Book excerpt: From 1980 to 1985, Shelby Wood Specialty Inc. operated on a 0.8 hectare site in Tenaha, Texas. As part of their operation, chromated copper arsenate (CCA) was used to pressure treat wood products. During the company's operation, CCA leached from stockpiled wood products contaminating nearby soil. A soil column study was performed to test what type and concentration of industrial fly ash would effectively stabilize arsenic in CCA contaminated soils. The types of fly ash used were wood fly ash, Class C coal fly ash, and Class F coal fly ash. Each ash type was tested at 0, 4, 10, 16, and 22 percent of soil volume. Weekly rain simulations were performed for 7 weeks by treating the columns with a 250 ml synthetic rain solution. Arsenic mobility was measured using Inductively Coupled Plasma (ICP) analysis, with a detection limit of 0.0265 ppm for arsenic, of leachate samples collected from the treated soil columns. Although fly ash is beneficially used in the cement and concrete industries, in waste stabilization, and as a structural fill, about 60% is disposed in landfills or ponds. Trace elements of major environmental concern such as As, Se, Hg, Cr, Cd, Ni, Pb, Cu, Co etc end up on fly ash particles as a result of coal combustion, which may be potentially released to the environment. For utilization purposes, fly ash is classified as class C or class F, depending primarily on its Si+Al+Fe content. The westernsub-bituminousminous coal typically produces class C fly ash, which is also higher in calcium than class F fly ash typically produced from eastern bituminous coal. Due to the differences in ash composition, the leaching behavior of trace elements varies between different types of fly ashes. In addition, activated carbon and ammonia may be used in power plants to control mercury and NOx emission, which also may affect trace element leaching. This study focused on the leaching potential of two major oxyanions of concern, arsenic and selenium, from different fly ashes under simulated field conditions. The results indicated that As and Se, which occur primarily as anionic species in water, were less leachable from the class C ash compared to the class F ash, at least partially due to the higher calcium content in the class C ash. Results also indicated that the mixing of class C ash and class F ash can significantly reduce the leaching of arsenic compared to the Class F ash alone. Activated carbon and ammonia based technologies do not seem to change the leaching characteristics of both arsenic and selenium from fly ash under natural conditions"--Abstract, leaf iv.

Deposits on the surface of particles of bottom ash form of activated iron adsorbent with a high affinity for arsenic. In laboratory tests, a miniscule 5 grams of pre-treated bottom ash was sufficient to remove the arsenic from 2 liters of 2400 ppb (parts per billion) arsenic-laden water to a level below 50 ppb (the present United States Environmental Protection Agency limit). By increasing the amount of pre-treated bottom ash, even lower levels of post-treatment arsenic are expected. It is further expected that this invention supplies a very low-cost solution to arsenic poisoning for large population segments.

The conference was at tended by 152 people who heard 41 presentations on all aspects of arsenic research. The speakers represented 14 countries. Approximately 40 of the participants and speakers were from countries other than the US. The participants represented government, academia, industry and the interested public. The sponsorship ofthe conference is a good indicationofthe wide spread interest in the subject and the meeting. The sponsors, in addition to SEGH, were the US Environmental Protection Agency (US EPA), the Agency for Toxic Substances and Disease Registry (ATSDR), the Atlantic Richfield Company (ARCO), the Electric Power Research Institute (EPRI), the American Water Works Association Research Foundation (AWWARF), Kennecott Corporation, the American Smelting and Refining Company (ASARCO), and the International Council on Metals in the Environment (ICME). The funding was split approximately equally between industry (including industrial organizations such as EPRI) and government. In addition to the many fine presentations, the meeting provided a forum for scientists from different countries to compare experiences and share information. It also provided a forum for the discussion of both scientific and policy issues between representatives of various governmental bodies (at the local, state, and federal level) and representatives of various indus trial organizations. These discussions occurred both in the formal meetings and informal settings during the meeting.

Since the end of the 20th century, arsenic in drinking water (mainly groundwater) has emerged as a global health concern. In the past decade, the presence of arsenic in plant foods – especially rice – has gained increasing attention. In the Nordic countries in particular, the use of water-soluble inorganic arsenic chemicals (e.g. chromated copper arsenate, CCA) as wood preservatives and the mining of sulfidic ores have been flagged as health concern. The issue has been accentuated by discoveries of naturally occurring arsenic in groundwater, primarily in the private wells, in parts of the Fennoscandian Shield and in sedimentary formations, with potentially detrimental effects on public health. Sweden has been at the forefront of research on the health effects of arsenic, technological solutions for arsenic removal, and sustainable mitigation measures for developing countries. Hosting this Congress in Sweden was also relevant because historically Sweden has been one of the leading producer of As2O3 and its emission from the smelting industries in northern Sweden and has successfully implemented actions to reduce the industrial emissions of arsenic as well as minimizing the use of materials and products containing arsenic in since 1977. The Congress has gathered professionals involved in different segments of interdisciplinary research in an open forum, and strengthened relations between academia, industry, research laboratories, government agencies and the private sector to share an optimal atmosphere for exchange of knowledge, discoveries and discussions about the problem of arsenic in the environment and catalyze the knowledge generation and innovations at a policy context to achieve the goals for post 2015 Sustainable Development.
