Book excerpt: Impact fees are one-time charges that are applied to new residential developments by local governments that are seeking funds to pay for the construction or expansion of public facilities, such as water and sewer systems, schools, libraries, and parks and recreation facilities. In the face of taxpayer revolts against increases in property taxes, impact fees are used increasingly by local governments throughout the U.S. to finance construction or improvement of their infrastructure. Recent estimates suggest that 60 percent of all American cities with over 25,000 residents use some form of impact fees. In California, it is estimated that 90 percent of such cities impose impact fees. For more than thirty years, impact fees have been calculated based on proportionate share of the cost of the infrastructure improvements that are to be funded by the fees. However, neither laws nor courts have ensured that fees charged to new homes are themselves proportionate. For example, the impact fee may be the same for every home in a new development, even when homes vary widely in size and selling price. Data show, however, that smaller and less costly homes have fewer people living in them and thus less impact on facilities than larger homes. This use of a flat impact fee for all residential units disproportionately affects lower-income residents. The purpose of this guidebook is to help practitioners design impact fees that are equitable. It demonstrates exactly how a fair impact fee program can be designed and implemented. In addition, it includes information on the history of impact fees, discusses alternatives to impact fees, and summarizes state legislation that can infl uence the design of local fee programs. Case studies provide useful illustrations of successful programs. This book should be the first place that planning professionals, public officials, land use lawyers, developers, homebuilders, and citizen activists turn for help in crafting (or recrafting) proportionate-share impact fee programs.

Although limited in scope to the process of costing safe water supply technologies, a proper use of this material lies within a larger setting considering the cultural, environmental, institutional, political and social conditions that should be used by policy decision makers in developing countries to promote sustainable development strategies. Costing Improved Water Supply Systems for Low-income Communities provides practical guidance to facilitate and standardize the implementation of social life-cycle costing to “improved” drinking-water supply technologies. These technologies have been defined by the WHO/UNICEF Joint Monitoring Programme for Water Supply and Sanitation, as those that, by the nature of its construction, adequately protect the source of water from outside contamination, in particular with faecal matter. The conceptual framework used has also been conceived to be applied to costing improved sanitation options. To facilitate the application of the costing method to actual projects, a basic tool was developed using Microsoft Excel, which is called a water supply costing processor. It enables a user-friendly implementation of all the tasks involved in a social life-cycle costing process and provides both the detailed and the consolidated cost figures that are needed by decision-makers. The scope and the limits of the costing method in a real setting was assessed through field tests designed and performed by local practitioners in selected countries. These tests were carried out in Peru and in six countries in the WHO regions of South-East Asia and the Western Pacific. They identified practical issues in using the manual and the water supply costing processor and provided practical recommendations. Spanning almost 1 million miles in the United States, distribution systems represent the vast majority of physical infrastructure for water supplies, and thus constitute the primary management challenge from both an operational and public health standpoint. Recent data on waterborne disease outbreaks suggest that distribution systems remain a source of contamination that has yet to be fully addressed. This report evaluates approaches for risk characterization and recent data, and it identifies a variety of strategies that could be considered to reduce the risks posed by water-quality deteriorating events in distribution systems. Particular attention is given to backflow events via cross connections, the potential for contamination of the distribution system during construction and repair activities, maintenance of storage facilities, and the role of premise plumbing in public health risk. The report also identifies advances in detection, monitoring and modeling, analytical methods, and research and development opportunities that will enable the water supply industry to further reduce risks associated with drinking water distribution systems.

Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.

Metropolitan areas are growing more diverse—especially with the influx of new immigrants—the population is aging, and the make-up of households is shifting. Singles and empty-nesters now surpass families with children in many suburbs. The contributors to this book review data on population, race and ethnicity, and household composition, provided by the Census's "short form," and attempt to respond to three simple queries: —Are cities coming back? —Are all suburbs growing? —Are cities and suburbs becoming more alike? Regional trends muddy the picture. Communities in the Northeast and Midwest are generally growing slowly, while those in the South and West are experiencing explosive growth ("Warm, dry places grew. Cold, wet places declined," note two authors). Some cities are robust, others are distressed. Some suburbs are bedroom communities, others are hot employment centers, while still others are deteriorating. And while some cities' cores may have been intensely developed, including those in the Northeast and Midwest, and seen population increases, the areas surrounding the cores may have declined significantly.
