The principal audience for Army Techniques Publication 4-02.10 is commanders, staffs, command surgeons, Army Health System planners, medical force managers, and Army medical personnel and units. Army Medicine's analyses of future Role 3 medical and surgical requirements contrasted with current Role 3 capabilities and led to the development of a new modular hospital organization to replace the combat support hospital. The hospital center's modular design and ability to task-organize requisite medical and surgical capabilities rectifies major drawbacks found in the current combat support hospital. Required revisions in organizational design, medical and surgical capabilities, and ability to perform split or geographically dispersed operations were critical factors in the decision to replace the combat support hospital with the hospital center. This publication was also developed to address hospitalization requirements to support a range of military operations, including large-scale combat as described in Field Manual 3-0. This publication introduces the medical function and the medical care typically associated with hospitalization and then describes the combat support hospital and hospital center's organizational design, mission, rules of allocation, assignment and capabilities, dependencies, mobility, employment, functions, and requirements. The publication also provides essential information pertaining to the medical and surgical teams and detachments that augment the hospital, medical planning factors for medical materiel consumption and replenishment, water requirements for patients and staff, blood requirements and operations, patient and staff nutrition care, and information technology systems utilized by hospitals. The organizational structures and positions presented in this publication are established in tables of organization and equipment. These tables are current at the time of publication. The organization of these units is subject to change in order to comply with manpower requirements criteria. These organizations are also subject to change at the unit level to meet wartime requirements with changes reflected in the units' modified table of organization and equipment.

This publication is organized as follows: Chapter 1, Force Health Protection and the Performance Triad. This chapter provides an introduction to the performance triad and its importance to maintaining a healthy and fit combat- ready force. Chapter 2, Preventive Medicine. The medical function of PVNTMED is described including all programs and services which are encompassed by this function. The chapter also discusses the levels of PVNTMED support and the PVNTMED assets as they are arrayed on the battlefield. Chapter 3, Veterinary Services. The Defense Health Agency (DHA) exercises management responsibility for shared services, functions, and activities in the Military Health System and its common business and clinical processes. As such, veterinary support is provided to all Services with the exception of food inspection on United States Air Force installations by United States Army veterinary resources.Chapter 4, Combat and Operational Stress Control. The medical function of COSC covers both the FHP aspects of behavioral health (BH) and the health service support (treatment) aspects of neuropsychiatric and BH support. For a discussion of the treatment aspects refer to ATP 4-02.5. This chapter discusses stress prevention and combat and operational stress reaction (COSR)management, resilience, and programs. ★Chapter 5, Preventive Dentistry. This chapter has been superseded by ATP 4-02.19. Chapter 6, Area Medical Laboratory. Area medical laboratory services and support fall under the protection warfighting function and the FHP mission area because of its capability to identify chemical, biological, radiological, and nuclear (CBRN) warfare agents. Although it is also capable of providing direct support to hospital clinical laboratories in support of medical diagnosis and treatment, it is the only laboratory in theater which can identify and confirm the presence of CBRN agents. Appendix A, Determination of Eligibility for Care of Military Working Dogs and Other Government-Owned Animals. This appendix provides the considerations for determining the eligibility for care in a U.S. Army veterinary facility of military working dogs, contractor animals, government-owned animals, unit mascots if authorized by command, and personal pets.

To achieve complete alignment with the transformation process, the AMEDD is committed to a Current and Future Force. Until the transition from Current Force to Future Force is completed, the AMEDD will have a mixed Level III and IV hospital support base. Under the current Medical Force 2000 (MF2K) concept, theater hospitalization is provided by three hospitals, the combat support hospital (CSH), the field hospital (FH) and the general hospital (GH). These hospitals were designed and based upon the North Atlantic Treaty Organization (NATO) scenario and workloads. Current MF2K hospital doctrine is provided in Field Manual (FM) 8-10-14 for the CSH and FM 8-10-15 for the FH and the GH. Under the current Medical Reengineering Initiative (MRI), theater (corps and echelons above corps [EAC]) hospitalization is provided by a single CSH. The CSH is designed based on lessons learned from Desert Shield/Desert Storm, recent contingency operations, and the requirements of the future war fighting. In particular, hospital size and bed mix are based upon these experiences as well as the casualty rates, disease and nonbattle injury (DNBI) rates, and projected evacuation policy for the major regional conflict scenarios. To support the transforming Army to the Future Force, the MRI corps CSH has been redesigned into adaptive medical increments (AMI). The AMI, with its modular design, enhances the ability to tailor health service support (HSS) to adapt to mission requirements of a smaller magnitude when a complete CSH is not required. The purpose of this publication is to describe the Current (MRI) Force CSH and the redesigned corps CSH in support of the Future Force. The CSH incorporates doctrine based on the A-edition Table(s) of Organization and Equipment (TOE) 08945A000 (corps CSH) and 08855A000 (EAC). The organizational structures presented in this publication reflect those established in the A-edition TOE in effect on the date of this publication.

Medical evacuation is the system which provides the vital linkage between the roles of care necessary to sustain the patient during transport. This is accomplished by providing en route medical care and emergency medical intervention, if required, to enhance the individual's prognosis and reduce long-term disability. Army Techniques Publication 4-02.2 contains six chapters and four appendices as follows: Chapter 1 provides an overview of Army Health System and how medical evacuation relates to the principles of the Army Health System. It discusses the purpose, primary tasks, and attributes of the Army medical evacuation system. It also defines the differences between medical evacuation and casualty evacuation. Chapter 2 discusses the employment of medical evacuation resources and the coordination and synchronization required to effectively execute medical evacuation operations. This includes the medical evacuation request process, consideration for evacuation missions, support planning considerations, and evacuation in specific environments. Chapter 3 describes the mission, function and capabilities of medical evacuation units and elements as specified in the unit's table of organization and equipment. It also discusses the mission command headquarters to which they are assigned. Chapter 4 discusses the factors that establish the evacuation policy and the impact of the evacuation policy on Army Health System support. Chapter 5 provides insight and considerations into developing the operational and tactical medical evacuation plan that supports the combatant commander's mission. Chapter 6 describes the medical regulating system designed to ensure the efficient and safe movement of regulated patients to the appropriate military treatment facility by the most effective means. It also discusses the multi-Service responsibility and assets used to conduct this mission. Appendix A provides a summary of the Geneva Conventions and The Law of War. These variances may be due to updates of areas of concentration (AOCs), military occupational specialties (MOSs), and military grades and modifications made to unit's TOE which result in the unit's modified TOE or updates to the base TOEs reflecting Total Army Analysis findings and judgments. Where significant differences exist in the base TOEs of the BCTs, an explanation of these differences is provided.
