Given the relative novelty of RBM in the region, however, there is scant literature on the subject. This book is intended to fill this gap in two ways. First, it seeks to describe some of the basic RBM concepts and adapt them according to regional characteristics. Second, it presents an assessment, based on studies carried out in 25 countries, of the challenges facing LAC countries and their capacity to implement results-based public management.

Because the nature of the phenomenon varies across countries, its development impact and policy implications are also likely to differ in ways that are still largely unknown. This book helps fill the gap by exploring, in the specific context of Latin America and Caribbean countries, some of the main questions faced by policymakers when trying to respond to increasing remittances flows. The book relies on cross-country panel data and household surveys for 11 Latin American countries to explore the development impact of remittance flows along several dimensions: growth, poverty, inequality, schooling, health, labor supply, financial development, and real exchange rates.

It is observed that overall users trust macroeconomic statistics in Guatemala. Data-producing agencies viewed TA and training provided by Statistics Department, IMF during 1998–2015 as most effective to improving the quality of statistics. There is broad recognition of the Bank of Guatemala’s key role in producing and disseminating statistics. There was consensus that TA and training were effective and helped enhance data quality of all datasets, but to a modest extent Government Finance Statistics and Producer Price Index. The effectiveness of TA largely depends on capacity built in the main data-producing agencies.

Book excerpt: The international community has donated nearly one trillion dollars during the last four decades to reconstruct post-conflict countries and prevent the outbreak of more civil war. Yet reconstruction has eluded many of these countries, and 1.9 million people have been killed in reignited conflict. Where did the money go? This book documents how some leaders do bring about remarkable reconstruction of their countries using foreign aid, but many other post-conflict leaders fail to do so. Offering a global argument that is the first of its kind, Desha Girod explains that post-conflict leaders are more likely to invest aid in reconstruction when they are desperate for income and thus depend on aid that comes with reconstruction strings attached. Leaders are desperate for income when they lack access to rents from natural resources or to aid from donors with strategic interests in the country. Using data on civil wars that ended between 1970 and 2009 and evidence both from countries that succeeded and from countries that failed at post-conflict reconstruction, Girod carefully examines the argument from different perspectives and finds support for it. The findings are important for theory and policy because they explain why only some leaders have the political will to meet donor goals in the wake of civil war. The findings also shed light on state-building processes and on the political economy of postconflict countries. Paradoxically, donors are most likely to achieve reconstruction goals in countries where they have the least at stake.

The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

For the Mam Maya municipality of Todos Santos Cuchumatán, inhabited by a predominantly indigenous peasant population, the aftermath of war and genocide resonates with a long-standing tension between state techniques of governance and ancient community-level power structures that incorporated concepts of kinship, gender, and generation. Showing the ways in which these complex histories are interlinked with wartime and enduring family/class conflicts, Maya after War provides a nuanced account of a unique transitional postwar situation, including the complex influence of neoliberal intervention. Drawing on ethnographic field research over a twenty-year period, Jennifer L. Burrell explores the after-war period in a locale where community struggles span culture, identity, and history.
