While the Department of Defense (DOD) is not a provider of first resort in disasters, requests for support from U.S. forces may be required when military-unique capabilities (such as lift capability, engineering, or deployable medical support) exist that can expedite relief efforts during urgent, life-threatening situations. This manual is a two-part publication. Part one of the ATP discusses AHS support to stability tasks and part two covers medical support to DSCA tasks. Part two of the manual, which provides a separate discussion of AHS support to DSCA tasks, the National Response Framework (NRF), National Disaster Recovery Framework, and the DOD's role in the National Disaster Medical System (NDMS). Army Techniques Publication 4-02.42 consists of seven chapters- Chapter 1 provides an overview of stability in operations, the primary stability tasks, national and DOD-level guidance, and the importance of ensuring that AHS support to stability tasks is regionally focused and conducted in consonance with the combatant commander's theater engagement strategy. Chapter 2 discusses the Department of State's Post-Conflict Reconstruction Essential Tasks matrix as it relates to the Army primary stability tasks. The chapter also provides the doctrinal description for three of the five Army stability tasks, medical aspects of the supporting initial and transformational response tasks, and corresponding health service support (HSS) and force health protection (FHP) considerations for each task. Although Joint doctrine describes the capabilities of the Military Health System as a taxonomy of care, this description does not adequately address how the AMEDD must organize and equip its forces to successfully accomplish the health care delivery in the noncontiguous operational environment. Therefore, the AHS is in consonance with and supports the concept of the taxonomy of care, but AMEDD support is discussed in terms of capability packages specifically designed to support Army formations. Although the Military Health System is an interrelated system which may share medical services, capabilities, and specialties among the Service components, it is not a joint mission command system. Each Service component develops its medical resources to support its Service-specific mission. This results in the development of different types of organizations with varying levels of capability, mobility, and survivability. Although joint medical resources may have similar nomenclature to describe the unit, they are not usually interchangeable.

The provision of MEDLOG support requires collaboration between the medical logisticians, clinicians, and other health care providers within the operational environment and encompasses the following functions: Medical materiel procurement and distribution (acquisition, receiving, shipping, storage, and stock record/property accounting); Medical equipment maintenance and repair; Optical fabrication and repair; Management of patient movement items; Production of medical gases; Blood storage and distribution; Medical hazardous waste management; Management of medical facilities and infrastructure; Medical contracting support; Total product life-cycle management of medical materiel and equipment. This manual describes the capabilities of the MEDLOG system and its role in sustaining the AHS mission. Medical logistics support for deployed forces is the primary focus of this manual. However, generating force or national strategic-level MEDLOG support is also addressed to present a clear picture of the processes involved and resources expended to guarantee a Class VIII support infrastructure. This Class VIII infrastructure ensures the seamless delivery of health care from the point of injury through successive roles of care to the continental US (CONUS) support base. This publication opens with an overview of Army MEDLOG, followed by a description of each MEDLOG unit, the capabilities available, and role of care where each element may be employed. This manual also covers the information systems and enablers available to facilitate the flow of supplies and equipment throughout the area of operations (AO), as well as the current force (Medical Force 2000, Medical Reengineering Initiative, modular division, and brigade combat team [BCT] force designs) and emerging concepts scheduled to occur as part of current and future force fielding events.

The principal audience for ATP 6-02.53 is commanders, staffs, supervisors, planners, radio operators, signal Soldiers, and other personnel responsible for operating tactical radios or employing tactical radio networks across multiple domains, at all echelons. ATP 6-02.53 is a standard reference for tactical radios. It provides system planners with guidance and steps for network planning, interoperability considerations, and equipment capabilities. ATP 6-02.53 uses joint terms where applicable. Selected joint and Army terms and definitions appear in both glossary and the document. Terms for which ATP 6-02.53 is the proponent publication (the authority) are italicized in the text and marked with an asterisk (*) in the glossary.
