The goal of this revision is to- Highlight staff processes and products to assist commanders and staffs in identifying when and where to leverage friendly capabilities in the scope of an operation.Add some unique considerations for IPB supporting certain missions not addressed in the 2014version of this publication.ATP 2-01.3 updates and describes the fundamentals of IPB. It includes techniques for developing planning requirements tools and keeping them current throughout an operation. It addresses factors to consider when supporting offensive, defensive, and stability tasks. It also discusses considerations when operating in urban and nontemperate environments. Although the discussions and descriptions in this manual may seem linear, planning requirements and assessing collection is a dynamic, continuous, and interactive process requiring constant interaction between the commander and staff. Depending on the mission, time available, ongoing operations, and standard operating procedures (SOPs), units may develop techniques for abbreviated information collection planning to meet the commander's needs. The information presented is descriptive, not prescriptive or restrictive. However, it describes the optimal process. This manual complies with Doctrine 2015 guidelines. Chapter 1 discusses information collection and its tasks-planning requirements and assessing collection, task and direct collection, and execute collection-across the echelons and the vital role of the commander and staff. It also addresses the linkage between planning requirements and assessing collection, the military decisionmaking process (MDMP), intelligence preparation of the battlefield (IPB), and targeting. Chapter 2 describes how the commander provides the staff with inputs necessary to perform planning requirements and assessing collection and how the staff develops their respective running estimates, requests for information, and requirements. It also outlines the functions of planning requirements and assessing collection. Chapter 3 discusses the development of requirements-the identification, prioritization, and refining of gaps in data and relevant information-and knowledge concerning the operational environment that must be resolved for the commander to achieve situational understanding. Chapter 4 describes the development of planning requirements tools. These tools, developed by the intelligence staff, begin the process of synchronizing the information collection plan with the scheme of maneuver and are updated as the scheme of maneuver changes. Chapter 5 discusses assessing the information collection plan, providing feedback to information collection assets, and retasking of assets. Chapter 6 discusses the process of updating planning requirements tools and updating or revising the information collection plan to remain synchronized with operations. Chapter 7 discusses the considerations for planning requirements and assessing collection when conducting offensive, defensive, and stability tasks. Chapter 8 discusses the considerations for planning requirements and assessing collection for urban, mountain and cold weather, jungle, and desert environments. Appendix A discusses joint, national, and multinational intelligence, surveillance, and reconnaissance (ISR) planning considerations. Appendix B provides tactics, techniques, and procedures for requesting aerial collection.

Book excerpt: The purpose of this manual, Army Techniques Publication ATP 3-13.3 Army Operations Security for Division and Below July 2019, is to provide a doctrinal operations security reference for Army tactical unit commanders, operations security planners, staffs, and unit trainers at division and below. The Army operations security process is a systematic method used to identify, control, and protect essential elements of friendly information. An essential element of friendly information is a critical aspect of a friendly operation that, if known by the enemy, would subsequently compromise, lead to failure, or limit success of the operation and therefore should be protected from enemy detection. Traditional security programs protect classified information, but are not necessarily designed to protect essential elements of friendly information. Properly implemented operations security works in coordination with traditional security programs to protect essential elements of friendly information. The Army Protection Program, a management framework to synchronize, prioritize, and coordinate protection policies and resources, highlights operations security as an additional protection task that commanders and staffs must synchronize and integrate, along with other capabilities and resources, to preserve combat power. Commanders designate a member of the staff to serve as the unit's operations security planner. The operations security planner-typically a standing member of the unit's protection working group that brings together representatives of all staff elements concerned with protection- ensures that operations security is considered during the military decisionmaking process and incorporated within the unit's scheme of protection. The operations security planner analyzes unit's information activities, operational patterns and routines, signatures, and other activities that reveal unit-specific operational information and other associated observables. The operations security planner assesses whether such information or indicators could reasonably be observed by enemy or adversary forces known or suspected of conducting surveillance, reconnaissance, or intelligence collection activities directed against the unit. After identifying potentially vulnerable essential elements of friendly information, the operations security planner recommends them to the commander, along with a variety of measures to prevent their compromise. Commanders direct measures and countermeasures to reduce enemy observation and exploitation of friendly actions. These measures include concentrating forces and hiding friendly movements and rehearsals. Additionally, Army divisions and echelons below employ countermeasures such as camouflage, concealment, and decoys as an integral part of unit standard operating procedures. ATP 3-13.3 contains four chapters and one appendix. A brief description of each follows: Chapter 1 discusses the fundamentals of operations security, provides a list of operations security-related terms, and describes commander and operations security planner responsibilities. Chapter 2 describes the operations security process in detail, discusses how the process should be incorporated into operations and planning, identifies each step of the process, suggests several items to consider for operations security guidance, and provides an example of an operations security estimate. Chapter 3 examines an operations security planner's role in each step of the military decisionmaking process. Chapter 4 looks at the tools available to monitor, evaluate, and refine unit measures and countermeasures. Appendix A offers tips and recommendations for developing the operations security appendix of an operational order and provides an example of a completed operations security appendix.

The principal audience for ADP 2-0 is every Soldier and Department of the Army Civilian who interact with the intelligence warfighting function. This publication is the foundation for the intelligence warfighting function and subsequent doctrine development. It also serves as a reference for personnel who are developing doctrine, leader development, materiel and force structure, and institutional and unit training for intelligence. ADP 2-0 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both the glossary and the text. Terms for which ADP 2-0 is the proponent publication (the authority) are marked with an asterisk (*) in the glossary. ADP 3-07 presents overarching doctrinal guidance and direction for conducting stability operations in operations. It establishes the foundation for developing other fundamentals and tactics, techniques, and procedures detailed in subordinate doctrinal publications. See the introductory figure on page iv for an illustrated overview of ADP 3-07. ADP 3-07 provides the doctrine for the conduct of stability operations, just as ADP 3-90, Offense and Defense, provides doctrine for the conduct of offensive and defensive operations. The doctrine in ADP 3-07 provides a foundation for the Army's operational concept of unified land operations. This publication also forms the foundation for training and Army education curricula on stability operations tasks in operations.
