Peter Townsends "Poverty in the United Kingdom" (1979) oder William Julius Wilsons "The Truly Disadvantaged: The Inner City, the Underclass, and Public Policy" (1987) gelten dort als "Klassiker"--Als Studien, die wissenschaftliche Standards setzten und auch außerhalb der Soziologie ein breites Publikum fanden, als Untersuchungen, die nachhaltige Diskussionen und vielfältige Forschungsinitiativen auslösten. Eine vergleichbare sozialwissenschaftliche Studie sucht man in Deutschland nach dem Zweiten Weltkrieg vergebens.

Diese entsteht, wenn sich die Lebensbedingungen der Menschen nicht nur horizontal, sondern auch vertikal unterscheiden, d.h., sich als besser oder schlechter einstufen lassen. Zu den Dimensionen sozialer Ungleichheit zählt neben Bildung, Arbeits-, Wohn- und Freizeitbedingungen, Macht, Prestige, Einkommen usw. auch die Armut. Armut schien noch ungefähr bis zum Jahr 1985 zumindest für Westdeutschland ein Thema der Vergangenheit zu sein. Nur wenige sahen ihre zukünftige Existenz in der modernen Gesellschaft. Der daran zweifelnde Teil der Menschheit wurde jedoch eines Besseren belehrt, denn Armut „(...) ist zur drängenden gesamtdeutschen Realität von kaum absehbarer Dauer geworden (...)“ (Leibfried / Voges 1992, S. 29). In diesem Zusammenhang reden wir aber wohl kaum von Armut im Sinne von physischer Existenznot, welche wir noch heute in den Entwicklungsländern vorliegen haben. Denn diese hat in Deutschland mit dem wachsenden Wohlstand seit dem 2. Weltkrieg mit Sicherheit abgenommen. Die Ärmsten der Armen sind in Deutschland wohl weitaus wohlhabender als die Mehrheit der Bevölkerung Schwarzafrikas. Was in Deutschland als arm betrachtet wird, bedeutet in anderen Ländern Reichtum. Wie also kann man einem Schwarzafrikaner erklären, dass ein Mensch, der eine Wohnung, ausreichend Kleidung und Essen besitzt, des weiteren noch über einen Fernseher oder ähnliches verfügt, als arm gilt? Was bedeutet der Begriff Armut, wenn er in Bezug auf die reiche Industrienation Deutschland verwendet wird und sich nicht auf das physische Existenzminimum bezieht? Was ist Armut? Auf Grund der Aktualität dieser Frage und meinem Interesse an der sozialen Arbeit, wo Armut oftmals eine zentrale Rolle einnimmt, habe ich das Thema zum Gegenstand meiner Hausarbeit gewählt. Mit diesem Thema wurde ich auch während meines Paktikums im Kinder- und Jugendzentrum in einem sozialen Brennpunkt Wiesbadens konfrontiert. Die vorliegende Hausarbeit soll einen Überblick über gegenwärtig wichtige Definitionen von Armut im modernen Wohlfahrtsstaat Deutschland geben und verschiedene Ansätze zur Operationalisierung von dieser beleuchten. Nach der Fragestellung „Was ist Armut?“ wird auf relative und absolute Armut, danach auf den Lebenslagen- und den Ressourcenansatz, anschließend auf den Sozialhilfeansatz, die relative Einkommensarmut und den Deprivationsansatz eingegangen werden.

The term became more prominent only after World War II. Kaufmann, the doyen of the sociology of social policy in Germany, argues that „social policy“ responds to the modern disjunction between “state” and “society” diagnosed by the German philosopher Hegel. Hegel’s disciple Lorenz von Stein saw social policy as a means to pacify the capitalist class conflict. After World War II, social policy expanded in an unprecedented way, changing its character in the process. Social policy turned from class politics into a policy for the whole population, with new concepts – like "social security", "redistribution" and "quality of life" - and new overarching formulas, "social market economy" and "social state" (the German version of “welfare state”). Both formulas have remained indeterminate and contested, indicating the inherent openness of the idea of the “social”.

Book excerpt: The volume presents the changing situation of the Roma in the second half of the 20th century and examines the politics of the Hungarian state regarding minorities by analyzing legal regulations, policy documents, archival sources and sociological surveys. In the first phase analyzed (1945-61), the authors show the efforts of forced assimilation by the communist state. The second phase (1961-89) began with the party resolution denying nationality status to the Roma. Gypsy culture was equivalent with culture of poverty that must be eliminated. Forced assimilation through labor activities continued. The Roma adapted to new conditions and yet kept their distinct identity. From the 1970s, Roma intellectuals began an emancipatory movement, and its legacy is felt until this day. Although the third phase (1989-2010) brought about freedoms and rights for the Roma, with large sums spent on various Roma-related programs, the situation on the ground nevertheless did not improve. Segregation and marginalization continues, and it is rampant. The authors powerfully conclude: while Roma became part of the political community, they are still not part of the national one.
