption in the commercial sector, which indicates the importance of compliance with codes. The inconsistent results indicate a need for future study, which could include additional data, such as compliance with codes, number of new commercial buildings, and building activities.
