MACCS2 uses a straight-line Gaussian model for atmospheric transport and dispersion. This model has been criticized as being overly simplistic, although only expected values of metrics of interest are used in the regulatory arena. To test the assumption that averaging numerous weather results adequately compensates for the loss of structure in the meteorology that occurs away from the point of release, average MACCS2 results have been compared with average results from a state-of-the-art, 3-dimensional LODI (Lagrangian Operational Dispersion Integrator)/ADAPT (Atmospheric Data Assimilation and Parameterization Technique) and a Lagrangian trajectory, Gaussian puff transport and dispersion model from RASCAL (Radiological Assessment System for consequence Analysis). The weather sample included 610 weather trials representing conditions for a hypothetical release at the Central Facility of the Department of Energy's Atmospheric Radiation Measurement site. The values compared were average ground concentrations and average surface-level air concentrations at several distances out to 100 miles (160.9 km) from the assumed release site.

Book excerpt: A Lagrangian particle model was applied to estimating emission strength and air pollutant concentrations specifically for the short-range dispersion of an air pollutant in the atmospheric boundary layer. The model performance was evaluated with experimental data. The model was then used as the platform of parametric uncertainty analysis, in which effects of uncertainties in five parameters (Monin-Obukhov length, friction velocity, roughness height, mixing height, and the universal constant of the random component) of the model on mean ground-level concentrations were examined under slightly and moderately stable conditions. The analysis was performed under a probabilistic framework using Monte Carlo simulations with Latin hypercube sampling and linear regression modeling. In addition, four studies related to the Lagrangian particle modeling was included. They are an alternative technique of formulating joint probability density functions of velocity for atmospheric turbulence based on the Koehler-Symanowski technique, analysis of local increments in a multidimensional single-particle Lagrangian particle model using the algebra of Ito integrals and the Wagner-Platen formula, analogy between the diffusion limit of Lagrangian particle models and the classical theory of turbulent diffusion, and evaluation of some proposed forms of the Lagrangian velocity autocorrelation of turbulence.

Book excerpt: Many atmospheric transport and dispersion models now exist to provide consequence assessment during emergency response to near-field releases. One way of estimating the uncertainty for a given forecast is to statistically analyze an ensemble of results from several models. This paper discusses the involvement of the Savannah River Technology Center (SRTC) in a European Union program, ENSEMBLE. This program utilizes an internet-based system to ingest transport results from numerous modeling agencies. SRTC uses a prognostic atmospheric numerical model to provide three-dimensional and time-varying meteorology as input to a stochastic Lagrangian particle model. This modeling system provides better resolution than is typically available using standard large-scale weather products and Gaussian plume models. The model design is discussed, as well as results from other modeling agencies during a series of exercises conducted over a two-year period. The exercises assumed hypothetical releases f rom various locations throughout Europe, with each agency delivering results as quickly as possible. The design used by SRTC is shown to successfully provide model results for each of the events in a relatively short time period, and to be versatile enough to handle assumed sources of varying geometry, strength and duration. Plots showing agreement among models for integrated concentration above a certain threshold value for the exercises indicate that the SRTC modeling system qualitatively captures similar plume characteristics provided by the other modeling agencies.

With such agreements will come the need for all nations to make accurate estimates of greenhouse gas emissions and to monitor changes over time. In this context, the present book focuses on the greenhouse gases that result from human activities, have long lifetimes in the atmosphere and thus will change global climate for decades to millennia or more, and are currently included in international agreements. The book devotes considerably more space to CO2 than to the other gases because CO2 is the largest single contributor to global climate change and is thus the focus of many mitigation efforts. Only data in the public domain were considered because public access and transparency are necessary to build trust in a climate treaty. The book concludes that each country could estimate fossil-fuel CO2 emissions accurately enough to support monitoring of a climate treaty. However, current methods are not sufficiently accurate to check these self-reported estimates against independent data or to estimate other greenhouse gas emissions. Strategic investments would, within 5 years, improve reporting of emissions by countries and yield a useful capability for independent verification of greenhouse gas emissions reported by countries.

The method of Bayesian inversion is demonstrated, and a new method is introduced to a class of similar problems where established methods are not applicable. First, A new regression based methodology was developed and applied to observations of atmospheric methanesulfonic acid mass concentrations at Alert, Nunavut. The methodology was used to compare the importance of phytoplankton blooms vs. the ice-free ocean as sources of the dimethylsulfide precursor, and to compare the importance of bromine monoxide vs. hydroxyl as agents oxidizing dimethylsul de to methanesulfonic acid. These issues are relevant to the application of methanesulfonic acid concentrations in ice cores to determine historic sea ice properties. The analysis indicated that source regions to Alert during the spring are primarily ice-free ocean with a significant contribution from ice edge blooms, and during the summer to be dominated by the ice-free ocean. The model also indicated that oxidation of DMS by BrO was the dominant source of MSA in the spring, while DMS oxidation by OH was the dominant source in the summer. Secondly, Bayesian inversion was applied to observations of atmospheric elemental carbon mass concentrations at Tsinghua University in Beijing, China. The analysis provided evidence that current bottom-up elemental carbon emissions estimates in northern China are likely underpredicted. Global chemical transport models show ubiquitous underestimates of the atmospheric burden of elemental carbon, especially near large sources of emissions. Northern China is among the regions with the most intensive elemental carbon emissions in the world, and an underestimate of emissions in this region may be partially responsible for the global chemical transport model underestimates.
