Book excerpt: SUMÁRIO O objetivo central deste trabalho de investigação é o de analisar, sob o prisma do Direito Financeiro, a contínua evolução das competências orçamentais e financeiras entre as diversas instituições da atual União Europeia. O objeto de estudo é, em última análise, o orçamento da União Europeia. Neste contexto, parte-se do princípio de que o atual sistema orçamental e financeiro da União Europeia assenta em três níveis ou patamares: o primeiro é o relativo ao sistema de recursos próprios, o segundo respeita ao enquadramento financeiro plurianual, e, finalmente, o terceiro consiste no orçamento anual. Deste modo, para além da introdução e das principais conclusões, o presente trabalho de investigação encontra-se dividido em quatro partes. A primeira aborda o sistema de recursos próprios. A segunda traça o rumo evolutivo do quadro das competências orçamentais. A terceira concentra-se no exame do mecanismo do enquadramento financeiro plurianual. A quarta analisa as inovações contempladas pelo Tratado de Lisboa em matéria financeira e orçamental. Além do tratamento de questões jurídico-financeiras, a linha de investigação seguida neste trabalho visa destacar o carácter evolutivo e complexo do quadro de competências orçamentais na União Europeia e evidenciar os paradoxos da autonomia financeira e da construção de um modelo de finanças públicas assente nos valores da democracia. Portugal joined the European Union (EU) in 1986, but the enduring legacies of the country’s transition process from authoritarianism to democracy became apparent during the European sovereign debt crisis, when Portugal experienced its third bailout since the institutionalization of democratic government. Although the first decade after EU accession was one of slight growth and investment, Portugal’s economy has, in effect, been performing poorly since the beginning of the 21st century. Among the major changes in Portuga - as in much of Southern Europe - as a result of the ‘great recession’, was the emergence of important new actors, including populist parties, new social movements and the polarization of attitudes toward the EU. In some of these areas, the phrase ‘with the exception of Portugal’ was always present. This book explores the factors that might explain why this is no longer the case, presenting a global overview, with an interdisciplinary focus, of the processes of economic, social and political changes in Portuguese democracy since the 2008 economic crisis.
