Book excerpt: "The requirements for this study were: to identify how the available Training Aids, Devices, Simulators and Simulations (TADSS) are integrated into training programs, to evaluate user perceptions of TADSS, and to provide recommendations for a procedure to periodically gather this information. The methodology employed structured interviews given at eight posts selected for both Forces Command (FORSCOM) and Training and Doctrine Command (TRADOC) installations. Personnel were selected to represent the providers of TADSS and the users, from individual soldier to training administrator. Virtual Simulation was employed by the combat maneuver arms where available. Constructive Simulation is widely used by companies and battalions and not often by platoons. The TADSS most often used at platoon level was the multiple integrated laser engagement system or MILES. MILES was not consistently employed in a manner that would ensure realism or objective casualty assessment. Unit Conduct of (UCOFT) and Weaponeer are the simulators most often used. The Standard Army Training System (SATS) is used mostly to prepare training schedules, but the software is unfriendly and needs considerable revision to reach its full potential. TADSS information should be collected on a periodic basis by TRADOC using a modified set of these study procedures."--DTIC.

Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and for-warded through their higher headquarters to the policy proponent. Refer to AR 25-30 for specific guidance.This regulation contains internal control provisions in accordance with AR 11-2 and identifies key internal controls that must be evaluated (see appendix J).

Resources for supporting Army training are expected to decrease as the defense budget declines. Individual military education and training in U.S. Army schools will experience especially intense budget pressure. To cope with these challenges, the Army is attempting to devise new training concepts and strategies that could achieve effectiveness similar to that of current methods at reduced cost. The overall objective of this research is to assess alternative approaches for conducting individual training that may be more affordable than current methods, particularly training in residence at Army schools. This report presents the results of the first phase of this research, which seeks to link Army military occupational specialties (MOS) to potential concepts for changing individual training in the future. The report analyzes, across a range of occupations, alternative training approaches that may be more affordable and flexible than current techniques for individual skill training of enlisted personnel. The report examines training-related characteristics of Army occupations and identifies general training-related dimensions that characterize Army entry-level enlisted MOS. The results show that the training-related characteristics of entry-level enlisted MOS can be summarized by a number of general dimensions, the most important of which are ability requirements, dominant tasks, similarity to civilian occupations, and cost to train. The dimensions can be linked to new training concepts under consideration by the Army (i.e., distributed training; use of training aids, devices, simulators, and simulations; use of civilian training sources). These results may be useful in suggesting MOS in which particular training concepts and strategies may prove most feasible and cost-effective. (31 tables, 27 refs.).
