Chapter 2 briefly reviews the Army's approach to mission command, discusses the division mission command system and then discusses the employment of the division's command posts. It also does not discuss the internal cells and elements in the division headquarters and the headquarters and headquarters battalion which are addressed in FM 3-94. It does not discuss the generic commander and staff tasks and the five additional tasks residing in the mission command warfighting function. This is because they are addressed in ADRP 6-0, FM 6-0 and other publications. It also does not discuss the division headquarters and headquarters battalion which is addressed in FM 3-94. Chapter 3 introduces a fictional scenario used in the following four chapters as a discussion vehicle for illustrating one of the many ways that a division might conduct decisive action. It is not intended to be prescriptive of how the division should conduct any particular operations. The scenario focuses on potential challenges confronting a division commander in accomplishing a mission. Chapter 4 discusses a division being tailored by higher headquarters for the scenario introduced in the previous chapter. It highlights many of the deployment challenges facing a division stationed in the continental United States (CONUS) for a short-notice contingency operation. Chapter 5 discusses different techniques that a defending Army division focused on the defeat of an attacking enemy can use. It addresses the conduct of different defense tasks in the previously introduced scenario. Chapter 6 discusses different techniques that an attacking Army division focused on the defeat of a defending enemy can use. It addresses the conduct of different offensive tasks in the previously introduced scenario. Chapter 7 discusses different techniques that an Army division focused on the conduct of stability tasks can use to accomplish its mission. It addresses all of the primary stability tasks and the techniques that a division might use to accomplish those subordinate stability tasks that a division might need to execute in the previously introduced scenario. Chapter 8 addresses special topics which are not adequately address in this publication's other chapters. Situational understanding is the product of applying analysis and judgement to relevant information to determine the relationship among the operational and mission variables to facilitate decisionmaking (ADP 5-0). DIVARTY staff members must possess an in depth understanding of the functions associated with the planning, employment, targeting, and execution techniques necessary to ensure fires are available and delivered when and where they are needed. ATP 3-09.90 builds on the collective knowledge and experience gained through recent operations, and numerous exercises. Fires assist Army forces in seizing, retaining and exploiting the initiative, defeating adaptive threats, and succeeding in a wide range of contingencies. Fires and external air support enhance freedom of action, movement and maneuver for ground forces. Fires are available to commanders via the following delivery formats: surface to surface, surface to air, air-to surface and electronic attack. Available weapon systems provide commanders a wide range of possible effects, generally classified as lethal and nonlethal. The ability to scale fires enables the successful engagement of high-payoff targets (HPTs) while mitigating collateral damage. The fire support planning team at all levels have the responsibility to plan for the delivery of an appropriate mix of lethal and nonlethal effects. Taking account of mission variables, enemy intentions, and available resources, commanders apply the necessary mix of force to accomplish the assigned mission. The division commander relies on information obtained from fires personnel to determine the necessary effects required to achieve the desired endstate. The DIVARTY commander oversees planning and execution of fires to support the division. Integrated fires support the division commander's scheme of maneuver. The DIVARTY, when allocated fires capabilities, provides fires in support of offensive, defensive, and stability tasks. ATP 3-90.90 achieves this purpose through linking to a milWiki portal under the milSuite uniform resource locator (URL) containing guidance for tactical SOPs and unclassified examples of SOPs for reference. The SOP portal provides a baseline for developing new SOPs quickly and a forum for improving existing SOPs. The portal presents best practices consistent with doctrinal principles. The Combined Arms Doctrine Directorate established the SOP portal in 2009. The authors attempted to align the original information with pertinent doctrine and regulations. Where the portal's contents differ from current doctrine and regulations, the latter take precedence. The information in the SOP portal is not authoritative doctrine. The examples in the portal do not provide ready-to-use SOPs for Army units. Soldiers developing SOPs for their units are encouraged to apply critical thinking while referring to the models and other resources to aid their own content development. At a minimum, portal users must be familiar with this ATP, Field Manuals (FMs) 5-0 and 6-99.2; Army Regulations (ARs) 25-1, 34-4, and 380-5; and Department of the Army Pamphlet (DA Pam) 25-403. Soldiers are encouraged to use the portal to collaborate, to improve the portal's contents, and to upload new SOP examples. The SOP portal is secure and requires an Army Knowledge Online or Defense Knowledge Online login. The portal's contents are unclassified. Neither this manual nor the SOP portal is intended to regulate the appearance or content of unit SOPs. This ATP uses joint terms where applicable. When formal military terms are identified in the text of this ATP, the terms are italicized and the number of the proponent manual follows the definition. A standard operating procedure is a set of instructions covering those features of operations which lend themselves to a definite or standardized procedure without loss of effectiveness. The procedure is applicable unless ordered otherwise (JP 3-31). A SOP is both standing and standard: it instructs how to perform a prescribed and accepted process established for completing a task. Features of operations that lend themselves to standardization are common and usually detailed processes performed often and requiring minimal variation each time. Well-written and properly used unit tactical SOPs enhance effective execution of tasks; the benefits of SOPs are numerous. They reduce training time, the loss of unwritten information, the commission of errors, the omission of essential steps or processes, and the time required for completion of tasks. This does not mean, however, that carrying out SOPs never requires thought or that SOPs should never change. Indeed, tactical units must change some operating procedures as rapidly as operational environments and missions change. The SOP portal helps units avoid an unnecessary loss of effectiveness that could occur by maintaining unthinking dependence on outdated written procedures. The portal also helps units avoid a loss of effectiveness that could occur when units delay writing down processes that need to become standardized. The doctrine in this manual provides techniques for developing unit tactical SOPs. Units throughout the Army can take advantage of technology to obtain guidance, collaborate in real time, and find information quickly. This manual and the SOP portal are intended to enhance operational adaptability Army-wide. In the short term, the information in the SOP portal will help units establish or improve SOPs more rapidly. In the long term, the intention is that more and more units will build SOPs using the portal and the doctrine in this manual. SOPs throughout the Army should increase in similarity as the combination of doctrinal guidance and Army-wide milWiki collaboration facilitates consensus.

Joint operations recognize that military forces alone are not the only actors in an OE. Commanders must leverage the interests and capabilities of the civil component to achieve unified action. Unified land operations are conducted to synchronize, coordinate, and integrate the activities of governmental and nongovernmental entities to achieve unity of effort. The CMOC is the doctrinal solution that facilitates unity of effort during unified land operations between the civil environment and military forces conducting operations within a given area of operations (AO). The Army conducts unified land operations. Unified land operations represent the Army's contribution to joint operations and the requirement to achieve unified action. This publication is a new publication that illustrates techniques that Army CA forces utilize to establish a CMOC in order to integrate, coordinate, and/or synchronize with unified action partners. CA forces support the manning of a CMOC at all Army echelons from BCT to combatant command. Chapter 1 describes how CA forces form a CMOC to support unified land operations and the decisive action necessary to successfully achieve unity of effort. Stability as one component of decisive action is specifically emphasized because stability is the culmination of offensive and defensive tasks. The CMOC has its greatest impact when supporting stability tasks. Chapter 2 explains how the CMOC is designed to support mission command by reducing the command post's (CP's) scope of responsibility and synchronizing, integrating, and/or coordinating with governmental and nongovernmental organizations (NGOs), as well as indigenous populations and institutions (IPI). The CMOC helps develop the commander's situational understanding by integrating civil information with the joint information preparation of the environment. Chapter 3 depicts how the CMOC executes the operations process as it pertains to achieving unified action with the civil component. Chapter 4 explains the civil information functions of the CMOC that enhance the commander's common operational picture (COP). Chapter 5 explains the support relationships that exist from BCT to theater Army, as well as with joint forces. Chapter 6 explains the table of organization and equipment composition of the CMOC found in the CA company through the CACOM. Chapter 7 illustrates conceptually how the CMOC operates by protecting itself, achieving internal mobility, and communicating with its supported HQ and unified action partners.

To this end, FM 3-06 discusses major Army operations in an urban environment. This environment, consisting of complex terrain, a concentrated population, and an infrastructure of systems, is an operational environment in which Army forces will operate. In the future, it may be the predominant operational environment. Each urban operation is unique and will differ because of the multitude of combinations presented by the threat, the urban area itself, the major operation of which it may be part (or the focus), and the fluidity of societal and geopolitical considerations. Therefore, there will always exist an innate tension between Army doctrine, the actual context of the urban operation, and future realities. Commanders must strike the proper balance between maintaining the capability to respond to current threats and preparing for future challenges.
