Instead, the history of soil and water conservation in Africa has been one of imposing external solutions without regard for local practice. There is a remarkably diverse range of locally developed and adapted technologies for the conservation of water and soil, well suited to their particular site and socio-economic conditions. But such measures have been ignored, and sometimes even overturned, by external solutions. Sustaining the Soil documents farmers' practices, exploring the origins and adaptations carried out by farmers over generations, in response to changing circumstances. Through a comparative analysis of conservation measures - from the humid zones of West Africa to the arid lands of the Sudan, from rock terraces in Morocco to the grass strips of Swaziland - the book explores the various factors that influence adoption and adaptation; farmers' perceptions of conservation needs; and the institutional and policy settings most favorable to more effective land husbandry. For the first time on an Africa-wide scale, this book shows that indigenous techniques work, and are being used successfully to conserve and harvest soil and water. These insights combine to suggest new ways forward for governments and agencies attempting to support sustainable land management in Africa, involving a fusion of traditional and modern approaches, which makes the most of both the new and the old.

Over the past three decades, severe food shortages attributed to drought have been frequently reported in several Sahelian countries, most of which are amongst the least developed of the world. Innovative and indigenous ways to achieve improved crop yields through integrated land and water management such as rainwater harvesting and soil water conservation have been successfully tested and, in some cases, adopted in West Africa. This paper highlights the successful interventions of improved indigenous rainwater harvesting/soil water conservation technologies such as Zaï or tassa, stone rows and half-moon in the Sahelian zones of West Africa over the past 10 years, and their contributions to enhancing food security and alleviating poverty. The potential for adoption of these technologies at the farm level and their outscaling to areas with similar agroecological zones are also discussed.

Book excerpt: The question in the title of this book draws attention to the shortcomings of a concept that has become a political tool of global importance even as the scientific basis for its use grows weaker. The concept of desertification, it can be argued, has ceased to be analytically useful and distorts our understanding of social-environmental systems and their resiliency, particularly in poor countries with variable rainfall and persistent poverty. For better policy and governance, we need to reconsider the scientific justification for international attempts to combat desertification. Our exploration of these issues begins in the Sahel of West Africa, where a series of severe droughts at the end of the 20th century led to the global institutionalization of the idea of desertification. It now seems incontrovertible that these droughts were not caused primarily by local land use mismanagement, effectively terminating a long-standing policy and scientific debate. There is now an opportunity to treat this episode as an object lesson in the relationship between science, the formation of public opinion and international policy-making. Looking beyond the Sahel, the chapters in this book provide case studies from around the world that examine the use and relevance of the desertification concept. Despite an increasingly sophisticated understanding of dryland environments and societies, the uses now being made of the desertification concept in parts of Asia exhibit many of the shortcomings of earlier work done in Africa. It took scientists more than three decades to transform a perceived desertification crisis in the Sahel into a non-event. This book is an effort to critically examine that experience and accelerate the learning process in other parts of the world.
