ATP 4-92 is a revision of Field Manual 4-92, Contracting Support Brigade, last published in 2010. Operational contract support (OCS) is the process of planning for and obtaining supplies, services, and construction from commercial sources in support of combatant commander directed operations. While varying in scope and scale, OCS, and its subset of expeditionary contacting capability, is a critical force multiplier in unified land operations, especially long-term stability operations. With a smaller Army, less robust active component sustainment capability, and greater emphasis on Phase 0 operations, the critical importance of operational contract support and its associated expeditionary contracting structure may increase as a necessary force augmentation capability in future operations. Accordingly, the Army continues to enhance its capability to plan and provide OCS for deployed Army and joint forces. This contracting-focused ATP is one of numerous initiatives to inform the operating force on the importance of OCS planning and integration, again with focus on the Army's expeditionary contracting force structure, in all phases of operations. ATP 4-92-along with the publications referenced throughout this manual-is intended to provide commanders and their staffs with the doctrinal and policy tools necessary to properly leverage the full spectrum of Army OCS capabilities in all phases of the operation. The publication also serves as a guide for worldwide deployment and employment of expeditionary Army contracting organizational capabilities. ATP 4-92 clarifies existing doctrine, which was focused on the CSB. Updates include mission command philosophy, the revised contracting support organizational structure, other contracting or operational contract support organizations, as well as expanded discussions of financial management (FM) in support of contracting actions. Updates also include expanded discussion on Army expeditionary contracting support to joint operations. ATP 4-92 contains three chapters: Chapter 1 provides an overview of contracting and operational contract support organizations, including the contracting support brigade and its subordinate units, along with USACE, INSCOM, LOGCAP, and ASA(ALT) forward. It also discusses command authority versus contracting authority, as well as contracting support considerations with respect to the Army force generation model. The AFSB is assigned to the US Army Materiel Command's (USAMC) Army Sustainment Command (ASC). AFSBs leverage USAMC national-level provider capabilities and assist in the coordination of acquisition logistics and technology (ALT) support (less medical) to the operational Army. Each AFSB can request assistance and/or support from USAMC and the Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA[ALT]) to meet specific mission requirements. When deployed in support of contingency operations, and when directed by their higher echelon, the AFSB will normally be placed under the operational control (OPCON) of the supported theater Army. This OPCON authority is normally delegated to the theater sustainment command (TSC) or expeditionary sustainment command (ESC) as appropriate.The AFSB combines various USAMC assets into a single brigade level unit that plans for and synchronizes USAMC national-level provider support to US Army forces. The AFSB also participates in the coordination and support of ALT related actions, less medical ALT support and theater support contracting, in the operational area. Watercraft support the combatant commander in conducting unified land operations by providing the ability to move land forces to the desired location via the littorals, inland waterways and rivers. This capability extends operational reach and supports freedom of action. Army watercraft are the key enablers to achieving decisive action in unified land operations in operating environments requiring operations in the littorals. This publication describes watercraft transportation doctrine and its capabilities to support deployment and movement of expeditionary forces. It will relate how transportation supports unified land operations, sustainment and the distribution of equipment and materiel to Army and joint forces operating across the full range of military operations. ATP 4-15 contains seven chapters and two appendices. Chapter 1, Army Watercraft Fundamentals, covers the principles of watercraft operations, categories of watercraft, watercraft missions, maritime training, maritime qualifications and various duty positions of Soldier-Mariners. Chapter 2, Watercraft Capabilities and Supporting Organizations, describes the capability of Army watercraft and the organizations that support watercraft operations. This chapter also discusses mission command and the roles and responsibilities of organizations executing mission command. Chapter 3, Planning Watercraft Operations, discusses the planning requirements and considerations required for executing watercraft operations. It describes operational planning factors and security considerations for successful watercraft operations. Chapter 4, Executing Army Watercraft Operations, describes how watercraft support providing endurance to unified land operations. This chapter has four sections detailing watercraft, terminal, amphibious and riverine operations. Chapter 5, Vessel Security and Protection, describes the various threats to watercraft and methods for responding to each type of threat. Chapter 6, Watercraft Maintenance, describes types of watercraft maintenance, the organizations responsible for performing maintenance and requirements for maintenance reporting. FM 4-01 applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve unless otherwise stated. The U.S. Army Transportation Corps provides an overwhelming capability for Army and joint forces in achieving operational reach, freedom of action and prolonged endurance. Army transportation, combined with strategic enablers, delivers to the Combatant Commander expeditionary capabilities. At the foundation is the Defense Transportation System (DTS) which is that portion of the Nation's transportation infrastructure that supports the DOD transportation needs in peace and war (JP 4-01). When these needs exceed the Service's lift capabilities, commercial industry supports the DOD with contracts and agreements such as the Civil Reserve Air Fleet (CRAF) and the Voluntary Intermodal Sealift Agreement. The Civil Reserve Air Fleet is a program in which the DOD contracts for the services of specific aircraft, owned by a U.S. entity or citizen, during national emergencies and defense-oriented situations when expanded civil augmentation of military airlift activity is required (JP 3-17). The Voluntary Intermodal Sealift Agreement is an agreement that provides the DOD with assured access to United States flag assets, both vessel capacity and intermodal systems, to meet DOD contingency requirements (JP 4-01.2). These commercial assets help to sustain the projection of combat power in support of unified land operations U.S. Transportation Command (USTRANSCOM), a strategic provider, resources and allocates sealift and airlift to support the combatant commanders. This is accomplished by USTRANSCOM's Service components; Air Mobility Command (AMC), Military Sealift Command (MSC) and Military Surface Deployment and Distribution Command (SDDC).

The title has been changed to Water Support Operations to correctly incorporate terminology from FM 4-40, Quartermaster Operations and JP 4-03, Joint Bulk Petroleum and Water Doctrine. This publication incorporates current terminology from the Army's operational concept described in ADRP 3-0, Unified Land Operations. Additional current terminology is also included from FM 4-40, Quartermaster Operations, Technical Bulletin Medical 577, Sanitary Control And Surveillance of Field Water Supplies, JP 4-03, Joint Bulk Petroleum and Water Doctrine, STANAG 2136, Requirements for Water Potability during Field Operations and in Emergency Situations, and STANAG 2885, Emergency Supply of Water in Operations. Information that has been revised from previous publications includes force structure changes, new equipment fielding, and improved planning techniques. Information that has been added to this publication includes strategic partners, web-based planning tools, environmental stewardship, and location of joint welldigging capabilities. ATP 4-44/MCRP 3-17.7Q contains five chapters: Chapter 1 provides an overview of water support operations, to include water treatment, storage, distribution, and issue. In addition, this chapter will familiarize the reader with water organizations and staffs in the United States Army and United States Marine Corps. Chapter 2 discusses planning for water support operations. Water consumption requirements, water reconnaissance, and deployment preparation are explained in detail. Water planning tools are provided up front to assist staff members and water support personnel in planning operations. Environmental and health considerations are also discussed. Chapter 3 provides considerations for developing a water site to improve efficiency. This chapter will also include techniques for improving a water source to meet raw water requirements. The Army developed two-level maintenance doctrine to support this type of warfare. In supporting the Army, the primary goal of two-level maintenance is to generate/regenerate combat power and to preserve the capital investment of weapon systems and equipment to enable mission readiness and accomplishment. The commander who combines the skillful use of assigned equipment with an effective maintenance management processes has a decided advantage. The purpose of this ATP is to provide a clear description of the two-level maintenance structure and base operating requirements enabling commanders to provide flexible maintenance support to meet operational objectives. Our Soldiers are trained to perform field-level maintenance. Leaders have to provide time on the training schedule for them to build their skills. Training is the cornerstone to a successful unit support mission by ensuring that ready equipment is available for operations. With all this in mind, leaders must ensure that personnel utilize adequate safety precautions and personal protective equipment in every operation-our Soldiers are our greatest asset. ATP 4-33 has numerous changes from the previous ATP 4-33. The most significant changes are an enhanced discussion on two-level maintenance, updates on other maintenance formations, and an enhanced discussion of Global Combat Support System-Army (GCSS-Army).
