In Latin American and Caribbean (LAC) countries, governments and public managers show increasing interest in this management strategy. Given the relative novelty of RBM in the region, however, there is scant literature on the subject. This book is intended to fill this gap in two ways. First, it seeks to describe some of the basic RBM concepts and adapt them according to regional characteristics. Second, it presents an assessment, based on studies carried out in 25 countries, of the challenges facing LAC countries and their capacity to implement results-based public management.

Book excerpt: Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services, can play a critical role in human development. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strengthen its partnerships with its associated funds and programmes in order to enhance the effectiveness of its initiatives in local governance -- Publishers website.

The ADR notes that UNDP is working in a challenging and multifaceted development context, where relatively high levels of gross domestic product per capita and political stability occur side by side with considerable poverty, underemployment, gender and social inequities, institutional capacity weaknesses and vulnerability to risk, including extreme weather events. The publication concluded that although UNDP has undertaken a subregional programme with a strong profile and reputation it has achieved only moderate progress towards longer-term outcomes. It also found that the UNDP subregional programme had many commendable features and is respected by stakeholders and partners due to its consistent focus on improving human and social development in the Eastern Caribbean.

As a comparative economic history, it examines why Colombia has seen lower growth rates than countries with similar institutions, culture and colonial origins, such as Argentina in 1870-1914, Mexico in 1930-1980, and Chile from 1982 onwards. While Colombia's history has shown relative macroeconomic stability, it has also shown a limited capacity for integrating into the world economy and embracing technological breakthroughs compared to the rest of the world, including steam, mass production and Information Technology. This volume thus moves away from the long-held view that institutional path dependence is the main determinant of differences in long-run economic growth across countries.
