Neste contexto, parte-se do princípio de que o atual sistema orçamental e financeiro da União Europeia assenta em três níveis ou patamares: o primeiro é o relativo ao sistema de recursos próprios, o segundo respeita ao enquadramento financeiro plurianual, e, finalmente, o terceiro consiste no orçamento anual. Deste modo, para além da introdução e das principais conclusões, o presente trabalho de investigação encontra-se dividido em quatro partes. A primeira aborda o sistema de recursos próprios. A segunda traça o rumo evolutivo do quadro das competências orçamentais. A terceira concentra-se no exame do mecanismo do enquadramento financeiro plurianual. A quarta analisa as inovações contempladas pelo Tratado de Lisboa em matéria financeira e orçamental. Além do tratamento de questões jurídico-financeiras, a linha de investigação seguida neste trabalho visa destacar o carácter evolutivo e complexo do quadro de competências orçamentais na União Europeia e evidenciar os paradoxos da autonomia financeira e da construção de um modelo de finanças públicas assente nos valores da democracia.
