Available in PDF, EPUB and Kindle. Book excerpt: The ASEAN Regional Forum (ARF) is the only Asia-Pacific-wide forum for consultations and dialogue on political and security issues. Although many articles and books have been published on the ARF, this is one of the few books that treat the forum comprehensively and from the standpoint of the region itself. It traces the ARF's origins, the efforts to move it from confidence building to "preventive diplomacy," and the forces that hold them back, analysing the strategic environment that both constrains the ARF and makes it essential. The book discusses the question of participation, describes the numerous cooperative activities that the participants undertake, and deals with the issue of institutionalization. Finally, it assesses the ARF as a forum and a process on its own terms. The book is written by the former ASEAN Secretary-General and former senior official who was involved in the ARF's early years.

Available in PDF, EPUB and Kindle. Book excerpt: This book offers the most comprehensive analysis yet of the ASEAN Regional Forum (ARF), which remains the foremost dialogue forum for the promotion of cooperative security in the Asia-Pacific. Contributors focus on the perspectives and roles of the key players in the ARF – ASEAN, the United States, China, Japan, and Australia – and discuss to what extent these participants have shaped the Forum's institutional development and affected its achievements and prospects against the backdrop of the evolving regional security architecture. They also examine in depth how participants have used the Forum to respond to a range of important transnational security issues and challenges, including terrorism and maritime security, as well as disaster relief. This work also explores how, despite the difficulties in reaching a new consensus regarding the collective pursuit of preventive diplomacy, some activist participants have succeeded in bringing about a notable, albeit incipient, 'practical turn' in the ARF’s security cooperation. This book will appeal to students of South-East Asian Politics, Asian Security Studies and International Relations in general.

Book excerpt: Based on primary resources, including documents and extensive interviews with Japanese policy makers, this book provides a comprehensive and detailed empirical analysis of Japan’s involvement in Asia-Pacific security multilateralism after the end of the Cold War with special reference to the ARF. Giving an in-depth account of new developments in Japan’s post-Cold War security policy, Yuzawa also examines: Japan's initial motivations, expectations and objectives for promoting regional security multilateralism Japan's diplomacy for achieving these objectives and experiences in the ARF since its formation the effectiveness and limitations of the ARF with regards national and Asia-Pacific security the effects of Japan's experiences in the ARF on its initial conception of regional securty multilateralism and the implications of this for the direction of its overall security policy problems and difficulties that arose as a result of Japan's post-Cold War security policy of simultaneously pursuing two different security approaches - namely the strengthening of regional security institutions and the Japan-US alliance. This book will be an invaluable resource for students and scholars of Japanese security studies, as well as international relations, Asian politics and international organizations.

He shows that an association of minor powers in Southeast Asia is promoting its cooperative security norm, and influencing the policies of its external partners. Thus, the ARF is one of the important pathways to regional security.

Available in PDF, EPUB and Kindle. Book excerpt: This book traces changes in the concept of security in Asia from realist to cooperative, comprehensive, and human security approaches, and assesses a number of policy alternatives to management of both old and new security threats. It surveys not only orthodox security threats such as tensions between regional powers or armed ethnic antagonists but also new sources of anxiety such as resource scarcity, economic instability, irregular migration, community fragmentation, and international terrorism. Security policies of major powers such as China, Japan, and the United States, and the moderating roles of regional organizations such as ASEAN, ARF, SCO, and KEDO are evaluated in historical and contemporary perspectives. Contributors proffer policy-relevant insights where appropriate. The book concludes that traditional security approaches remain valid but need to be adapted to the new challenges, and offers suggestions for incorporating fresh Asian security perceptions into the agendas of policy-makers, analysts, and scholars.

Available in PDF, EPUB and Kindle. Book excerpt: Enacting the Security Community illuminates the central role of discourse in the making of security communities through a case study of the Association of Southeast Asian Nations (ASEAN). Despite decades of discussion, scholars of political science and international relations have long struggled to identify what kind of security community ASEAN is striving to become. Talk about security, Stéphanie Martel argues in this innovative study, is more than empty rhetoric. It is precisely through discourse that ASEAN is brought into being as a security community. Martel analyzes the epic narratives that state and non-state actors tell about ASEAN's journey to becoming a security community, featuring a colorful cast of heroes and monsters. Chapters address a wide spectrum of current regional security concerns, from the South China Sea disputes to the Rohingya crisis, and nontraditional challenges like natural disasters and pandemics. Through fieldwork and in-depth interviews with practitioners, Martel provides clear evidence that discourse is key to sustaining regional organizations like ASEAN. Enacting the Security Community is an incisive contribution to debates among scholars and practitioners about security communities as well as the role of discourse in the study of world politics, and essential reading for students of Southeast Asian international relations, politics, and security.

Available in PDF, EPUB and Kindle. Book excerpt: Trafficking in persons is a serious crime that affects the human rights, dignity and integrity of all its victims including women, men, and children in the Association of Southeast Asia Nation (ASEAN) region. ASEAN has made efforts to fight human trafficking through inter alia the establishment of regional counter-human trafficking laws and human rights bodies to establish best norms and practices for its member countries. Nevertheless, the International Labour Organization (ILO) recently declared that there are more than 11.7 million forced labor victims in the Asia-Pacific region encompassing the biggest concentration of forced labour victims in the world. This volume reviews the achievements and the deficiencies of ASEAN’s counter-human strategies at the national and regional level. It offers suggestions for the reform of ASEAN's anti-trafficking laws and for the creation of a regional anti-trafficking human rights body specialized in preventing human trafficking, promoting equal protection of all trafficking victims, and prosecuting human traffickers.

Available in PDF, EPUB and Kindle. Book excerpt: "Constructive engagement" became a catchphrase under the Clinton administration for America's reinvigorated efforts to pull China firmly into the international community as a responsible player, one that abides by widely accepted norms. Skeptics questioned the effectiveness of this policy and those that followed. But how is such socialization supposed to work in the first place? This has never been all that clear, whether practiced by the Association of South East Asian Nations (ASEAN), Japan, or the United States. Social States is the first book to systematically test the effects of socialization in international relations--to help explain why players on the world stage may be moved to cooperate when doing so is not in their material power interests. Alastair Iain Johnston carries out his groundbreaking theoretical task through a richly detailed look at China's participation in international security institutions during two crucial decades of the "rise of China," from 1980 to 2000. Drawing on sociology and social psychology, this book examines three microprocesses of socialization--mimicking, social influence, and persuasion--as they have played out in the attitudes of Chinese diplomats active in the Conference on Disarmament, the Comprehensive Nuclear Test Ban, the Convention on Conventional Weapons, and the ASEAN Regional Forum. Among the key conclusions: Chinese officials in the post-Mao era adopted more cooperative and more self-constraining commitments to arms control and disarmament treaties, thanks to their increasing social interactions in international security institutions.

Available in PDF, EPUB and Kindle. Book excerpt: Sino-Japanese relations are crucial for the entire East Asian region and beyond. With both countries among the five biggest economies in the world, and being highly interdependent, the bilateral relationship is of key importance not only for economic cooperation and prosperity in the region but in a larger global perspective. Moreover, Sino-Japanese political and military relations are central to the regional security of Northeast Asia. Any deterioration in relations has the potential to generate conflicts with far-reaching consequences. Accordingly, conflict prevention and conflict management in Sino-Japanese relations are of vital concern to the international community. In the past decade, however, the Sino-Japanese relationship has been increasingly marked by political strife and tension. While this has not escalated into military conflict and in spite of changes with the emergence of a new leader, Yasuo Fukuda, in Japan and a political reshuffle at the 17th Party Congress of the Chinese Communist Party in 2007, future developments are difficult to predict. Historical grievances and differing interpretations thereof play a large role in sustaining political tensions, which are reinforced by mutually negative perceptions at a grassroots level and a noticeable lack of trust. Japan’s occupation of parts of China in the first half of the 20th century and according to Chinese a failure by Japan to issue an apology remain a key obstacle to any improvement in relations. Tensions over contemporary issues have strong historical linkages and it is clear that problematic political relations have sub-optimized the economic potential between the two countries as well as heightened suspicions of each other’s military ambitions. More positively, business communities in both China and Japan have been pro-active in advocating improved cooperation and also a large majority of the ruling elite are eager to improve relations. Given the complex history and current power relations between the two countries, cultivating such will by no means be an easy task. Nevertheless, the authors hope that this book will help further understanding of Sino-Japanese relations and so contribute towards the development of mutually advantageous relations – a necessity in today’s world order.
