Available in PDF, EPUB and Kindle. Book excerpt: When and why do countries redistribute land to the landless? What political purposes does land reform serve, and what place does it have in today's world? A long-standing literature dating back to Aristotle and echoed in important recent works holds that redistribution should be both higher and more targeted at the poor under democracy. Yet comprehensive historical data to test this claim has been lacking. This book shows that land redistribution - the most consequential form of redistribution in the developing world - occurs more often under dictatorship than democracy. It offers a novel theory of land reform and develops a typology of land reform policies. Albertus leverages original data spanning the world and dating back to 1900 to extensively test the theory using statistical analysis and case studies of key countries such as Egypt, Peru, Venezuela, and Zimbabwe. These findings call for rethinking much of the common wisdom about redistribution and regimes.

Available in PDF, EPUB and Kindle. Book excerpt: Quinoa’s new status as a superfood has altered the economic fortunes of Quechua farmers in the Andean highlands. Linda J. Seligmann journeys to the Huanoquite region of Peru to track the mixed blessings brought about by the surging worldwide popularity of this “exquisite grain.” Focusing on how Indigenous communities have confronted globalization, Seligmann examines the influence of food politics, development initiatives, and the region’s agrarian history on present-day quinoa production among Huanoquiteños. She also looks at the human stories behind these transformations, from the work of quinoa brokers to the ways Huanoquite’s men and women navigate the shifts in place and power occurring in their homes and communities. Finally, Seligmann considers how the consequences of nearby mining may impact Huanoquiteños’ ability to farm quinoa and thrive in their environment, and the efforts they are taking to resist these threats to their way of life. The untold story behind the popular health food, Quinoa illuminates how Indigenous communities have engaged with the politics and policies surrounding their production of a traditional and minor crop that became a global foodstuff.

Available in PDF, EPUB and Kindle. Book excerpt: Gender discrimination pervades nearly all legal institutions and practices in Latin America. The deeper question is how this shapes broader relations of power. By examining the relationship between law and gender as it manifests itself in the Mexican legal system, the thirteen essays in this volume show how law is produced by, but also perpetuates, unequal power relations. At the same time, however, authors show how law is often malleable and can provide spaces for negotiation and redress. The contributors (including political scientists, sociologists, geographers, anthropologists, and economists) explore these issues-not only in courts, police stations, and prisons, but also in rural organizations, indigenous communities, and families. By bringing new interdisciplinary perspectives to issues such as the quality of citizenship and the rule of law in present-day Mexico, this book raises important issues for research on the relationship between law and gender more widely.

Available in PDF, EPUB and Kindle. Book excerpt: Brazil is a country of extreme inequalities, one of the most important of which is the acute concentration of rural land ownership. In recent decades, however, poor landless workers have mounted a major challenge to this state of affairs. A broad grassroots social movement led by the Movement of Landless Rural Workers (MST) has mobilized hundreds of thousands of families to pressure authorities for land reform through mass protest. This book explores the evolution of the landless movement from its birth during the twilight years of Brazil&’s military dictatorship through the first government of Luiz In&ácio Lula da Silva. It uses this case to test a number of major theoretical perspectives on social movements and engages in a critical dialogue with both contemporary political opportunity theory and Mancur Olson&’s classic economic theory of collective action. Ondetti seeks to explain the major moments of change in the landless movement's growth trajectory: its initial emergence in the late 1970s and early 80s, its rapid takeoff in the mid-1990s, its acute but ultimately temporary crisis in the early 2000s, and its resurgence during Lula's first term in office. He finds strong support for the influential, but much-criticized political opportunity perspective. At the same time, however, he underscores some of the problems with how political opportunity has been conceptualized in the past. The book also seeks to shed light on the anomalous fact that the landless movement continued to expand in the decade following the restoration of Brazilian democracy in 1985 despite the general trend toward social-movement decline. His argument, which highlights the unusual structure of incentives involved in the struggle for land in Brazil, casts doubt on a key assumption underlying Olson's theory.

Available in PDF, EPUB and Kindle. Book excerpt: Although most discussions of the Guatemalan "revolution" of 1944-54 focus on international and national politics, Revolution in the Countryside presents a more complex and integrated picture of this decade. Jim Handy examines the rural poor, both Maya and Ladino, as key players who had a decisive impact on the nature of change in Guatemala. He looks at the ways in which ethnic and class relations affected government policy and identifies the conflict generated in the countryside by new economic and social policies. Handy provides the most detailed discussion yet of the Guatemalan agrarian reform, and he shows how peasant organizations extended its impact by using it to lay claim to land, despite attempts by agrarian officials and the president to apply the law strictly. By focusing on changes in rural communities, and by detailing the coercive measures used to reverse the "revolution in the countryside" following the overthrow of President Jacobo Arbenz Guzman, Handy provides a framework for interpreting more recent events in Guatemala, especially the continuing struggle for land and democracy.
