Book excerpt: Excerpt from Mental Survey of Utah Schools and Adaptation of the Army Beta Tests We were forced to discard this test for the two - fold reason that the results with our Training School demonstrated the fact that the correlation with the stanford-binet, 50, was too low, and the percentage of accidents, or failures among those children shown to be normal by the Standford - Binet, and by reference to school work, was found to be too high. We soon discovered that one of the chief difficulties facing a group test was the number of such accidents arising through failure to understand instructions, or through incapacitation of the child because of nervousness or excitement due to the presence of strangers in the class room, or to slow adaptation to a novel situation. This was found to be especially the case with children in the three lowest grades, where ages range from six to nine. We came to appreciate in a more profound way the value of the rapport established between the examiner and child in the Stanford - Binet individual tests. With these experiences before us we recognized the necessity of employing the play or game element as far as possible and of using adequate demonstration material in the presentation of the tasks. We next considered the Army Alpha tests which, however, were not usable in our state because of their emphasis upon lan gauge, particularly reading ability, an element which would be sure to bring disaster in our coal and copper mining districts where the percentage of foreign born and foreign language speaking popula tion is large. Our last consideration was the Army Beta tests which, after considerable modification and supplementation, were adopted. These tests may be made to involve the play or con structive element to a desirable degree and the tasks to be done by the children are open to the completest possible chart and verbal demonstration. Because the highest Binet ages of individuals in feeble-minded institutions were found to range up to 12 years, that level was at first taken as the lower limits of normality. But we now find that there is a very large proportion of people not feeble - minded who are below that level - probably about 40 per cent. Of the men tested in the army examinations being below a mental age of 12 years. On the other hand, because there are individuals as low as 10 years Binet age who do not require control for their own protection or for the good of others, it is just as unwise to run to the other extreme and to say that 10 years must be regarded as the upper limits of moronity. The truth is that a mental range between these limits marks a zone which is populated by both feeble minded and normals. We may call 11 years mental age the central point of distribution in this zone, which extends from 9 to 13 years Binet age. This does not mean that all those within the borderland are borderline cases. The normals within this zone are normals and not borderline cases. As regards the question of diagnosis, we must admit that in the determination of social fitness there is more than the intelligence as indicated by Binet examinations to be considered. In the pamphlet quoted above there is this pregnant sentence, A man's value to the service should not be judged by his intelligence alone. There are many positive and negative virtues not examined by the mental tests, which may have a great bearing on individual efficiency in the military service. Exactly the same thing is true of tested intelligence in rela tion to social value. There are other factors besides mental test age which afi'ect the question of social efficiency. At the same time it is probably true to state that intelligence is the most important single factor in social as in military fitness. The other factors which must be considered are as much temperamental as mental. However, we may disagree about the psychological definitions of feeble-mindedness, we must remember that society is interested in the mental defective almost solely as a potential or actual social inefficient. Ultimately, then, it is the social criterion which must stand. Since Binet's' day it has been recognized that mental tests as commonly used do not differentiate a large class of those who, under the social definition, should be regarded as feeble - minded. Such cases find their way in large numbers to institutions and require segregation equally as much as the ordinary defectives. It was agreed, therefore, that the methods of individual examination should be worked out with special reference to subnormals, supernormals, foreigners, and psychotics. Tentatively, Yerkes, Goddard, and Haines were charged with the formulation of tests for illiterates and psychotics; Whipple and Bingham, for superiors; and Wells and Terman, for subnormals. As it worked out, however, the contributions of the various members were not governed to any great extent by these assignments. The question may be raised why the committee did not adopt one or more of the standardized intelligence scales in current use instead of undertaking the preparation of new methods. Perhaps the wisdom of the committee's decision is open to question in view of the fact that the methods prepared at this time were soon abandoned in favor of the Yerkes-Bridges point scale and the Stanford-Binet scale. Among the considerations which influenced the committee were the following: (1) That current scales were not sufficiently " coach-proof"; (2) that new sets of tests could probably be devised which would give a larger variety for choice and render the method of individual examination more flexible than current methods and more readily adaptable to particular types of subjects; (3) that new tests would escape the prejudice entertained by many against the intelligence scales in general use. Before undertaking to make a selection of tests it was agreed that the tests chosen should satisfy the following criteria: (1) They should be valid measures of intelligence; (2) reasonably "coach-proof"; (3) not too susceptible to practice effects; (4) unfavorable to malingering; (5) interesting; (6) with responses unambiguous, ...
