This book was released on 2010-06-16 with total page 50 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication brings together the texts adopted by the Standing Committee of the Congress of Local and Regional Authorities of the Council of Europe. The Congress, a consultative body of the Council of Europe, is made up of two chambers: one representing local authorities, the other the regions. Its aim is to reinforce democratic structures at local and regional level, and in particular to help the newly-emerging democracies in central and eastern Europe. The Congress adopts three different types of texts: recommendations, opinions and resolutions. Recommendations are proposals to the Committee of Ministers, and their application is left up to each member government. Sometimes they are also addressed to other international organisations. Opinions usually refer to questions to the Congress from the Committee of Ministers or the Parliamentary Assembly. The Committee of Ministers and the Parliamentary Assembly consult the Congress on questions which are likely to affect the competence and the basic interests of the local and regional authorities which the Congress represents. Resolutions reflect the decisions that the Congress is authorised to take, or make recommendations to local and/or regional authorities and their associations.

Available in PDF, EPUB and Kindle. Book excerpt: There are two Armenias: the current Republic of Armenia and historic Armenia. The modern state dates from the early 20th century. Historic Armenia was part of the ancient world and expired in the Middle Ages. Its people, however, survived, and from its residue recreated a new country. The history of the Armenians is the story of how an ancient people endured into modern times and how its culture evolved from one conceived under the influence of Mesopotamia to one redefined by the civilization of Europe. The second edition of the Historical Dictionary of Armenia relates the turbulent past of this persistent country through a chronology, an introductory essay, a bibliography, and over 200 cross-referenced dictionary entries on significant persons, events, places, organizations, and other aspects of Armenian history from the earliest times to the present.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents the dramatic and complex story of Armenia's ecclesiastical relations with Byzantine and subsequently Roman Christendom in the Middle Ages. It is built on a broad foundation of sources – Armenian, Greek, Latin, and Syrian chronicles and documents, especially the abundant correspondence between the Holy See and the Armenian Church. Krzysztof Stopka examines problems straddling the disciplines of history and theology and pertinent to a critical, though not widely known, episode in the story of the struggle for Christian unity.

Book Synopsis An Armenian Sketchbook by : Vasily Grossman
Download or read book An Armenian Sketchbook written by Vasily Grossman and published by New York Review of Books. This book was released on 2013-02-19 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: An NYRB Classics Original Few writers had to confront as many of the last century’s mass tragedies as Vasily Grossman, who wrote with terrifying clarity about the Shoah, the Battle of Stalingrad, and the Terror Famine in the Ukraine. An Armenian Sketchbook, however, shows us a very different Grossman, notable for his tenderness, warmth, and sense of fun. After the Soviet government confiscated—or, as Grossman always put it, “arrested”—Life and Fate, he took on the task of revising a literal Russian translation of a long Armenian novel. The novel was of little interest to him, but he needed money and was evidently glad of an excuse to travel to Armenia. An Armenian Sketchbook is his account of the two months he spent there. This is by far the most personal and intimate of Grossman’s works, endowed with an air of absolute spontaneity, as though he is simply chatting to the reader about his impressions of Armenia—its mountains, its ancient churches, its people—while also examining his own thoughts and moods. A wonderfully human account of travel to a faraway place, An Armenian Sketchbook also has the vivid appeal of a self-portrait.

Available in PDF, EPUB and Kindle. Book excerpt: A comprehensive insight into the valuable work carried out by one of the Council of Europe’s highly influential mechanisms, the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT). Since its inception in 1989, specialist members of the CPT (lawyers, prosecutors, prison experts, doctors, psychiatrists, etc.) have visited thousands of police stations, prisons, immigration detention centres, psychiatric hospitals and other places of detention all over Europe, to monitor the living conditions (hygiene, provision of food and drink, health care, etc.) of those being detained. Following these visits, the CPT issues reports suggesting improvements and laying down standards. The purpose of this book is twofold. In the first part, the authors explain the background and origins of the CPT, its membership and modus operandi, as well as how it interacts with other bodies, such as the UN’s Subcommittee on Prevention of Torture (SPT) and the national preventive mechanisms (NPMs). In the second part, the authors describe the CPT’s key findings and standards in the main situations of deprivation of liberty (police, prison, immigration detention, mental health and social care). In a detailed appendix, the authors provide summaries of the key CPT findings for the 47 states visited by the CPT.

Book Synopsis Great Catastrophe by : Thomas de Waal
Download or read book Great Catastrophe written by Thomas de Waal and published by Oxford University Press. This book was released on 2015-01-02 with total page 321 pages. Available in PDF, EPUB and Kindle. Book excerpt: The destruction of the Armenians of the Ottoman Empire in 1915-16 was the greatest atrocity of World War I. Around one million Armenians were killed, and the survivors were scattered across the world. Although it is now a century old, the issue of what most of the world calls the Armenian Genocide of 1915 is still a live and divisive issue that mobilizes Armenians across the world, shapes the identity and politics of modern Turkey, and has consumed the attention of U.S. politicians for years. In Great Catastrophe, the eminent scholar and reporter Thomas de Waal looks at the aftermath and politics of the Armenian Genocide and tells the story of recent efforts by courageous Armenians, Kurds, and Turks to come to terms with the disaster as Turkey enters a new post-Kemalist era. The story of what happened to the Armenians in 1915-16 is well-known. Here we are told the "history of the history" and the lesser-known story of what happened to Armenians, Kurds, and Turks in the century that followed. De Waal relates how different generations tackled the issue of the "Great Catastrophe" from the 1920s until the failure of the Protocols signed by independent Armenia and Turkey in 2010. Quarrels between diaspora Armenians supporting and opposing the Soviet Union broke into violence and culminated with the murder of an archbishop in 1933. The devising of the word "genocide," the growth of modern identity politics, and the 50th anniversary of the massacres re-energized a new generation of Armenians. In Turkey the issue was initially forgotten, only to return to the political agenda in the context of the Cold War and an outbreak of Armenian terrorism. More recently, Turkey has started to confront its taboos. In an astonishing revival of oral history, the descendants of tens of thousands of "Islamized Armenians," who have been in the shadows since 1915, have begun to reemerge and reclaim their identities. Drawing on archival sources, reportage and moving personal stories, de Waal tells the full story of Armenian-Turkish relations since the Genocide in all its extraordinary twists and turns. He looks behind the propaganda to examine the realities of a terrible historical crime and the divisive "politics of genocide" it produced. The book throws light not only on our understanding of Armenian-Turkish relations but also of how mass atrocities and historical tragedies shape contemporary politics.
