When formal military terms are identified in the text of this ATP, the terms are italicized and the number of the proponent manual follows the definition. A standard operating procedure is a set of instructions covering those features of operations which lend themselves to a definite or standardized procedure without loss of effectiveness. The procedure is applicable unless ordered otherwise (JP 3-31). A SOP is both standing and standard: it instructs how to perform a prescribed and accepted process established for completing a task. Features of operations that lend themselves to standardization are common and usually detailed processes performed often and requiring minimal variation each time. Well-written and properly used unit tactical SOPs enhance effective execution of tasks; the benefits of SOPs are numerous. They reduce training time, the loss of unwritten information, the commission of errors, the omission of essential steps or processes, and the time required for completion of tasks. This does not mean, however, that carrying out SOPs never requires thought or that SOPs should never change. Indeed, tactical units must change some operating procedures as rapidly as operational environments and missions change. The SOP portal helps units avoid an unnecessary loss of effectiveness that could occur by maintaining unthinking dependence on outdated written procedures. The portal also helps units avoid a loss of effectiveness that could occur when units delay writing down processes that need to become standardized. The doctrine in this manual provides techniques for developing unit tactical SOPs. Units throughout the Army can take advantage of technology to obtain guidance, collaborate in real time, and find information quickly. This manual and the SOP portal are intended to enhance operational adaptability Army-wide. In the short term, the information in the SOP portal will help units establish or improve SOPs more rapidly. For the purpose of this publication, TAGS refers to organizations, personnel, equipment, and procedures that participate in planning and executing all air-ground operations. Understanding the chain of command and systems comprising TAGS allows it to be maximized, providing the ability to create quick and decisive combat results. The objective of this publication is to describe how each of the Service component's systems operate within the TAGS. TAGS combines each Service's command and control (C2) and airspace control system into a multi-domain framework, allowing each Service to operate as part of a unified effort in support of the joint force commander (JFC).This MTTP publication applies to all commanders and their staffs. This publication is approved for public release with Distribution Statement A, in accordance with Department of Defense Directive Instruction 5230.24, Distribution Statements on Technical Documents.TAGS incorporates the Army air-ground system (AAGS), Marine air command and control system (MACCS), Navy tactical air control system (NTACS), special operations air-ground system (SOAGS), and the theater air control system (TACS) into one system. Each Service component's air-ground system is designed to facilitate C2 of its operations and interface with the TAGS. The roles, responsibilities, and authorities of each TAGS element is spelled out in theater-wide documents, such as the area air defense plan (AADP), airspace control plan (ACP), and operational task link (OPTASKLINK). The proponent of ATP 4-33 is the United States Army Combined Arms Support Command.The United States Army is organized, trained, and equipped to be the most decisive land force in the world. Army forces are employed within a strategic context and conduct decisive sustainable land operations through the simultaneous combination of offensive, defensive, and stability or defense support of civil authorities tasks. The Army developed two-level maintenance doctrine to support this type of warfare. In supporting the Army, the primary goal of two-level maintenance is to generate/regenerate combat power and to preserve the capital investment of weapon systems and equipment to enable mission readiness and accomplishment. The commander who combines the skillful use of assigned equipment with an effective maintenance management processes has a decided advantage. The purpose of this ATP is to provide a clear description of the two-level maintenance structure and base operating requirements enabling commanders to provide flexible maintenance support to meet operational objectives. Our Soldiers are trained to perform field-level maintenance. Leaders have to provide time on the training schedule for them to build their skills. Training is the cornerstone to a successful unit support mission by ensuring that ready equipment is available for operations. With all this in mind, leaders must ensure that personnel utilize adequate safety precautions and personal protective equipment in every operation-our Soldiers are our greatest asset. ATP 4-33 has numerous changes from the previous ATP 4-33. The most significant changes are an enhanced discussion on two-level maintenance, updates on other maintenance formations, and an enhanced discussion of Global Combat Support System-Army (GCSS-Army).
