Book excerpt: This paper investigates the effect of teacher quality, represented by teacher level characteristics, on mathematics gain scores employing multilevel (or three-level hierarchical linear model, HLM, based) unconditional and conditional value-added model (VAM). We found the significant effects of teacher's mathematics content certification, teacher experience, and the interaction effects of mathematics content certification with student level predictors. Although school poverty significantly predicted gain scores, the school effect for predicting gain scores was negligible. (Contains 2 tables.).

Using data from the IEA’s Trends in International Mathematics and Science Study (TIMSS) conducted between 1995 and 2015, it investigates grade four and grade eight data to assess trends in key teacher characteristics (experience, education, preparedness, and professional development) and teacher behaviors (instructional time and instructional content), and how these relate to student outcomes. Taking advantage of national curriculum data collected by TIMSS to assess changes in curricular strategy across countries and how these may be related to changes in teacher and student factors, the study focuses on the distributional impact of curriculum and instruction on students, paying particular attention to overall inequalities and variations in socioeconomic status at the student and country level, and how such factors have altered over time. Multiple methods, including regression and fixed effects analyses, and structural equation modelling, establish the evolution of these associations over time.

Book excerpt: This book aims to make a contribution to the theory, research and practice on quality and equity in education by providing a comprehensive overview of these two dimensions of educational effectiveness and proposing a methodological instrument that may be used to measure the contribution that each school can make to promoting equity. The importance of using this instrument is demonstrated by analysing results of various effectiveness studies conducted over the last decade. The book draws upon research across the world, especially research conducted in the Europe, the United States, and Australasia. It is shown that promoting equity has no negative effect on the promotion of quality. The importance of using this methodological instrument to identify factors that promote both quality and equity at different educational levels (i.e. teacher, school and educational system) is stressed. The book also demonstrates how we can measure stability and changes in the effectiveness status of schools over time in terms of fostering quality and equity. In addition it underlines the importance of identifying factors measuring changes in the effectiveness status of schools in terms of equity and points to the alternative strategies that can be used at school and system level. In our attempt to encourage the further development and use of this methodology for school improvement purposes, we demonstrate how experimental studies can be conducted to discover whether and under which conditions the proposed methodology can help schools promote both quality and equity. Finally, implications for school evaluation, research, educational policy and practice are drawn. In this way, the book contributes significantly to the debate on how quality and equity can be achieved and encourages policy-makers and practitioners not to view these two dimensions of effectiveness as being in competition with each other but as constituting the major objectives of any reform policy and/or improvement effort at school and/or national levels.

Book excerpt: This qualitative study investigated teachers' perceptions regarding the definition of an effective teacher, the factors that motivate and influence teacher effectiveness, and whether or not student achievement data should be used to determine teacher effectiveness. Teachers from two public charter schools in southeastern Pennsylvania completed a researcher developed online survey and participated in face-to-face interviews. Results of the study indicated that effective teachers have the ability to reach all students regardless of academic ability, social and educational background, and individual behavioral needs. Participants documented that the most important element to improve student achievement is the presence of a highly effective teacher in the classroom. The perceptions of teachers revealed that the factors that influence and motivate teachers are individualized in nature. Teachers documented a combination of extrinsic and intrinsic motivators, such as higher compensation, recognition for their efforts, a connection to the school community, setting goals for themselves and their students, and seeing their students succeed, which influenced them to become more effective teachers. Teachers recognized the importance of measuring student achievement; but indicated that standardized achievement data should not be used in isolation as criteria for determining teacher effectiveness. Teachers perceived that a combination of standardized achievement data, supervisor performance evaluations, years of experience in the educational field, and educational degrees should be used to determine effectivenes.
