Sheinin challenges the accepted view that confrontation has been the characteristic state of affairs between the two countries. Sheinin draws on both Spanish- and English-language sources in the United States, Argentina, Canada, and Great Britain to provide a broad perspective on the two centuries of shared U.S.-Argentine history with fresh focus in particular on cultural ties, nuclear politics in the cold war era, the politics of human rights, and Argentina's exit in 1991 from the nonaligned movement. From the perspectives of both countries, Sheinin discusses such topics as Pan-Americanism, petroleum, communism and fascism, and foreign debt. Although the general trajectory of the two countries' relationship has been one of cooperative interaction based on generally strong and improving commercial and financial ties, shared strategic interests, and vital cultural contacts, Sheinin also emphasizes episodes of strained ties. These include the Cuban Revolution, the Dirty War of the late 1970s and early 1980s, and the Falklands/Malvinas War. In his epilogue, Sheinin examines Argentina's monetary crash of December 2001, when the United States-in a major policy shift-refused to come to Argentina's rescue.

Winner of the Luciano Tomassini Latin American Relations Book Award of the Luciano Tomassini Latin American Relations The Myth of the Democratic Peacekeeper reevaluates how United Nations peacekeeping missions reform (or fail to reform) their participating members. It investigates how such missions affect military organizations and civil-military relations as countries transition to a more democratic system. Two-thirds of the UN’s peacekeepers come from developing nations, many of which are transitioning to democracy as well. The assumption is that these “blue helmet” peacekeepers learn not only to appreciate democratic principles through their mission work but also to develop an international outlook and new ideas about conflict prevention. Arturo C. Sotomayor debunks this myth, arguing that democratic practices don’t just “rub off” on UN peacekeepers. So what, if any, benefit accrues to these troops from emerging democracies? In this richly detailed study of a decade’s worth of research (2001–2010) on Argentine, Brazilian, and Uruguayan peacekeeping participation, Sotomayor draws upon international socialization theory and civil-military relations to understand how peacekeeping efforts impact participating armed forces. He asks three questions: Does peacekeeping reform military organizations? Can peacekeeping socialize soldiers to become more liberalized and civilianized? The book will use three main axes to frame the contributors’ analysis, which are not usually used together for analyzing NATO policy: Geopolitics, Great Power Competition, and Threats. These lenses create a distinctive approach to reviewing a Greater Mahgreb Regional Security Complex confronted with the necessities of a distinctive approach by NATO. The idea of MENA (Middle East and North Africa), still used by the EU and NATO is already obsolete for several reasons: first, it is no more possible to split West Africa geopolitically from North Africa and Sahel. Second, the action of terrorist groups such as Al Qaida in the Islamic Maghreb, ISIS, and Boko Haram are not related to Middle East problems, nor strategies and policies necessaries to tackle them. Second, the difficulties in cooperation between these countries, the corruption fed by organized crime (above all cocaine trafficking) and the impact of desertization, makes it very difficult to establish sound strategies and policies for the area. Third, there is an increasing presence of Great Powers in the area, including Russia and China, Turkey, and some Gulf states with different goals and policies.
