Book excerpt: A comprehensive analysis of racial disparities and the determinants of entrepreneurial performance—in particular, why Asian-owned businesses on average perform relatively well and why black-owned businesses typically do not. Thirteen million people in the United States—roughly one in ten workers—own a business. And yet rates of business ownership among African Americans are much lower and have been so throughout the twentieth century. In addition, and perhaps more importantly, businesses owned by African Americans tend to have lower sales, fewer employees and smaller payrolls, lower profits, and higher closure rates. In contrast, Asian American-owned businesses tend to be more successful. In Race and Entrepreneurial Success, minority entrepreneurship authorities Robert Fairlie and Alicia Robb examine racial disparities in business performance. Drawing on the rarely used, restricted-access Characteristics of Business Owners (CBO) dataset compiled by the U.S. Census Bureau, Fairlie and Robb examine in particular why Asian-owned firms perform well in comparison to white-owned businesses and black-owned firms typically do not. They also explore the broader question of why some entrepreneurs are successful and others are not. After providing new comprehensive estimates of recent trends in minority business ownership and performance, the authors examine the importance of human capital, financial capital, and family business background in successful business ownership. They find that a high level of startup capital is the most important factor contributing to the success of Asian-owned businesses, and that the lack of startup money for black businesses (attributable to the fact that nearly half of all black families have less than $6,000 in total wealth) contributes to their relative lack of success. In addition, higher education levels among Asian business owners explain much of their success relative to both white- and African American-owned businesses. Finally, Fairlie and Robb find that black entrepreneurs have fewer opportunities than white entrepreneurs to acquire valuable pre-business work experience through working in family businesses.

Though these women are thriving as business owners, their stories are very seldom told, and few think of minority women as successful entrepreneurs. Therefore, the first purpose of the book is to give voice and visibility to US minority women business owners. The second purpose is to explain what makes these women different from the standard white male business owners most people are familiar with. Through in-depth interviews and first-hand accounts from minority women entrepreneurs, the authors found that, in innovative and exciting ways, minority women use their outsider status to develop socially conscious business practices that support the communities with which they identify. They reject the idea that business values are separate from personal values and instead balance profits with social good and environmental sustainability. This pattern is repeated in statistical evidence from around the globe that women contribute a much higher percentage of their earnings to social good than do men, but until now there was no clear explanation of why. Book excerpt: Using a large microdata sample from the most recent decennial census, this book documents the economic disparities facing minority-owned business owners relative to non-minorities. The book incorporates a wide range of geographic and industrial categories and demonstrates that these disparities persist even when other important factors such as education, experience, wealth and family structure are held constant. Self-employed business owners comprise an important and growing sector of the U.S. economy. In contrast to wage workers, the issue of discrimination against minority business owners has received little attention from economists. However, recent U.S. Supreme Court decisions have made the continued constitutionality of affirmative action in public sector purchasing and contracting contingent upon documenting the existence of discrimination against such businesses within relevant geographic or industrial boundaries. The author shows that among prime working age males, being an entrepreneur is a relatively more lucrative form of employment, on average, than working for a wage. Typically, however, non-Hispanic whites become entrepreneurs at much higher rates and receive much higher earnings than their black, Hispanic, and Native American counterparts. The author's findings of racial and ethnic disparities are strongest for black and Native American entrepreneurs. Positive levels of discrimination facing Hispanic and Asian entrepreneurs are also documented. The book also includes discussion of relevant Supreme Court decisions, how economists attempt to measure discrimination and the major sources of data available for studying minority business enterprise.

Book excerpt: Under the ethnic affairs management regime established by the People’s Republic of China, every Chinese citizen is classified within one of 56 state-recognised ‘nationalities’. Government policy assumes that these nationalities differ from one another primarily in their levels of economic development, and asserts that ethnic divisions and identities fade with the gradual achievement of economic and social equality. As a result, economic development policy in minority nationality areas has often constituted a replica of the model which has already proven successful in China’s Han-Chinese dominated east. Research conducted across five locations in China’s Northwest paints a far more complex picture, however. This book considers for the first time how identity informs the nature of economic participation among ethnic minority entrepreneurs in China’s remote Northwest. Through interviews with entrepreneurs from diverse backgrounds, including Tibetan, Han and Muslim Chinese, this book highlights how ethnic—and other—identities inform the nature of economic participation. Furthermore, it explores the broader implications of this de-facto economic segregation for China’s ongoing social harmony and political stability. Ultimately, this book demonstrates how economic participation, even when successful in achieving its economic outcomes, may actually serve to reinforce and strengthen minority national identity—perhaps even at the expense of national Chinese identity. This book will be useful for students and scholars of Chinese Studies, Ethnic Studies and Economics.
