The report concentrates on measurement of affordability problems using instruments based on eligibility measures of housing affordability. The study interviewed project administrators, thus providing a general overview regarding rent-geared-to-income setting policies for each of the sampled projects; reviewed the collection of administrative data on income and shelter costs used in the calculation of rents; and surveyed tenants of a sample of non-profit housing projects committed since 1985. This report reviews the methodology used in the research, provides details on the analyses conducted on the data as well as the resultant findings of real and artificial affordability problems, and presents recommendations for improvements to the income and shelter cost data collection sections of future CMHC questionnaires.

Book excerpt: Measuring housing affordability is a key challenge for most communities. Traditionally, the 30 percent rent-income ratio has been the cornerstone of housing affordability policies. Recently, however, a number of researchers have recommended new affordability measures. Given the complexity of determining realistic housing affordability, identifying the best and most appropriate measure is a challenge. This thesis is the first research attempt to develop a comprehensive methodological framework for the comparative assessment of commonly used housing affordability indicators. Six housing affordability measures were selected for analysis: NAR Housing Affordability Index, HUD Guideline, Amenity-Based Housing Affordability Index, H+T Affordability Index, Shelter Poverty Measure, and Self-Sufficiency Standard. These measures were compared in terms of their underlying standards, data accuracy, and comprehensiveness. Specific indicators for each of the three components were developed and applied to the six housing affordability indicators. Detailed analysis of the collected data revealed that the Self-Sufficiency Standard measure is the best measure of housing affordability among the six indicators analyzed. This measure outranks each of the other measures on all three dimensions of comparison. Therefore, it is recommended that local planners, stakeholders, and policymakers adopt the Self-Sufficiency Standard to assess housing affordability outcomes.

Book excerpt: The broadly accepted housing affordability indicator is calculated as the housing cost-to-income ratio. But this only takes into consideration two averaged variables: household housing costs and household income, both of which are ambiguous and misleading as an across-the-board average. An alternative system of housing affordability measurement is suggested in this paper based on disposable income left after accounting for housing expenses. In contrary to the broadly used conventional indicator, the proposed measurement takes into account different income groups, ages and types of households as well as the level of housing consumption. This indicator, combined with the "after housing poverty line" allows for the singling out of groups of households most in need of housing help, and therefore develop more informed housing polices. Based on the proposed system of measurement, an extensive empirical work is presented using the series of the ABS Income and Housing Surveys. The results demonstrate, from a new angle, the dynamics of housing affordability in Australia during the recent decade which leads to policy implications different to polices currently in use.

It uses the widely accepted measure of housing cost burden (the ratio of housing costs and income) as the measure of housing affordability for its analysis. Based on published data of the Joint Center for Housing Studies, it examines annual trends in rents, owner costs of housing, home prices and incomes over the period 1975 to 2001. The changes in the affordability situation over time are analyzed separately for renters and for owners. The paper also presents a picture of housing affordability in selected U.S. metropolitan areas for employees in different occupation groups. The paper concludes that the housing affordability problem for renters has been largely income-driven; on the other hand, for owners, changes in affordability have been related to changes in mortgage costs. A counter-cyclical monetary policy is seen as alleviating owner cost burdens during times of recession. The paper recommends that housing policy aimed at rental housing adopt a counter-cyclical focus, which it currently seems to lack.
