It covers roughly 70 percent of Earth's surface and plays a pivotal role in the cycling of life's building blocks, such as nitrogen, carbon, oxygen, and sulfur. The ocean also contributes to regulating the climate system. Most of the primary producers in the ocean comprise of microscopic plants and some bacteria; and these photosynthetic organisms (phytoplankton) form the base of the ocean's food web. Monitoring the health of the ocean and its productivity is critical to understanding and managing the ocean's essential functions and living resources. Because the ocean is so vast and difficult for humans to explore, satellite remote sensing of ocean color is currently the only way to observe and monitor the biological state of the surface ocean globally on time scales of days to decades. Ocean color measurements reveal a wealth of ecologically important characteristics including: chlorophyll concentration, the rate of phytoplankton photosynthesis, sediment transport, dispersion of pollutants, and responses of oceanic biota to long-term climate changes. Continuity of satellite ocean color data and associated climate research products are presently at significant risk for the U.S. ocean color community. Assessing Requirements for Sustained Ocean Color Research and Operations aims to identify the ocean color data needs for a broad range of end users, develop a consensus for the minimum requirements, and outline options to meet these needs on a sustained basis. The report assesses lessons learned in global ocean color remote sensing from the SeaWiFS/MODIS era to guide planning for acquisition of future global ocean color radiance data to support U.S. research and operational needs.

Book excerpt: Earth’s atmosphere and oceans play individual and interconnected roles in regulating climate and the hydrological system, supporting organisms and ecosystems, and contributing to the well-being of human communities and economies. Recognizing the importance of these two geophysical fluids, NASA designed the Plankton, Aerosol, Cloud and ocean Ecosystems (PACE) mission to bring cutting edge technology to space borne measurements of the atmosphere and ocean. PACE will carry the Ocean Color Instrument (OCI), a radiometer with hyperspectral capability from the ultraviolet through the near-infrared, plus eight discreet shortwave infrared bands. Thus, OCI will measure the broadest solar spectrum of any NASA instrument, to date. PACE’s second instrument will be a Multi-Angle Polarimeter (MAP). MAP will be NASA’s first imaging polarimeter on board a comprehensive Earth science mission. These instruments bring new capability to the science community, but also new challenges. Fundamentals, such as basic radiative transfer models, require review, enhancements and benchmarking in order to meet the needs of the atmosphereocean communities in the PACE era. Both OCI and MAP will bring opportunities to continue heritage climate data records of aerosols and clouds and to advance characterization of these atmospheric constituents with new macrophysical and microphysical parameters. The ability to better characterize atmospheric constituents is a necessity to better separate ocean and atmosphere signals in order to fully realize the potential of PACE measurements for oceanic observations. Atmospheric correction in the PACE era must address the expanded wavelength range and resolution of OCI images, requiring new approaches that go beyond heritage algorithms. This Research Topic encompasses fundamental radiative transfer studies, with application to the atmosphere, ocean or coupled atmosphere-ocean system. It includes remote sensing of aerosols, clouds and trace gases, over ocean or over land, but with particular focus on algorithms that take advantage of OCI’s new capabilities or multi-angle polarimetry. The Research Topic embraces studies of atmospheric correction over ocean including addressing issues of aerosols, cloud masking, foam, bubbles, ice etc., as well as ocean bio-optics and biogeochemical studies taking advantage of the PACE and polarization spectral capabilities.

Borowitz examines policies governing the sharing of environmental satellite data, offering a model of data-sharing policy development and applying it in case studies from the United States, Europe, and Japan—countries responsible for nearly half of the unclassified government Earth observation satellites. Borowitz develops a model that centers on the government agency as the primary actor while taking into account the roles of such outside actors as other government officials and non-governmental actors, as well as the economic, security, and normative attributes of the data itself. Covering about 70% of Earth’s surface, oceans play a unique role for our planet and for our life – but large areas remain unexplored and are difficult to reach. Since the 1980s, Earth-orbiting satellites have helped to observe what is happening at the ocean surface. Sensors like CZCS, AVHRR, SeaWifs and MODIS provided the first ocean colour data from space. Starting in 2002, ESA's Medium Resolution Imaging Spectrometer (MERIS) on-board the environmental satellite Envisat, provided detailed information on phytoplankton biomass and concentrations of other matter in the global oceans. These satellite observations laid the groundwork for studying the marine environment and how it responds to climate change, and the research community has since delivered information on the variability of marine ecosystems. Part of this work is reflected in this stunning collection of peer-reviewed publications presented at the workshop, Colour and Light in the Ocean from Earth Observation (CLEO), held at ESA’s ESRIN site in Frascati, Italy, on 6–8 September 2016. The event attracted more than 160 participants from all over the world, including remote sensing experts, marine ecosystem modelers, in-situ observers and users of Earth observation data. Scientifically, the meeting covered applications in climate studies over primary productivity and ocean dynamics, to pools of carbon and phytoplankton diversity at global and regional scales. It also demonstrated the potential of Earth observation and its contribution to modern oceanography. Looking to the future, new satellites developed by ESA under the coordination of the European Commission will further our scientific and operational observations of the seas. With Sentinel-3A in orbit and its twin Sentinel-3B following in 2017, there is a new category of data available for operational oceanographic applications and climate studies for years to come. These data are free and easy to access by anyone interested. Science provides the knowledge necessary to realize the benefits and manage the risks of the ocean. Comprehensive understanding of the global ocean is fundamental to forecasting and managing risks from severe storms, adapting to the impacts of climate change, and managing ocean resources. In the United States, the National Science Foundation (NSF) is the primary funder of the basic research which underlies advances in our understanding of the ocean. Sea Change addresses the strategic investments necessary at NSF to ensure a robust ocean scientific enterprise over the next decade. This survey provides guidance from the ocean sciences community on research and facilities priorities for the coming decade and makes recommendations for funding priorities.
