This volume is a set of specifications which incorporate the requirements determined as a result of this study. The intent of this volume is to provide to the Defense Mapping Agency (DMA) a single, consolidated, set of specifications that will accommodate the majority of known and anticipated Army requirements. A brief explanation and rationale is provided for each data element required. These specifications provide the vehicle from which DMA and the Army can work toward a final production specification that is both producible by DMA and is capable of supporting Army requirements. Book excerpt: Tactical Terrain Data (TTD) is comprised of data set similar in content, accuracy and resolution to a Class B, 1:50,000 scale topographic map, a 1:50,000 Tactical Terrain Analysis Data Base, and a Marine Combat Chart. TTD will contain unsynthesized and unsymbolized feature and attribute data plus elevation data. Feature and attribute data will include information about the size, shape, location and height of extracted features. The elevation matrix will contain elevation posts every 30 meters referenced to the World Geodetic System. TTD is considered the Army's operational support data base and will meet most user requirements. Special Terrain Data (STD) is comprised of elevation and feature data sets similar to TTD, but is much more detailed and accurate, being roughly equivalent to a 1:12,500 scale topographic map. The Defense Mapping Agency has recognized Army's need for the TTD product, but indicated that STD would be difficult to produce using current and planned production systems at DMA. Higher resolution STD is still required, but new DMA production solutions are needed. Some possibilities at least on an interim basis, include having an Army user employ TTD as a base to establish geometry, best-fit it to higher resolution source material such as the new generations of multispectral imagery, and extract more dense feature data as required.

Book excerpt: The Chief of Engineers has designated the Engineer Studies Center (ESC) as the Center of Engineering Modeling for the US Army Corps of Engineers (USACE) and the USACE point of contact for the Army Model Improvement Program (AMIP). Part of the research supporting the EMIP Plan addressed the availability of the digital terrain data (DTD) needed by models to adequately represent the influence of terrain on the outcome of the battle. This report identifies requirements for DTD in models at each level in the hierarchy of Army models. Three specific models (CASTFOREM, VIC, and FORCEM) were examined to determine how they use terrain data and to assess the availability of the DTD required by the models. However, the DTD issues facing the Army extend far beyond the modeling community. ESC hopes that this analysis will contribute to finding a solution to the Army's pressing needs for DTD, not only to support modeling, but more importantly to support the new generations of weapons and command and control systems that require DTD to function. The first phase of the study examined four systems: (1) U.S. Army TEC, Digital Products Center, DBGS supported by LNK, Alexandria, VA; (2) Close Combat Tactical Trainer terrain DBCS, operated by Evans and Sutherland, Salt Lake; City, UT; (3) USAF 58th Training Support Squadron's Mission Training Support System terrain DBGS operated by Lockheed Martin, Kirkland AFB, NM; (4) USAF Special Operations Command's Special Operations Forces Aircrew Training System terrain DBGS operated by Loral Defense Systems, Hurlburt Field, FL. All of these systems use National Imagery & Mapping Agency DTD and produce run time data bases for various types of image generators supporting different polygonal representations. The second phase of the report identifies the problems associated with the use of current DTD products as inputs to the SE DBCS process. This report is to be used as an educational tool for understanding the issues and problems of these four systems regarding the generation of SE terrain data bases from DTD and alternate sources.
