Book excerpt: In 1985, the New York State Legislature passed a law that allowed truck operators to apply for a permit, which would enable them to carry divisible loads in excess of that allowed by the federal limits. Since that year, a lot of such permits have been issued and are in use today. A divisible load permit allows a truck operator to carry increased loads on the truck enabling him to carry in one trip, the same load that would normally have taken him two or three trips without a permit. The prepermit truck movement is thus being replaced by a fewer number of trips with heavier loads. When a truck makes one trip with a heavier load (as against making two or three trips with lighter loads), it consumes less fuel, the truck driver ends up spending less time on the truck and fewer miles get added on to the truck, which results in a saving in the life of the truck. Hence divisible load permits save truck operators a lot of money in the form of reduced vehicle operating costs. These savings are the primary economic benefits to the truck operators and they finally trickle down to the people of New York State in the form of reduced prices of commodities (secondary economic benefits). In addition, these price decreases cause revenue declines in New York State's businesses, which may or may not be more than offset by the increased sales due to the decreased prices. These are the secondary economic consequences which will not be examined in this study. When any vehicle passes over a pavement, it tends to break it up. The amount of damage it causes to the pavement, is related to the fourth power of its axle loads. As a result, the one trip with a heavier load that the operator makes, when he has a permit, causes a far greater deterioration of the pavement, than the two or three trips with lighter loads that he would otherwise have made without a permit. This is in spite of the increased number of miles travelled by the truck, while making these two or three trips. Hence divisible load permits caused increased pavement damage to the roads of New York State (increased infrastructure costs). A permit truck survey was performed using a seven percent stratified random sample. The characteristics of the respondents of this survey, were found to be very similar to the characteristics of the sample and to the characteristics of the entire population of the permit vehicle fleet. Hence any conclusions made based on the characteristics of the respondents applied to the entire population of the permit vehicle fleet. In this analysis, the movements made by the responding permit trucks of the permit truck survey were recreated as if the trucks did not have a permit and were operating under the federal weight limits. The cost of the one trip with the heavier load with a permit and the two or three trips with lighter loads without a permit were calculated, and the difference between the two, then gave the savings of the vehicle operators. The calculation of the increased pavement damage caused by the divisible load permits, was based on the unit cost per Equivalent Single Axle Load-Mile (E.S.A.L.-Mile) principle. This is a means of calculating and comparing the damage done to the road by different vehicles having different axle configurations and weights. According to this principle, when an axle carrying a load of 18,000 pounds travels over a certain type of road (an Interstate, a State Highway or a Local Road), for a distance of 1 mile, it causes a unit damage to the road, equal to 1 Equivalent Single Axle Load-Mile (E.S.A.L.-Mile) for that road category. After examining several studies it was decided to use unit pavement damage costs per E.S.A.L.-Mile of 2 cents for Interstates, 6 cents for State Highways and 40 cents for Local Roads. The E.S.A.L.-Miles both before and after the recreation of trips under the federal weigh limits, on the three categories of roads, were worked out separately. The difference between the E.S.A.L.-Miles before and the E.S.A.L.-Miles after the recreation of trips on each road type, was then multiplied by the corresponding unit costs of 2, 6 and 40 cents and then summed up, to give the net additional damage to the roads of New York State by the divisible load permits. Divisible load permits, resulted in a primary economic savings of about $700 million to the New York State trucking industry and an increased pavement damage of about $67 million to the roads of New York State. The findings of this study seem to reinforce the general opinion of the trucking industry that the economic advantages accruing to the private sector by far outweigh the increased infrastructure costs imposed on the public sector.

Book excerpt: TRB Special Report 227 - New Trucks for Greater Productivity and Less Road Wear: An Evaluation of the Turner Proposal evaluates the approach to regulation of the size and weight of trucks using U.S. roads known as the Turner Proposal. This approach had its origin in a proposal put forth in a 1984 address to AASHTO by former Federal Highway Administrator Francis C. Turner. The approach evaluated by the committee differs in an important respect from Turner's original concept: in the committee's approach, use of the new trucks would be voluntary; that is, truck operators would be offered the choice of continuing with existing equipment and weight rules or adopting the new trucks with the new weight regulations. The committee designed a package of changes in size and weight limits, safety restrictions, and procedures regarding bridge deficiencies, routing, and enforcement that would be a practical regulatory scheme for implementing the Turner concept. The committee recommends that every state, with careful assessment of the risks and uncertainties, consider this proposal as a supplement to current size and weight regulations. If Turner trucks were adopted in all states according to the recommended rules, they would reduce the cost of shipping freight and would not degrade safety. The total cost of maintaining the road system would be reduced, although pavement wear savings would be partially offset by higher bridge costs. The committee that carried out this study identified two truck configurations outside the weight and length limits established by federal law that would offer greater productivity without increasing infrastructure or safety costs. These vehicles formed the basis for the configurations recommended in a later (2002) TRB report, Special Report 267: Regulation of Weights, lengths, and Widths of Commercial Motor Vehicles.

National projections predict that freight shipments will double in the next ten years. This increase in freight demand must be accommodated by increasing the number of trucks, increasing the weight of trucks, or both. It is quite obvious that increasing the number of heavy vehicles or the weight of heavy vehicles will inversely affect the bridge lifespan. Thus, congestion problem due to increased number of heavy vehicles must be addressed. Moreover, additional repetitive loading may cause fatigue cracking in these bridge superstructures and limit their service lives. The useful life of highway bridge superstructures is directly affected by trucks' configurations (e.g. gross vehicle weight, axle weight, and axle spacing), as well as the damages that occur in the bridge deck and in the main superstructure elements. Also, the damage magnitude depends on the construction material and the structure's components. Additionally, to maintain the bridge functionality, accelerated maintenance actions increases the associated bridge costs. In this dissertation, the weigh-in-motion (WIM) and bridge WIM (BWIM) recorded data were used to identify the main characteristics that widely affect the bridge's lifespan and cause serious fatigue stress problems due to the most prevalent trucks iv passing over the bridge. These characteristics include the configurations of the representative heavy vehicle, gross vehicle weight (GVW), axle weight (AW), axle spacing, and the characteristics of the bridge population sensitive to load effect and fatigue. Characteristics of typical trucks were synthesized and processed from acquired data. The total numbers of trucks with different axle configurations were recorded monthly during a certain period. Histograms of the percentage distribution of truck traffic classified by the number of axles in both directions were developed. The results showed that the most prevalent trucks were two-axle and five-axle. The gross vehicle weight data of these trucks was processed by a MATLAB program to predict the Generalized Extreme Value (GEV) of the GVW over a 1000 year return-period using the Extreme Value Theory (EVT). Accordingly, the axle's weights were calculated. In the same way, the axle's weights data were processed to estimate the extreme axle weights and, as well, the corresponding GVW. Characterizing the bridge population sensitive to load effect and fatigue was done based on a static and dynamic analysis of the estimated characterized truck, proposed 97-kip truck, and the current rating 80-kip truck, as well as the most frequent GVW. According to the recorded WIM data of two- and five-axle trucks, histograms were built to detect the most frequent GVW. Steel and concrete girder bridges of different spans were modeled by two filed-verified different computer programs, a commercial program (CSiBridge) and AASHTOWare program (Virtis), in addition to a limited case using LS-DYNA. The results provided the most critical sections and rating v factors of girders in different bridges' span lengths under selective heavy truck presence. Maintaining both the safety and serviceability of deteriorating highway bridge networks necessitates suitable bridge maintenance system (BMS) tools that can maximize cost effectiveness. Numerous experiments have been conducted to detect the long-term mechanical properties of the epoxy resin materials used in one of the most common techniques in strengthening and maintenance, namely, Fiber Reinforced Polymers (FRP) strengthening. Furthermore, Finite Element Analysis (FEA) models were developed, using the ANSYS software, to simulate the unstrengthened and FRP strengthened bridges with the original and aged properties of construction and retrofitting materials. These models were used to develop the bridge performance chart for the capacity of the bridge, with and without strengthening interventions, as a BMS tool. Increased freight demand may adversely affect the bridge's life-span. There were two different scenarios that may be applied when a current traffic situation changes. These scenarios either change the traffic (doubling the number of heavy vehicles) or change the traffic load (increase the heavy vehicle weight limit). Bridge analysis for the bridge's remaining life was done for both these scenarios. The synthesized recorded WIM data, along with the results of different specialized softwares (CSiBridge and Virtis), were used to calculate the total lifespan of steel bridges (steel component and concrete deck) following the AASHTO fatigue calculation procedures. The data compared the effect of heavier trucks to the effect of doubling the number of heavy vi vehicles under the present limits of the bridge's service life. The total number of maintenance periods was directly affected by the estimated service life of the bridge. The bridge cost and the whole life cost is directly impacted upon by the changing of the current traffic situation. Increasing the number and/or weight of heavy vehicles impacts cost. These costs are calculated using an NCHRP project program. Cost impact associated with different possible remedy actions was calculated. This cost impact was used to calculate the bridge's cost over the span of planning period (PP) of interest. Finally, as the research covers various aspects, starting with the vehicle characterization thru characterizing bridge population; providing the FE modeling approach of unstrengthened and FRP strengthened bridges, and ending with the investigation of the effect of increasing traffic and/or traffic loads on bridges' lifespan and the associated cost impact during a planning period of interest; it may be considered as a decision-making tool for departments of transportation (DOTs). These tools included a BMS, with the PP cost, for the current and future traffic situations, along with different remedy actions and cost impacts.

Though the gasoline-powered spark ignition engine will continue to be the dominant powertrain configuration even through 2030, such vehicles will be equipped with advanced technologies, materials, electronics and controls, and aerodynamics. And by 2030, the deployment of alternative methods to propel and fuel vehicles and alternative modes of transportation, including autonomous vehicles, will be well underway. What are these new technologies - how will they work, and will some technologies be more effective than others? Written to inform The United States Department of Transportation's National Highway Traffic Safety Administration (NHTSA) and Environmental Protection Agency (EPA) Corporate Average Fuel Economy (CAFE) and greenhouse gas (GHG) emission standards, this new report from the National Research Council is a technical evaluation of costs, benefits, and implementation issues of fuel reduction technologies for next-generation light-duty vehicles.
