Book excerpt: Successful management of Automatic Data Processing Systems (ADPS) acquisition projects requires careful planning, scheduling and coordination of many complex interrelated activities. The US Army Life Cycle Management System (LCMS) for the acquisition of ADPS is a multi-year, multi-phased cycle which includes approximately one hundred activities and milestones. The activities within the life cycle process have many subtle relationships and interrelationships that a Project Manager (PM) must carefully consider if the project is to avoid schedule slips, tests deficiencies, cost overruns, and meet requirements. When all of the life cycle activities are taken collectively, project management becomes a time consuming and difficult task. Existing policy guidance in the form of regulations, supplements and technical bulletins is voluminous. The fact that this policy guidance is at times, contradictory, vague and confusing only adds to the difficulty of project management. In order to reduce the complexity and time investment by PM's in the acquisition cycle, the Command has developed a Life Cycle Management Model (LCMM) which graphically displays, in PERT network form, the interrelationship of all activities and milestones in the LCMS. This LCMM has been automated on the VISION project information management system (PIMS) and can be accessed by project managers for use as a guide or template to the acquisition process.

"Project construction operations include planning, designing facilities, procuring materials and equipment, and supervising construction. An important Army management principle states that "continual improvement in systems, methods, and use of resources is required for continuous effectiveness in operations." In most large nontactical Army organizations, management engineering staffs help commanders and line operators design new ways to work faster, cheaper, and better.
