Book excerpt: Ecuador's poor economic performance is not solely nor mainly the result of high volatility, but rather the result of poor economic management and, especially, weak productivity growth. This connection between productivity and economic growth has become even more relevant in recent years, after Ecuador decided to adopt the US dollar as the national currency in 2000, hence forgoing the option of using exchange rate policy to generate temporary increases in competitiveness and growth. Although the decision to dollarize undoubtedly improved the investment climate, reassured potential investors and hence, potentially increased the capacity of the economy to create employment and reduce poverty, sustained increases in productivity will be required to maintain positive growth rates and declining poverty rates in the future. As a consequence, the focus of this report is on productivity growth and its effect on employment, income and, most importantly, poverty. The report pays special attention to the relationship between poverty and the productive sectors, both from a macroeconomic and a microeconomic point of view, and both in urban and rural areas. In following this approach, it not only complements the previous Ecuador Poverty Assessment (World Bank, 2000c), which focused mainly on poverty and social services, but also provides important insights regarding the relationship between economic growth, productivity and employment generation on the one hand, and poverty reduction on the other. Moreover, in thinking about poverty, the report concentrates on monetary, rather than on non- monetary aspects of well-being, since it is the former that appears to be more intimately linked to the evolution of GDP and productivity growth and, hence, has exhibited little improvement over the past years - namely, while social outcomes and access to basic services in Ecuador have improved slowly but continuously since 1980, the national consumption-based poverty rate increased from 40 to 45 percent between 1990 and 2001, as discussed below, with much larger increases in urban areas. . Finally, the report makes use of a variety of sources, both quantitative and qualitative, as well as of existing work in order to provide policy recommendations that will help Ecuador and its government design an effective poverty reduction strategy based on economic and productivity growth.

Book excerpt: Improving the investment climate in Ecuador is essential for taking advantage of the opportunities provided by a Free Trade Agreement with the US., as well as for promoting sustained growth and poverty reduction, through higher levels of productivity growth and foreign direct investment. A free trade agreement with the U.S. would provide an important opportunity for increasing Ecuador's degree of integration in the world economy. However, the welfare gains from such a treaty depend on the country's ability to adjust the structure of its economy, as a response to the changes in relative prices caused by trade liberalization, while at the same time avoiding substantial increases in unemployment. Such an efficient adjustment process requires, in turn, that Ecuador manages to improve its overall investment climate, so that resources can move towards the sectors in which their productivity is highest. This report identifies the critical constraints on firms' productivity in Ecuador, and provides policy recommendations for addressing them. The analysis presented hereby is based on a detailed evaluation of the investment climate in Ecuador, using a unique database of manufacturing firms interviewed. The Investment Climate Survey (ICs) covers a stratified sample of firms, and encompasses five provinces - Azuay, Guayas, Manabi, Pichincha and Tungurahua - and manufacturing sectors - oil-derived products, food, beverages, textiles, garments, leather products, wood products, chemicals, rubber and plastic products, and metal products. The results of the ICs indicate that deficiencies in all five areas of the investment climate affect the productivity of Ecuadorian firms, and increase their cost of doing business. Overall, the combined results of intra-national, and international simulations suggest that a national agenda aimed at improving the investment climate, should encompass actions to achieve at least the following objectives: Reduce delays at customs; Reduce the current levels of criminality and corruption; Improve the reliability of infrastructure services; Make bank finance available to a larger fraction of Ecuadorian firms; Increase the amounts of resources invested by firms in research and development activities. The report combines the results of the ICs with other sources of information, in an attempt to provide a diagnosis of the problems that are found in each of the areas of the investment climate that were found to be of greater importance.

We attempt to analyze, both theoretically and empirically, the relationship between tourism and development. There have been an enormous number of studies explaining how tourism can affect the various dimensions of development. However, no research has been undertaken to simultaneously empirically examine the impact that changes in tourism expansion has on poverty, human development, and economic growth. To this end, we propose a cointergation methodology with an error correction model to estimate the impact of tourism expansion on poverty, human development, and economic growth. This study employs time series data from 1988 to 2008 as well as a Granger causality test to examine the hypothesized relationships. The five most important results are, first, that tourism seems to have distinguishable effects on reducing poverty. In the case of Ecuador, a tourism poverty nexus exists and it helps fight poverty in terms of intensity, inequality, and the proportion of poor. Secondly, economic growth is Ecuador is "pro-poor". Increases in economic growth have both short and long term effects on poverty reduction. Thirdly, tourism does not yet promotes human development but the other way around. Therefore a virtuous cycle between tourism and human development does not exist yet. Therefore, opportunities exist to further promote tourism in an attempt to support human development programs. Fourthly, economic growth promotes human development but human development does not yet promotes growth. These results suggest that Ecuador is in HD lopsided situation when it comes to economic growth and human development. Finally, the relationship between tourism and economic growth is bi-directional; the expansion of either sector promotes the growth of the other.

Book excerpt: The Assessment of Development Results (ADR) is an independent evaluation by the Evaluation Office (EO) which systematically assesses progress of key interventions by the United Nations Development Programme (UNDP) in countries receiving its support. The ADR in Sri Lanka is the seventy-fourth assessment conducted by the EO and the twenty-first conducted within the Asia-Pacific region, and the first such evaluation conducted in Sri Lanka. This ADR was conducted jointly with the Government of Sri Lanka with a view to strengthening the ownership of the evaluation results by national partners, and thereby its credibility and utility. For this purpose, a Joint Management Group (JMG) was set up with participation from both the Government and the EO. The JMG provided oversight to the evaluation which was conducted by an independent national team and guided by a professional evaluation manager from the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. We believethat this joint approach has helped the evaluation team collect inputs from a broad range of national partners and resulted in a report that is soundly rooted in the national reality making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. The evaluation found that UNDP had significantly helped the country overcome major challenges that emerged during the last decade. Today, Sri Lanka is looking at a new development path as a middle income country, and UNDP has been seeking to reposition itself to maintain its relevance in the new context. We therefore believe that the evaluation was very timely. Having provided the opportunity to take stock of what worked, and what did not, in the past decade, the evaluation proposes the mostuseful role UNDP can play in the future.

Most previous research has focused on education and household income in relation to which parent stays at home to take care of children, but the impact of wealth on fathers' child caretaking time investment has not been thoroughly considered. Prior research has not considered the child caretaking time of parents who remain engaged with the workforce. The purpose of this study is to examine the impact of wealth and class on father child caretaking time. Results show that household wealth is not significantly associated with father caretaking time. However, when wealth and father's educational attainment levels both increase, father caretaking time also increases. Conversely, father caretaking time also increases when fathers have lower educational attainment paired with debt. It appears that wealth and class do make a difference, but only if there is congruence between wealth/debt and educational attainment.
