This publication provides details on the four continuing functions of planning requirements and assessing collection. It includes techniques for developing planning requirements tools and keeping them current throughout an operation. It addresses factors to consider when supporting offensive, defensive, and stability tasks. It also discusses considerations when operating in urban and nontemperate environments. Although the discussions and descriptions in this manual may seem linear, planning requirements and assessing collection is a dynamic, continuous, and interactive process requiring constant interaction between the commander and staff. Depending on the mission, time available, ongoing operations, and standard operating procedures (SOPs), units may develop techniques for abbreviated information collection planning to meet the commander's needs. The information presented is descriptive, not prescriptive or restrictive. However, it describes the optimal process. This manual complies with Doctrine 2015 guidelines. Chapter 1 discusses information collection and its tasks-planning requirements and assessing collection, task and direct collection, and execute collection-across the echelons and the vital role of the commander and staff. It also addresses the linkage between planning requirements and assessing collection, the military decisionmaking process (MDMP), intelligence preparation of the battlefield (IPB), and targeting. Chapter 2 describes how the commander provides the staff with inputs necessary to perform planning requirements and assessing collection and how the staff develops their respective running estimates, requests for information, and requirements. It also outlines the functions of planning requirements and assessing collection. Chapter 3 discusses the development of requirements-the identification, prioritization, and refining of gaps in data and relevant information-and knowledge concerning the operational environment that must be resolved for the commander to achieve situational understanding. Chapter 4 describes the development of planning requirements tools. These tools, developed by the intelligence staff, begin the process of synchronizing the information collection plan with the scheme of maneuver and are updated as the scheme of maneuver changes. Chapter 5 discusses assessing the information collection plan, providing feedback to information collection assets, and retasking of assets. Chapter 6 discusses the process of updating planning requirements tools and updating or revising the information collection plan to remain synchronized with operations. Chapter 7 discusses the considerations for planning requirements and assessing collection when conducting offensive, defensive, and stability tasks. Chapter 8 discusses the considerations for planning requirements and assessing collection for urban, mountain and cold weather, jungle, and desert environments. Appendix A discusses joint, national, and multinational intelligence, surveillance, and reconnaissance (ISR) planning considerations. Book excerpt: From the beginning of the history of conflict, gathering information about one's foe and using it against him has been a critical precept for success in war. Having superior knowledge about the terrain and weather is also a well-accepted criterion for achieving victory in battle. The armed forces of the United States have long understood these prescriptions and have amassed an array of technologies, techniques, analytic methods, and talented personnel to ensure intelligence superiority. The emergence of new cities and the expansion of established urban hubs have challenged this intelligence superiority in many ways. Buildings and infrastructure neutralize U.S. technological advantage by stifling electronic intelligence capabilities. Urban construction imposes extreme burdens on "knowing the terrain," vastly increasing the amount of information to be considered. Buildings alter maneuver routes, change unit type and weapons use considerations, and hide personnel and equipment. Urban infrastructure, which includes utilities and public works, can impose severe restrictions on unit operations if the infrastructure is required to remain operable during the conduct of military activities. Residents of an urban area complicate situational awareness and threat identification by populating the operational area with thousands and thousands of actors who engage in constantly changing activities, and who have a variety of interests and intentions. Knowing what groups exist in an urban area, what relationships exist between them, and how each population group will respond to an activity is critical to operational success but often difficult to decipher. The combination of the increased number of people, urban construction, and urban infrastructure also hampers "knowing the enemy."

Section I covers the fire mission process, including tactical and technical fire direction, massed fires, and continuity of operations. Section II discusses various types of fire missions. Section III provides information on counterfire. Section IV discusses FA battalion support for suppression of enemy air defenses (SEAD) operations. Section V provides general information on FA battalion meteorological operations and Section VI discusses FA battalion survey considerations. Chapter 6 discusses how a FA battalion applies previously addressed techniques and principles in the context of FA operations in a variety of operational situations. Section I discusses key considerations for FA support. Section II discusses FA tasks common to operations. Sections III and IV cover FA operations in support of offensive and defensive tasks. Section V details FA support of other unique tactical operations, such as airborne operations. Section VI addresses FA support of stability tasks and defense support of civil authorities. Section VII discusses climate and terrain considerations that affect FA operations. Chapter 7 describes the sustainment warfighting function as it relates to the FA battalion. Appendix A discusses development, format, and content of a formal FA battalion operation order written in the five-paragraph field order format. Section I provides context for development of the FA battalion operation order including the operation order, concept of operations, fire support (FS) plan, and attendant FA support. Section II is an annotated outline that provides basic guidance on the content for various parts and paragraphs of the FA battalion operation order. Section III provides an example of the FA battalion operation plan, operation order and associated annexes. Appendix B provides a discussion of techniques associated with a composite battalion of two different howitzer systems. The glossary contains acronyms and defined terms.
