Given that individual choice of the sector is endogenous to wages, the authors recommend alternative econometric techniques for the public-private wage gap estimation. Applying switching regression that allows correcting for non-random sector selection, the paper provides wage gap estimates for various demographic, occupational, and territorial population subgroups. As it is shown, there is significant cross-group variation in the wage gap. The paper concludes that to eliminate the negative gap wages in the public sector should be linked to the private sector wages at the regional level.

In industrial countries a common reference is the salary paid by private employers for similar jobs (the quot;jobs approachquot;). But comparable jobs are formal, and in developing countries the relevant alternative for many public sector workers is informal sector employment.Another approach uses as a reference the earnings of similar workers in the private sector, regardless of whether their jobs are formal or informal (the quot;workers approachquot;). A potential shortcoming of this approach is that workers may differ in characteristics that are unobservable. Bales and Rama assess the importance of this shortcoming by relying on five econometric methods, four of which correct the bias from unobservable characteristics.The authors focus on state-owned enterprises in Vietnam, which recruited workers on the basis of political loyalty and other unobservable characteristics. A massive downsizing program, which led to the departure of the most entrepreneurial workers, may have exacerbated the selection bias. However, all the results obtained with the workers approach fall within a relatively narrow range. They suggest that workers in state-owned enterprises are overpaid by 20 percent or more. In contrast, the jobs approach indicates that they could earn two to six times more in the private sector.This paper - a product of Public Services for Human Development, Development Research Group - is part of a larger effort in the group to understand employment and pay issues in the public sector. This groundbreaking book examines the plight of Russian workers and employers during the first decade of post-Soviet reforms. The authors argue that higher-than-expected labour market flexibility early in the transition provided an important cushion for workers who would have been displaced with little recourse to social protection. However, over time, this flexibility reduced pressure for enterprise restructuring and accommodated policy drift. Although many workers were quite mobile, often this translated into a loss of human capital for older enterprises_even potentially viable ones_and to OchurningO in the labour market, accompanied by only limited restructuring. There was little job creation, labour hoarding persisted, and many workers saw their wages eroded by inflation and late payment of wages. The authors show this situation was largely the result of insufficient structural reforms, poor institutional development, and misplaced incentives. First providing an overview of the economic situation, key labour market trends, and the institutional situation during the 1990s, the book then reviews labour market dynamics. The authors assess changes in OoldO jobs at former state enterprises and evaluate OnewO job creation, mostly in private businesses. They examine the evolution of wages and the availability of social protection to workers. A special thematic section considers the political economy of labour market policy that brought the ORussian approachO to labour market adjustment to life. The conclusion presents an integrated picture of the Russian labour market in the aftermath of the early transition period and highlights the implications of the experience for current policy.
