A quarta analisa as inovações contempladas pelo Tratado de Lisboa em matéria financeira e orçamental. Além do tratamento de questões jurídico-financeiras, a linha de investigação seguida neste trabalho visa destacar o carácter evolutivo e complexo do quadro de competências orçamentais na União Europeia e evidenciar os paradoxos da autonomia financeira e da construção de um modelo de finanças públicas assente nos valores da democracia.
