Book excerpt: The late Byzantine period was a time characterized by both civil strife and foreign invasion, framed by two cataclysmic events: the fall of Constantinople to the western Europeans in 1204 and again to the Ottoman Turks in 1453. Mark C. Bartusis here opens an extraordinary window on the Byzantine Empire during its last centuries by providing the first comprehensive treatment of the dying empire's military. Although the Byzantine army was highly visible, it was increasingly ineffective in preventing the incursion of western European crusaders into the Aegean, the advance of the Ottoman Turks into Europe, and the slow decline and eventual fall of the thousand-year Byzantine Empire. Using all the available Greek, western European, Slavic, and Turkish sources, Bartusis describes the evolution of the army both as an institution and as an instrument of imperial policy. He considers the army's size, organization, administration, and the varieties of soldiers, and he examines Byzantine feudalism and the army's impact on society and the economy. In its extensive use of soldier companies composed of foreign mercenaries, the Byzantine army had many parallels with those of western Europe; in the final analysis, Bartusis contends, the death of Byzantium was attributable more to a shrinking fiscal base than to any lack of creative military thinking on the part of its leaders.

Although the military had remarkable success in promoting its version of events, recent democratization has allowed scholars access to new materials with which to challenge the "official story." Drawing on oral histories, secret police documents, memoirs of dissident officers, army records, and other sources only recently made available, Shawn Smallman crafts a compelling, revisionist interpretation of Brazil's political history from 1889 to 1954. Smallman examines the topics the Brazilian military wished to obscure--racial politics and terror campaigns, institutional corruption and civil-military alliances, political torture and personal rivalries--to understand the army's growing involvement in civilian affairs. Among the myths he confronts are the military's idealized rendition of its racial policies and its portrayal of itself as above the corruption associated with politicians. His account not only illuminates the origins of the military government's repressive and often brutal actions during the 1960s and 1970s but also carries implications for contemporary Brazil, as the armed forces debate their role in a democratic country.

Book excerpt: Following the decision to maintain 250,000 U.S. troops in Germany after the Allied victory in 1945, the U.S. Army had, for the most part, been a model of what a peacetime occupying army stationed in an ally’s country should be. The army had initially benefited from the positive results of U.S. foreign policy toward West Germany and the deference of the Federal Republic toward it, establishing cordial and even friendly relations with German society. By 1968, however, the disciplined military of the Allies had been replaced with rundown barracks and shabby-looking GIs, and U.S. bases in Germany had become a symbol of the army’s greatest crisis, a crisis that threatened the army’s very existence. In An Army in Crisis Alexander Vazansky analyzes the social crisis that developed among the U.S. Army forces stationed in Germany between 1968 and 1975. This crisis was the result of shifting deployment patterns across the world during the Vietnam War; changing social and political realities of life in postwar Germany and Europe; and racial tensions, drug use, dissent, and insubordination within the U.S. Army itself, influenced by the civil rights movement, the Vietnam War, and the youth movement in the States.
