Book excerpt: Typical maintenance activities by the Virginia Department of Transportation (VDOT) for existing asphalt pavements involving a periodic placement of a 1.5-in to 2-in layer of asphalt concrete are becoming increasingly costly. When applied at the right time, pavement preservation treatments can restore a smooth, safe driving surface while saving money on future rehabilitation costs. The purpose of this study was to evaluate the performance of three preventive maintenance treatments applied to US 301 in Sussex County, Virginia, to extend pavement life. This report documents the installation of a cape seal application of FiberMat (i.e., FiberMat with microsurfacing on top) over an existing asphalt pavement. FiberMat is designed to act as a crack-resistant membrane and incorporates two applications of polymer-modified asphalt emulsion with a layer of fiberglass strands between them. The study also included a performance comparison with more conventional VDOT surface treatment options: regular cape seal (chip seal with microsurfacing), and microsurfacing without a chip seal. Three years after the treatment application, a visual survey complemented by automated distress data from VDOT’s Pavement Management System showed that the section with FiberMat and microsurfacing performed well with very little reflective cracking. The chip seal with microsurfacing (i.e., regular cape seal) also performed well, but reflective cracking was higher compared to the fiber-reinforced section. The control section (microsurfacing only) showed extensive cracking after 3 years. This study showed that pavement preservation activities such as the use of fiber-reinforced chip seal with microsurfacing and modified single seal with microsurfacing improved both the pavement condition and the surface characteristics in a very cost-effective manner. Based on this study, the unit cost of fiber-reinforced cape seal was 5 .95 dollars/yd2 and that of conventional cape seal was 3 .99 dollars/yd2. In comparison, the average cost of a 2-in mill and fill corrective maintenance treatment with a conventional asphalt plant mixture in VDOT’s Hampton Roads District was 1 0.35 dollars/yd2.

Also, successful implementation of pavement preservation program requires knowledge of the performance of preservation surface treatments over time, which is critical to the select of candidate projects and the development of performance models for pavement management analysis. In addition, preservation surface treatments, such as chip seal, fog seal, microsurfacing, 4.75 mm thin or ultra-thin overlay, can not only repair certain pavement surface defects, but also change the surface characteristics of pavement and therefore affect pavement surface friction performance. Nevertheless, such information is currently not available but is essential for the Indiana Department of Transportation (INDOT) to evaluate the effectiveness of pavement preservation surface treatments. As a concentrated effort, this study focused on the long-term friction performance of preservation surface treatments, particularly those have been widely used and those have seen increasing use by INDOT. Based on the selected field pavement test sections, this study aimed to evaluate the surface characteristics, particularly the long-term friction performance for those surface treatments that have been widely used and have seen increasing use by INDOT, including chip seal, fog-chip, fog seal, rejuvenating seal, microsurfacing, ultrathin bonded wearing course (UBWC), 4.75-mm hot mix asphalt (HMA) thin overlay, and profile milling (or diamond grinding). The test sections for each type of surface treatment covered a wide range of traffic volume from light to high. The service life for the selected test sections varied from 6 months to 60 months. Friction testing was mainly conducted using ASTM E 274 locked wheel trailer. Surface texture testing was conducted using either the ASTM E 2157 circular track meter (CTM) or a laser scanner. Pavement roughness and noise tests were also conducted to address the smoothness and noise issues, particularly on microsurfacing. Detailed analysis was provided to evaluate the friction performance of 4.75-mm HMA overlays. It is believed that the test results and findings drawn from this study not only provides timely information for INDOT to improve its pavement preservation program, but also provides the original information for the potential readers to better utilize preservation surface treatments.

Due to the complexity and the multitude of factors affecting the pavement deterioration process, the current guidelines for applying various maintenance treatments are based on empirical observations of the pavement surface condition with time. This report presents the results of a comprehensive research effort to identify the optimum timing of surface treatment applications by providing a better understanding of the fundamental mechanisms that control the deterioration process of asphalt pavements. Both traditional and nontraditional pavement material characterization methods were carried out. The nontraditional methods consisted of X-Ray Photoelectron Spectroscopy (XPS) for quantifying aging, while for microcracks detection, electron microprobe imaging test (SEM) and fluorescent dyes for inspection of cracking were investigated. A new promising area, the spectral analysis of asphalt pavements to determine aging, was also presented. Traditional methods, such as Bending Beam Rheometer (BBR), Direct Tension (DTT), Dynamic Shear Rheometer (DSR) and Fourier Transform Infrared Spectroscopy (FTIR) for asphalt binders and BBR and Semi-Circular Bending (SCB) for mixtures were used to determine the properties of the field samples studied in this effort. In addition, a substantial analysis of measured pavement temperature data from MnROAD and simulations of pavement temperature using a one-dimensional finite difference heat transfer model were performed.

A user-friendly questionnaire of northern states and international transportation agencies was developed to capture practitioner insights and collect more detailed information about the current practices of using PSTs for ice prevention. A comprehensive review of existing research and agency practices both nationally and internationally in using PSTs for icy/slippery pavement condition prevention was conducted. The review focused on built-in technologies such as the use of highly rough surface texture, slow-release freezing point depressant, or superhydrophobic additive in asphalt pavement, to identify candidate technologies for the project. PSTs have not been widely adopted by state or local agencies, even for select ice-prone locations. None of the PSTs identified and reviewed have demonstrated long-term success or significant enough potential for the Illinois Center for Transportation (ICT) Technical Review Panel to be comfortable with; as such, the project was wrapped up without further laboratory tests and life-cycle analyses. Some of these built-in PST technologies are promising but all of them, other than high friction surface treatment (HFST), are premature at this stage for any field deployment by Illinois. The major concerns stem from their high cost of implementation and potential lack of long-term durability as an effective anti-icing tool. IDOT should consider conducting traffic safety analyses of their high friction surface treatment (HFST) sites, including winter maintenance operations data and winter crash statistics.
