Book excerpt: The Army has established a program to implement distance learning (DL) throughout both its Active and Reserve Component training systems and institutions. At the request of the Army's Deputy Chief of Staff for Personnel (DCSPER), RAND Arroyo Center undertook a research project entitled "Personnel Policy Implications of Army Distance Learning." The goals of this effort were to help the Army maintain readiness and manage personnel efficiently as it implements the various features of The Army Distance Learning Program (TADLP). In the first year of our effort, we presented findings analyzing the implications of TADLP for personnel policy; that analysis documented the need to examine further some of the ways to capitalize on DL to enhance various aspects of readiness. This report, one of two documenting the results of the research, examines the potential of DL to expedite the Army's efforts to redress personnel shortages in Army enlisted occupations. A companion report (Enhancing Stability and Professional Development Using Distance Learning, Henry A. Leonard et al., MR-1317-A, 2001) examines the effect of distance learning on soldier stability and professional development. This research should interest Army and defense policymakers and others responsible for training and human resources development in large, geographically dispersed organizations.

Book excerpt: Lifelong Learning Centers (LLCs) comprise a suite of technologies that enable online posting of schoolhouse curricula and collaboration among distributed learners. These technologies connect the field Army to Army schoolhouses, simultaneously improving course currency and supporting training in the field. The impact of lifelong learning on organizational excellence seems clear. However, it is unknown how LLCs promote readiness using educational technology and how LLC effectiveness should be measured. The purpose of this research was to develop a comprehensive, generalizable framework for conceptualizing the effectiveness of LLCs and for capturing the drivers of success. The framework and associated metrics were used to conduct an evaluation of a pilot LLC located at Fort Leavenworth. This evaluation indicated the importance of taking a causal approach. An assessment of outcomes alone would have indicated that the initiative had achieved its goals but would have obscured the fact that some of these goals--teaching and learning effectiveness--were achieved largely independently of the use of learning technologies. The basis of the framework in theory makes it generalizable not only across current and future LLCs, but also across other blended learning initiatives, addressing a gap in the scholarly literature regarding the effectiveness assessment of educational technology.

Book excerpt: Competition for scarce resources -- both dollars and soldiers -- has driven the Army to explore ways to reduce the costs and infrastructure needed to conduct military education and training. Resources devoted to military education and training are substantial; in FY00, the Active Component training institutions cost the Army $5.7 billion to run and absorbed 44,500 staff and 74,000 trainee man-years. The Army not only wants to reduce the resources it devotes to the training base, it also seeks to improve the performance of its schools. To achieve these goals, the Army has undertaken various initiatives to restructure and modernize its individual training system, including, for example, establishing the Total Army School System and The Army Distance Learning Program (TADLP). The task is a tough one: improve performance while reducing resources. The range of strategies the Army could pursue complicates the task. Which of them offer the best chance for success? RAND Arroyo Center has examined the Army's recent initiatives along with a number of others, and its analysis suggests that four strategies could help the Army achieve its goal: (1) Integrate Active (AC) and Reserve Component (RC) training institutions, (2) Expand the use of educational technologies in Army schools, (3) Leverage "flexible" distance learning technologies, and (4) Increase the use of the private sector in Army training. Book excerpt: In Proving Patriotismo, the authors examine Latino military recruitment and question whether military service is perceived and functions as a vehicle by which Latinos in the United States can be accepted as first-class citizens and improve their economic station? This work provides the first empirical analysis of the poverty draft by asking over 1,800 Latino high school students in South Texas about their experiences with military recruitment. The authors then employ additional original interview data with high school faculty and administration to assess how the military seeks to attract Latino students. Veterans of the U.S. Armed Forces are also surveyed to understand their military experience and assess whether their service improved their acceptance as American and improved their post-service quality of life. The work concludes with an examination of national survey data where Latinos provide their views of the U.S. military and Latino military service. The result of this work is a complex picture where the intersection of poverty, ethnicity and patriotism demonstrates why the U.S. military targets a growing Latino population for recruitment and why Latinos in the United States seeking to improve their economic station and their acceptance as American are open to these overtures.

Resources for supporting Army training are expected to decrease as the defense budget declines. Individual military education and training in U.S. Army schools will experience especially intense budget pressure. To cope with these challenges, the Army is attempting to devise new training concepts and strategies that could achieve effectiveness similar to that of current methods at reduced cost. The overall objective of this research is to assess alternative approaches for conducting individual training that may be more affordable than current methods, particularly training in residence at Army schools. This report presents the results of the first phase of this research, which seeks to link Army military occupational specialties (MOS) to potential concepts for changing individual training in the future. The report analyzes, across a range of occupations, alternative training approaches that may be more affordable and flexible than current techniques for individual skill training of enlisted personnel. The report examines training-related characteristics of Army occupations and identifies general training-related dimensions that characterize Army entry-level enlisted MOS. The results show that the training-related characteristics of entry-level enlisted MOS can be summarized by a number of general dimensions, the most important of which are ability requirements, dominant tasks, similarity to civilian occupations, and cost to train. The dimensions can be linked to new training concepts under consideration by the Army (i.e., distributed training; use of training aids, devices, simulators, and simulations; use of civilian training sources). These results may be useful in suggesting MOS in which particular training concepts and strategies may prove most feasible and cost-effective. (31 tables, 27 refs.).

However, some observers have questioned the feasibility of the program as it is currently designed. Technology will play an ever-increasing role in how the Army prepares to accomplish its mission in the future. Decisions on how to train and sustain soldiers for the Army of the Future must be carefully considered in light of both technology and organizational requirements. The Army must continue to stay on the leading edge of technology as a means to train the force through Distance Learning (DL) methods. With increased deployments, reduced force structure (both Active and Reserve Components), and continued integration of Reserve Component units with the Active Component (multi-component units), Army leaders can no longer afford to train the force in the traditional manner. Neither military commanders nor civilian employers can release soldiers to schools for months at a time and still prepare for multiple deployments, before it affects both their military mission and civilian occupation. With declining budgets, the Army must take advantage of training and other opportunities with external institutions that are beyond the boundaries of current Department of Defense-specific training methods. As the Army becomes more training technology based, it must ensure that courseware developers and instructors have the professional training and experience to understand what is needed to develop a fully-integrated DL course. The Army must provide these developers with the proper tools that will enable them to create a DL environment that will train the soldier of the future with the skills, both personal and technical, that will sustain the Army in the 21st century.
