Protection serves as an Army warfighting function. A shared understanding of the joint protection function enables Army leaders to integrate the Army's protection warfighter function with unified action partners. Army leaders must anticipate that joint support will be limited in larger-scale ground combat operations and must protect the force utilizing a combination of measures. The joint protection function focuses on preserving the joint forcefighting potential in four primary ways: 1. Active defensive measures to protect friendly forces, civilians, and infrastructure. 2. Passive defensive measures to make friendly forces, systems, and facilities difficult to locate, strike, and destroy when active measures are limited or unavailable. 3. The application of technology and procedures to reduce the risk of fratricide. 4. Emergency management and response to reduce the loss of personnel and capabilities due to accidents, health threats, and natural disasters. Protection is not linear - planning, preparing, executing, and assessing protection is continuous and enduring. The protection warfighting function tasks are incorporated into the operations process in a comprehensive, layered, and redundant approach to achieve enduring force protection. Protection preserves capability, momentum, and tempo which are important contributors to operational reach. Synchronizing, integrating, and organizing protection capabilities and resources throughout the operations process preserves combat power and mitigates the effects of threats and hazards to enable freedom of action. The prioritization of protection assets is situationally dependent and resource informed. The goal of protection capabilities integration is to balance protection with the freedom of action throughout the duration of military operations. This is achieved by integrating reinforcing or complementary protection capabilities in order to mitigate or assume risk for all identified and prioritized vulnerabilities. The collaboration, integration, and synchronization between the warfighting functions assist in identifying threats and hazards and mitigating their effects. Not all assets listed on the protection prioritization list receive continuous protection. Some critical assets only receive protection assets based on available resources. Determining and directing protection priorities may involve the most important decisions commanders make and their staffs support.

Additional changes in ADRP 3-09, from FM 3-01 and FM 3-09, include the field artillery (FA) mission statement is updated to read: The mission of the Field Artillery is to destroy, defeat, or disrupt the enemy with integrated fires to enable maneuver commanders to dominate in unified land operations. ADRP 3-09 remains generally consistent with FM 3-01 and FM 3-09, on key topics while adopting updated terminology and concepts as necessary. These topics include the discussion of fires in support of unified land operations, decisive action and the operational framework. ADRP 3-09 contains three chapters: Chapter 1 describes the fires warfighting function while incorporating the roles, core competencies, critical capabilities, characteristics, and principals of fires, as well as fires in support of unified land operations, and decisive action. Additionally the chapter discusses fires in relation to other warfighting functions, joint interdependency, and the employment of fires. Chapter 2 describes the various fires organizations, and lists key fires personnel with their duties and responsibilities. Chapter 3 describes the fires process in greater detail, describes its interaction with the operations process, through targeting and fires planning. Based on current doctrinal changes, certain terms have been added, modified, or rescinded for purposes of this manual. The glossary contains acronyms and defined terms. The principal audience for Army doctrine reference publication (ADRP) 3-09 is commanders, leaders, and staff of the fires warfighting function. Commanders and staff who must employ fires within their operations should also use this doctrinal manual. Only the Army is capable of mounting sustained large-scale ground combat operations. The Total Army, comprised of the Regular Army, Army National Guard, and Army Reserve, provides the Nation with a land force unequaled in skill, adaptability, professionalism, and power.In today's volatile operational environment, our Army must remain ready to answer the Nation's call anywhere and anytime, with little or no notice. Because of this, readiness for large-scale ground combat is our first priority. While we continue to develop future capabilities and care for families, we take best care of our Soldiers when we maintain our solemn commitment to never send Soldiers into harm's way unless they are fully trained, properly equipped, and most importantly, properly led. This is our moral imperative and what the American people trust us to do. The fundamental role of the American Soldier today is the same as it was over 244 years ago-to win. That is the challenge our Army must always be ready to meet, today and tomorrow.ADP 1 is prepared under the direction of the Chief of Staff of the Army. It delineates the Army's roles and core competencies by deriving them from the Constitution; Title 10, United States Code (USC); and DODD 5100.01. It establishes the fundamental principles for employing Army forces, addresses the Army's contributions to the joint force, and highlights our interdependence with the joint force. Lastly, ADP 1 emphasizes the professional Soldier and the characteristics of the future force that will enable the Army to maintain its commitment to the Nation.Army doctrine supports and is consistent with joint doctrine. This publication connects Army doctrine to joint doctrine as expressed in relevant joint publications, especially JP 1, Doctrine for the Armed Forces of the United States, and JP 3-0, Joint Operations.The principal audience for ADP 1 is all members of the Profession of Arms, executive and legislative leaders, and unified action partners.ADP 1 uses joint terms where applicable. This manual is a guide to action for the employment of fire support in decisive action as a part of unified land operations. The foundation of unified land operations is built on initiative, decisive action, and mission command-linked and nested through purposeful and simultaneous execution of both combined arms maneuver and wide area security-to achieve the commander's intent and desired end state (Army Doctrine Publication (ADP) 3-0). The challenges of future armed conflict make it imperative for the Army to produce leaders and forces that exhibit a high degree of operational adaptability. Achieving the necessary level of operational adaptability requires the Army to build upon a foundation of two broad responsibilities within the framework of fullspectrum operations- * Army forces conduct combined arms maneuver (CAM) to gain physical, temporal, and psychological advantages over enemy organizations. Applying an expanded understanding of combined arms, Army forces integrate the combat power resident in the Army's six warfighting functions with a wide array of related civil and military capabilities to defeat enemies and seize, retain, and exploit the initiative. * Army forces conduct wide area security (WAS) to consolidate gains, stabilize environments, and ensure freedom of movement and action. This publication identifies the principles of fire support, describes the fires warfighting function in terms of its major components, functions, and required products and describes how fire support is employed in terms of the operations process. The scope of this publication is broad in its focus in order to deal with the fire support structure as a complete entity. It gives equal treatment to the diverse assets that are designated as fire support resources. The successful employment of fire support depends on the synchronization of all forms of fire support with all warfighting functions. This fire support keystone doctrinal manual should be used by commanders and staff who must employ fire support within their operations. Army forces are employed with other Services as part of a joint force. Consequently, this FM is not only based on ADP 3-0, but is also grounded in joint doctrine such as found in JP 3-0, JP 3-09, and JP 3-60. Fire support is provided by mortars, cannon field artillery, rockets, missiles, naval surface fire support (NSFS), non-Army attack helicopters, fixed-wing aircraft, and unmanned aircraft systems. Fire support may be enhanced by those systems that enable the conduct of electronic attack. This publication describes the field artillery as the principal means of fire support available to the commander, and charges the field artillery to integrate, coordinate and synchronize all available fire support with the commander's concept of operations. This is the ultimate challenge of fire support. This FM helps commanders and their fire support staff officers and fires unit commanders meet this challenge by providing a clear and concise picture of fire support and why it must work as a unified system.

The endurance of Army forces is primarily a function of their sustainment and is essential to retaining and exploiting the initiative. Sustainment provides the support necessary to maintain operations until mission accomplishment. The relationship between sustainment and operation is depicted in introductory figure-1 on page vi.Sustainment must be integrated and synchronized with operations at every level to include those of our joint and multinational partners. Sustainment depends on joint and strategic links for strategic airlift, sealift, intratheater airlift, and strategic and theater-level supply support. Sustainment depends on our host nation (HN) partners to provide infrastructure and logistics support necessary to ensure both maneuver forces and followon sustainment are delivered to right place, at the right time, and in an operable condition. This dependence on our joint and strategic links and our multinational partners means sustainment is inherently joint. Through joint interdependence, the combatant commander (CCDR) is able to maximize the effect the Army's capabilities in an operational area. The Army's robust sustainment capability assists in providing theater and port opening functions enabling joint forces to conduct strategic and operational reach. Army sustainment capabilities provide the bulk of Army support to other services in the forms of executive agent, common-user logistics, lead service, and other common sustainment resources. Army support to other services enables joint forces with freedom of action and endurance.ADP 4-0 contains three chapters: Chapter 1 discusses the four elements of the sustainment warfighting function: logistics, financial management, personnel services, and health service support. It establishes the principles for each of the elements.Chapter 2 describes the important roles that the United States (U.S.) military and interorganizational partners play during the sustainment of Army forces. It describes joint interdependence and how sustaining the Army and joint forces are linked. It also describes the Army's Title 10 responsibilities and the roles of the generating force, operating force, interorganizational coordination and multinational partners in providing sustainment. Chapter 3 discusses unified land operations in an operational context and continues with a description of command and control of sustainment forces. This chapter concludes with describing how sustainment provides operational reach, freedom of action and endurance to combat forces. For the purpose of this manual, the use of the terms sustainment headquarters and sustainment command refers to those organizations that provide one or more of the elements of the sustainment warfighting function

Commanders and staffs use situational understanding to identify and exploit multi - domain windows of opportunity and to achieve and exploit positions of relative advantage.Intelligence is inherently joint, interagency, intergovernmental, and multinational. Every aspect of intelligence is synchronized, networked, and collaborative across all unified action partners. This synchronization occurs through national to tactical intelligence support. The Army both benefits from and contributes to national to tactical intelligence and focuses the Army intelligence effort through the intelligence warfighting function, which is larger than military intelligence. Critical participants within the function include commanders and staffs, decision makers, collection managers, and intelligence leaders.Despite a thorough understanding of intelligence fundamentals and a proficient staff, an effective intelligence effort is not assured. Large-scale ground combat operations are characterized by complexity, chaos, fear, violence, fatigue, and uncertainty. The fluid and chaotic nature of large-scale ground combat operations causes the greatest degree of fog, friction, and stress on the intelligence warfighting function. Threat forces will attempt to counter friendly collection capabilities by using integrated air defense systems, long-range fires, counterreconnaissance operations, cyberspace and electronic warfare operations, camouflage and concealment, and deception.
