De fait, l'action publique y est souvent abordée sous l'angle de ses défaillances, selon une vision normative de l'État et de son rapport au territoire. Mes recherches doctorales visent à mobiliser les outils de la géographie pour porter un nouveau regard sur l'État libanais, en interrogeant la dimension spatiale de sa construction et de ses recompositions dans la période contemporaine. J'ai choisi d'aborder ce sujet à travers l'observation des politiques publiques de l'eau et de l'assainissement, et plus particulièrement de leur réforme, engagée au Liban depuis 2000. Celle-ci a pour objet une réorganisation institutionnelle et territoriale du secteur s'inspirant des paradigmes de la « bonne gouvernance » et du « développement durable», constitués en nouvelles normes mondiales des politiques d'intervention dans le domaine de l'eau. Une telle entrée me permet de ne pas prendre la faiblesse de l'État pour acquise et sa territorialité comme un objectif jamais atteint, mais bien plutôt de tenter de saisir la construction d'une spatialité étatique spécifique, fruit de la construction lente des services d'eau et d'assainissement, comme de la transcription de modèles globaux dans le contexte institutionnel et politique libanais. J'ai cherché pour cela à saisir la place et le rôle des acteurs publics dans la production territoriale à différentes échelles, mais aussi leurs interactions avec des acteurs du développement international omniprésents, comme avec des forces politiques et notabiliaires, qui à la fois constituent et contestent l'État.

The Syrian crisis and its political, economic and demographic consequences on Lebanon have increased these tensions. This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.
