Book excerpt: A growing literature in economics has analyzed the effects of psychological interventions designed to boost individual aspirations as a strategy to increase investments with long-term returns and thus reduce poverty. This paper reports on a randomized controlled trial evaluating a short video-based intervention designed to increase aspirations of adults in poor rural Ethiopian households, all of whom are beneficiaries of the Productive Safety Net Program, the main government safety net program in Ethiopia. Evidence from a sample of 5258 adults from 3220 households is consistent with the hypothesis that there is no evidence that the aspirations treatment had any significant effects on self-reported aspirations for the household, educational investment in children, or savings nine months post-treatment, suggesting that the effect of light-touch aspirations treatments for extremely poor adults may be limited in this context.

Book excerpt: In recent years, a growing literature has examined the potential of multifaceted, intensive “graduation model” interventions that simultaneously address multiple barriers constraining households’ exit from poverty. In this paper, we present new evidence from a randomized trial of a lighter-touch graduation model implemented in rural Ethiopia. The primary experimental arms are a bundled intervention including a productive transfer valued at $374 (randomly assigned to be cash or an equivalent value in poultry), training, and savings groups; a simpler intervention including training and savings groups only; and a control arm. We find that three years post-baseline, the intervention inclusive of the transfer leads to some increases in assets, savings, and cash income from livestock, though there is no shift in consumption or household food security; these effects are consistent regardless of the modality of the transfer (cash versus poultry). The effects of training and savings groups alone are minimal.

Book excerpt: We study the role of a multifaceted ultra-poor graduation program in protecting household wellbeing and women’s welfare from the effects of localized droughts in Ethiopia. We use data from a large experimental trial of an integrated livelihood and nutrition intervention that supplemented the consumption support provided by Ethiopia’s Productive Safety Net Program (PSNP), conducted within a sample in which all households were beneficiaries of the PSNP. We match three rounds of household survey data to detailed satellite weather data to identify community-level exposure to droughts. We then exploit random assignment to the graduation program to evaluate whether exposed households show heterogeneous effects of drought on household food security and livestock holdings, women’s diets and nutritional status, and prevalence of intimate partner violence (IPV). We find that droughts have substantial negative effects on these outcomes, but the intervention serves to consistently moderate these effects, and for some outcomes (particularly diets and nutrition and IPV), the intervention fully protects households from any adverse drought affects. A further analysis exploits variation across treatment arms that received different program elements and suggests that the primary mechanism is enhanced household savings.

Book excerpt: Aspirations have been posited to condition the future-oriented choices of individuals and thus can play a role in the persistence of poverty or the effort to break out of it. In a randomised control trial in remote, rural Ethiopia, we assess the effectiveness of an intervention seeking to change how poor people perceive their future opportunities, alter their aspirations and, through that, modify their investment decisions. A treatment group was shown video documentaries about the lives of individuals from similar communities who escaped poverty through their own efforts and, as such, can serve as role models. Five years after the screening took place, the treated households increased future-oriented investments in agriculture and in children’s education. The results can be explained by the increase in aspirations in terms of lifetime goals. Overall, this research uniquely provides evidence that a light-touch behavioural intervention can have persistent economic impacts on a poor population.

Book excerpt: The recent literature postulates that aspirations are one of the key determinants of economic decision making, and that aspirations are formed socially through observations and by learning from 'relevant others' (or the 'reference group'). This study empirically examines the latter using survey data collected from sample households in rural Ethiopia. Specifically, the study examines the effect of social interactions on aspirations. Based on several definitions of a 'reference group', we find that aspirations are indeed socially determined through observations as well as social interactions. Results also indicate that the social network size is an important determinant of aspirations, attesting to the importance of widening the aspirations window - a person's cognitive world that shapes their aspirations. Across gender, results indicate that the effect of social interactions on aspirations is larger for females.

Book excerpt: Despite some improvements in recent years, poverty and food insecurity remain widespread and the main challenges in Ethiopia. Using individual and household level data collected in rural Ethiopia, we examine if aspirations are strongly associated with well-being outcomes, as posited in the aspirations failure framework articulated by Ray (2006) and others. We employ both bivariate and multivariate analyses. We find that aspirations (particularly that of the household head) are indeed strongly associated with the household per-capita income and expenditure and with various triangulating measures of household food (in)security including per-capita calorie consumption, the food consumption score (FCS), the household dietary diversity score (HDDS), and the household food insecurity access scale (HFIAS). Contrary to a few other studies, we also find strong evidence that, in rural Ethiopia, aspirations are positively associated with satisfaction in life and/or happiness. Findings in this study provide suggestive evidence that policies aimed at improving well-being outcomes might benefit from multiple effects (both direct and indirect) if they incorporate aspirations raising strategies.

Book excerpt: Poor people often do not make investments, even when returns are high. One possible explanation is that they have low aspirations and form mental models of their future opportunities which ignore some options for investment. This paper reports on a field experiment to test this hypothesis in rural Ethiopia. Individuals were randomly invited to watch documentaries about people from similar communities who had succeeded in agriculture or business, without help from government or NGOs. A placebo group watched an Ethiopian entertainment programme and a control group were simply surveyed. In addition, the number of people invited was varied by village to assess the importance of peer effects in formation of aspirations. Six months after screening, aspirations had improved among treated individuals and did not change in the placebo or control groups. Treatment effects were larger for those with higher pre-treatment aspirations. We also find treatment effects on savings, use of credit, children's school enrolment and spending on children's schooling, suggesting that changes in aspirations can translate into changes in a range of forward-looking behaviours. There are also treatment effects on measures from psychology and sociology, including locus of control, which theory predicts should behave in similar ways to aspirations. Most effects are robust to corrections for multiple testing. Peer effects results in further impact on educational spending and induce more work and less leisure. The result that a one-hour documentary shown six months earlier induces actual behavioural change suggests a challenging, promising avenue for further research and poverty-related interventions.
