Book excerpt: Sonoma Developmental Center (SDC) is a State of-California run residential care facility that has been serving patients with severe developmental disabilities for over 120 years. The developed portions of SDC, including the Core Campus, roads, and surroundings buildings, encompass approximately 25% of the 945-acre property. The remaining 700 acres of land stretches across Sonoma Creek up the east slope of the mountain and include redwood forests, oak woodlands, grasslands rich in remnant native species, wetlands and lakes, and a lush riparian corridor. The property is home to threatened steelhead, endangered California freshwater shrimp, bobcats, mountain lions, and a suite of other wildlife species. The State of California expects to close the center in the near future and transition the existing patients to community-based care; the property would then be designated as surplus. SDC has the capacity to serve a broad array of health, economic, social, environmental, recreational, and aesthetic needs for Sonoma County and the North Bay region. The opportunity for cost-effective land conservation at SDC is innovative: because the property is in State ownership, it is legally possible to transfer the open-space, watershed and habitat lands to State and local parks for conservation, stewardship, management and public use at little to no cost. The resource assessment provides a comprehensive analysis of the range of resources represented on the SDC property in anticipation of closure and subsequent likelihood of development pressures that could lead to loss of opportunities for most of those uses.
