Book excerpt: Ghana is currently facing two major trade policy adjustments - the economic community of West African states (ECOWAS) common external tariff (CET) is a significant milestone within the long history of regional integration in West Africa. In addition to the CET, Ghana faces the economic partnership agreement (EPA) with the European Union, which has been designed to build on the CET in West Africa. This study aims to enhance the debate by presenting an intuitive and data-driven technical perspective on the likely effects of the CET and the EPA. The study seeks to improve the information available to policy makers in Ghana. This is highly relevant, as the CET currently awaits parliamentary approval and the EPA will soon also require ratification. The study also aims to expand the information with which policy makers can develop accompanying policies to support and derive maximum benefit from the CET and EPA trade reforms. The first stage of the study employs the trade reform impact simulation tool (TRIST), which was developed by the World Bank. The study uses the finalized CET and EPA tariff schedules at the most detailed (10-digit) tariff line level, and 2013 customs excise and preventive service (CEPS) data on imports, exemption rates, tariff revenue, value-added tax (VAT), and national health insurance levy (NHIL) revenue, excise duty, and the over-age penalty for vehicles. The report presents the results for six scenarios: (1) the effect of the CET only, which is to be implemented before the end of 2015; the effect of each stage of the EPA implemented on top of the CET, (2) CET + EPA2020, (3) CET + EPA2025, (4) CET + EPA2030, (5) CET + EPA2035, and (6) the net effect of the EPA, where the EPA is implemented from a baseline where the CET is already in place (EPA2035 from CET). The study is structured as follows: section one gives introduction. Section two summarizes the market access content of the CET and EPA. Section three analyzes the effects of each reform on revenues and imports, section four looks at the effects on consumers, and section five examines the effects on firms' competitiveness and jobs. Section six looks at potential accompanying measures and section seven concludes.

Book excerpt: Despite recent modifications, the Economic Partnership Agreement (EPA) between the European Union (EU) and West African (WA) countries is still being criticized for its potential detrimental effects on WA countries. This paper provides updated evidence on the impact of the EPA on these countries. A dynamic multicountry, multisector computable general equilibrium trade model with modeling of the dual-dual economy and with a consistent tariff aggregator is used to simulate a series of new scenarios that include updated information on the agreement. We also go beyond estimating macrolevel economic effects to analyze the impacts on poverty. The policy simulation results show that the implementation of the EPA between the EU and WA countries would have marginal but positive impacts on Burkina Faso and Côte d’Ivoire and negative impacts on Benin, Ghana, Nigeria, Senegal, and Togo. The impact on poverty indicators in Ghana and Nigeria would be marginal. From the perspective of WA countries, this study supports the view that recent EU concessions are not sufficient and that domestic fiscal reforms are needed in WA countries themselves.

The authors find that, under standard import price and substitution elasticity assumptions, eliminating tariffs on all imports from the European Union would increase ECOWAS' imports from the European Union by 10.5-11.5 percent for selected ECOWAS countries, namely Cape Verde, Ghana, Nigeria, and Senegal. This increase in imports would be accompanied by a 2.4-5.6 percent decrease in total government revenues, owing mainly to lower fiscal revenues. Tariff revenue losses should represent 1 percent of GDP in Nigeria, 1.7 percent in Ghana, 2 percent in Senegal, and 3.6 percent in Cape Verde. However, the revenue losses may be manageable because of several mitigating factors, in particular the likelihood of product exclusions, the length of the agreement's implementation period, and the scope for reform of exemption regimes. The large country-by-country differences in fiscal revenue loss suggest that domestic tax reforms and fiscal transfers within ECOWAS could be important complements to the agreement's implementation.

Several studies suggest that for certain products and countries, the value of informal trade may meet or even exceed the value of formal trade. This paper provides a review of existing efforts to measure informal trade. We list 18 initiatives aimed at measuring ICBT in Africa. The paper also summarizes discussions conducted with many stakeholders in Africa between December 2016 and May 2018 regarding the measurement, the determinants, and the implications of ICBT. The methodologies used to measure ICBT in Africa differ widely, but they do confirm that informal trade in Africa is both sizeable and volatile. Both evidence on the determinants of ICBT and discussions with stakeholders suggest that policies should aim to reduce the existing costs associated with formal trade and provide positive incentives for traders and producers to move into the formal economy in order to avoid the loss of economic potential stemming from informal trade.
