Book excerpt: Considered as "engines" for development and trade liberalisation in developing countries, Export Processing Zones (EPZs) have been introduced and massively expanded in the last decades with the aim to increase exports and FDI, while generating employment and upgrading technology. Today there are around 3500 EPZs throughout the world, operating in 130 countries and employing 66 million of people. While analysing the cases of EPZs in China and Mexico, this book proposes an answer to the following question: How an EPZ, built up as a trade policy tool, can be an instrument of sustainable economic and social development? This work therefore provides the reader with a general framework on EPZs and examines several possible solutions to improve their social sustainability. It argues that EPZs reproduce a model similar to the economy of the rest of the country, but potentially easier for government to influence and monitor. Thus, if further inserted in a wider programme of development, zones can represent a driving force towards decent work, social justice and social inclusion.

Book excerpt: Scholars commonly see rent-seeking as destructive, but governments sometimes introduce beneficial liberalizations as they try to maximizing their rents. The export processing zone (EPZ) is an example of a rent-seeking tool with the appearance of a policy for economic development. My model of endogenous tariff formation illustrates the incentives of interest groups to lobby for or against protectionism, which provides rents for the government. Trade liberalization causes the government to lose these rents. It can introduce EPZs as a way to liberalize the economy only partially, and thereby preserve some of its rents. My model implies that EPZs are beneficial if their political alternative is more protectionism, but not if the government would otherwise need to fully liberalize the economy. It also indicates that EPZs do not benefit an economy via backward linkages with the rest of the country. Rather, EPZs tend to divide the economy between exporters and import-substituting firms, with little connection between them. This divide only grows with time, as the EPZ sector's production becomes increasingly sophisticated and detached from protected domestic industries. Rather than backward linkages, the benefits of EPZs come in the form of a marginal improvement to a country's trade regime. I present a case study of the EPZs in the Dominican Republic based on interviews with EPZ investors and experts. The case study confirms the theoretical discussions.

The outcomes have been largely disappointing, even in the estimate of their designers. Rural livelihoods have become more insecure, and the expected growth has rarely materialized. Insecurity is also etched into the growth of informal economies across the world. Yet the economic policy agenda that has been so adverse to many people around the world has also provided new opportunities to some social groups, including some low-income women. In response to widespread discontent with the liberalization agenda, more attention is now being given to social policies and governance issues, viewed as necessary if globalization is to be "tamed" and "embedded". The contributors to this volume address key issues and questions such as whether states have the capacity to remedy the social distress unleashed by liberalization in the absence of any major revision of their macroeconomic policies and whether the proposed social policy reforms can redress gender-based inequalities in access to resources and power.
