Lessons learned from this assessment included: Leaving a menu of possible infrastructure sub-projects too open can lead to demands for specialist advice from disparate sectors that can be difficult to meet; if infrastructure investments are to promote sub-national economic development, their likely impacts should be made explicit through performance targets and indicators; project design should shy away from including objectives that purport a result that is not commensurate with the scale and scope of an operation, or not measurable; comparing outcomes in provinces (or in other sub-national jurisdictions) that received project assistance with outcomes in those that did not can be a sound approach to evaluation.

Argentina is still a young country in which the working-age population represents the largest proportion of its total population. Currently, the country just began a 30-year period with the most advantageous age structure of its population, which could favor greater economic growth. This situation, known as the 'demographic window of opportunity,' will last until the beginning of the 2040s. The dynamics of the fertility and mortality rates signify a gradual ageing of the population, with implications for various dimensions of the economy, the social protection system, public policies, and society in general. This book studies the opportunities and challenges that the demographic transition poses for the Argentine economy, its most important social sectors like the healthcare, education, and social protection systems, and the potential fiscal trade-offs that must be dealt with. The study shows that even though Argentina is moving through its demographic transition, it just recently began to enjoy the window of opportunity and this constitutes a great opportunity to achieve an accumulation of capital and future economic growth. Once the window of opportunity has passed, population ageing will have a significant impact on the level of expenditure, especially spending in the social protection system. This signifies a challenge from a fiscal policy point of view, because if long-term reforms are not undertaken to mediate these effects, the demographic transition will put pressure on the reallocation of fiscal resources among social sectors. Finally, population ageing poses concerns related to sustaining the rate of economic growth with a smaller working-age population. Taking advantage of the current window of opportunities, increasing savings that will finance the accumulation of capital, and increasing future labor force productivity in this way is a challenge for the Argentine economy.

Book excerpt: The paper uses a supply-side framework based on a production function approach to assess the role of structural reforms in boosting long-term GDP growth in Argentina. The impact of product, labor, trade, and tax reforms on each supply-side channel—capital accumulation, labor utilization, and total factor productivity, proxied with an efficiency estimate—is assessed separately and then combined to derive the total impact on growth. The largest effect of structural reforms, involving regulatory changes that promote competition and facilitate flexible forms of employment, comes through the productivity/efficiency channel. Pro-competition regulation also improves labor utilization, while lower entry barriers and trade tariffs are important for capital accumulation. Structural reforms could have substantial effects on Argentina’s long-term GDP growth; for example, an ambitious reform effort to improve business regulatory environment would add 1–11⁄2 percent to average annual growth of GDP.

Book excerpt: The 1992 creation of the National HIV/AIDS Program was a fundamental step for Argentina to reach the second lowest burden of HIV/AIDS in South America. From 2000 to 2010, Argentina further reduced the already low HIV/AIDS incidence of 15.9 per 100,000 by 25 percent and reduced the burden by 21 percent. This study analyzes the national and inter-provincial burden of disease, the demographics of new HIV cases, the demand and supply-sides of service delivery, and conducts a cost-benefit analysis of the National HIV/AIDS Program over the last decade. Though the National HIV/AIDS Program was an instrumental step towards these achievements, this book also examines other key programmatic innovations that have been essential to the country's success in the fight against HIV/AIDS, including the introduction of universal free antiretroviral treatment; a comprehensive legal framework for sexual and reproductive rights; the introduction of incentives and results-based financing in the HIV/AIDS program; electronic monitoring of supplies and medicines; and implementation of an electronic clinical governance system for improving the quality of care and patient follow-up, among others. Despite high costs of the Program, this study found the Argentine National HIV/AIDS Program is cost-beneficial. From 2000 to 2010, 4,379 potential lives were saved. Nonetheless, the fight against this epidemic poses continuous challenges, including a stubbornly high number of new infections among young men who have sex with men, inequalities in HIV/AIDS rates between provinces, insufficient coverage of HIV diagnostic testing, insufficient HIV testing of tuberculosis patients, low expenditure on HIV prevention, high comparative cost of antiretroviral treatment, and questions regarding the long-term financial sustainability of the AIDS program, considering the increasing number of patients in treatment.
